The signatory Nations of the World,

NOTING that the World is at a growing high risk of suffering and of harmful disrespecting of human rights and liberties worldwide, and that the future of the world is at stake, with new threats to our online safety, privacy and security appearing almost every day.

FURTHER NOTING that all should be free to choose any life path they desire and follow any morals they wish, providing that their beliefs are always for a good mankind and nature in the limits of morality and based on the fundamental universal values and order.

ACKNOWLEDGING the importance and the necessity of the preservation of the fundamental human rights such as those mentioned in The International Bill of Human Rights which was the name given to UN General Assembly Resolution 217 (III) and two international treaties established by the United Nations, which it consists of the Universal Declaration of Human Rights (adopted in 1948), the International Covenant on Civil and Political Rights (1966) with its two Optional Protocols and the International Covenant on Economic, Social and Cultural Rights (1966), to be universally protected and as a common standard of achievements for all peoples and all nations.

FURTHER ACKNOWLEDGING that without Byzantium to protect it, Europe would have been overrun by the tide of invaders, that it was the center of a vibrant society that preserved Greek and Roman traditions while much of Western Europe slipped into the Dark Ages, that the "Justinian Code" has a great step of juridical advancement and an inspiration for the modern law, and that the Byzantines protected Western Europe’s legacy until barbarism waned, when finally the preserved Greek and Roman masterworks opened the eyes of Europeans and stoked the fires of the Renaissance.

BELIEVING that there is a vital and needed role for a Euro-Balkanic (and not limited to) or Byzantine Freedom Agreement and for an inter-regional and multinational organizational union to maintain local and worldwide the natural, universal and fundamental human rights and values,

FURTHER BELIEVING that certain basic protections should be provided to all nations in equal manner and that one of the main goals of the United Nations is to promote and encourage "respect for fundamental human rights and freedoms, regardless of race, sex, language or religion.";

CERTIFYING that those of us who chose to participate have certain responsibilities to ourselves, each other, and the entire World community. At the same time, we as Nation-States have certain rights and responsibilities that we do not willingly relinquish when we chose to join. Members may come from a wide spectrum of national, political, and religious (and nonreligious) backgrounds. Anybody pro-human-rights is welcome in the Union of this Agreement. Like a doctor keeping tabs on a patient, nations and communities fight every day to protect a healthy life, through grassroots advocacy work and software that enables the open relations.

HEREBY CONFIRM AND DECLARE :

1. OBJECTIVES are as follows:

~ to maintain peace and security;
~ to sustain fundamental human rights, the dignity and worth of the human person, the equal rights of humans, men and women, and of nations large and small;
~ to maintain the rights and freedom of spiritual traditions and religions of the people (including the protection of rights and liberties for apostolic Christianity and other such forms of traditional spirituality) and of the (member) nations without any persecution (or oppression) against them;
~ to promote social progress and better standards of life in common freedom;
~ to develop friendly relations between nations, based on respect for the principle of equality of rights of the people and their right to self-determination;
~ to achieve international cooperation in resolving international economic, social, cultural or humanitarian issues and promoting respect for human rights and fundamental values;
~ to practice tolerance and live together in peace with one another as good neighbours;
~ to ensure, by the acceptance of principles and the institution of methods, that armed force shall be used only to save, to defend and to liberate ourselves;
~ to ensure that NONE of our citizens would suffer any oppression against the rights and liberties of spirituality and religion;
~ to sustain a proper education and healthcare for all citizens;
~ to perform an Union as a center for harmonizing the efforts of partner nations to achieve these common goals.

2. In achieving the above objectives, the members must act in accordance with the following principles (such as those from the United Nations Charter):

~ the sovereign equality of all Member States;
~ fulfilling in good faith the obligations assumed under the Agreement;
~ solving international disputes through peaceful means;
~ to refrain from resorting to the threat of violence or its use against territorial integrity or the political independence of any member state or in any way incompatible with these purposes;
~ the Member States must assist the Union in any action it takes for self-defense and refrain from granting assistance to any invader State or entity who is acting aggressive against us or against the Human Rights;
~ no provision authorizes the Union/Alliance to intervene in matters which essentially fall within the jurisdiction of each State.

3. CONFIRM AND REAFFIRM the importance and the necessity of the preservation of the natural, universal and fundamental human rights and the fundamental universal values, to be universally protected and as a common standard of achievements for all persons and all nations.

4. CONSIDERING ALSO that in case of any possibility of conflicts or wars between significant states or any of the great powers in the world, it should exist necessarily an independent community of nations as an international association or as an union with the purpose to preserve, to ensure and to sustain the continuity of the Human Rights and of the universal values of humanity and with the purpose of being a mediator, conciliator, negotiator, peacemaker or arbitrator (by their representatives), and in the same time that this community or union consisting of the signatory members at this agreement may stand as neutral, independent and that their citizens, their territories and their sovereignty would be respected and inviolable.

5. FURTHER CONSIDERING that in case of necessity for humanitarian aid it may be permitted to delegate or to authorize means or ways for such purposes in that case. In special cases (like a serious, unexpected, and often dangerous situation requiring immediate action) it may be permitted means or ways even diplomatic or even so military if it is necessarily emergency, but with prior information and consent.
