Constitution of the Conservative League
PreambleWe, the citizens of the Conservative League, in order to establish a more conservative Union of sovereign nations and secure traditional values within our community, do hereby adopt this esteemed document.
The Legislative Process
Article I
Any citizen of the Conservative League may introduce a proposal of a law.
Article II
The citizens of the Conservative League shall vote on all standard legislature through referendums.
Article III
A simple majority vote in a referendum is required for any given piece of legislature to continue in the legislative process.
Article IV
The President has the authority to dismiss a law and a 2/3 majority vote in a referendum is necessary to defeat such veto.
Article V
In the event of a major crisis, the President may impose various measures as he deems appropriate. A major crisis is defined as a state when the region is under the threat of imminent destruction. Laws passed by the President during this time may be repealed by the legislature after the crisis is resolved. The Constitutional Court retains jurisdiction over the President at all times and as such, is able to remove him from office throughout the crisis if his policies violate the basic rights of citizens, which include the right to a fair trial and the freedom of expression.
Article VI
Referendums typically last 3 days unless otherwise specified by the President.
Article VII
All nations defined as citizens of the Conservative League have the right to participate in referendums.
The Executive Branch
Article I
The President is the chief executive of the Conservative League. He is responsible for overseeing the functioning of the executive branch, which consists of 5 ministers (Minister of the Internal Affairs, Foreign Affairs, Immigration, Defence, Research), and additional officials working within the executive departments.
Article II
The President has the authority to deploy CL troops for foreign, as well as defensive missions. However, a majority referendum vote of member nations is required for a formal declaration of war. He has the responsibility to preserve domestic peace by introducing endorsement caps and other measures. He may approve of, disapprove of and abolish treaties with other region at his own discretion.
Article III
The President appoints all executive officials including ministers and their deputies and it is within his official capacities to freely dismiss and replace them.
Article IV
The President may be removed from office by the judiciary if there are substantial legal reasons for this (when the President is found guilty of treason or repeated abuse of his official capacities).
Article V
In the event that the President is legally impeached, the Vice President shall immediately assume office as acting President until proper elections are held. If the VP is somehow ineligible of temporarily being President, the responsibility is handed down to other executives in the following order: Minister of Internal Affairs, Minister of Foreign Affairs, Minister of Immigration, Minister of Defence, and the Minister of Research.
Article VI
Elections for the position of President are held every 60 days and all citizens of the Conservative League have the right to participate in them as voters, candidates or both (citizens may only run for president when made eligible by Amendment V: Amendment on the Requirements of the Presidency).
Article VII
Candidates may choose to have a running mate, who shall become the Vice President if elected. However, this is not compulsory and the VP has no official tasks or capacities other than advising the President and temporarily managing the executive branch when the President is removed from office.
The Judicial Branch
Article I
The Judicial Branch consists of the Supreme Court formed by the Chief Justice and 2 Associate Justices.
Article II
The Supreme Court is tasked with addressing constitutional issues as well as criminal and civil cases.
Article III
The Supreme Court shall be headed by a Chief Justice responsible for its organization.
Article IV
The Supreme Court Justices including the Chief Justice are nominated by president and can be approved with a 2/3rd majority vote by the legislature.
Amending the Constitution
All amendments to the Constitution of the Conservative League must be approved by a 2/3 majority vote in a referendum and signed by the President.
Amendment I: The Charter of Liberties Amendment

Preamble
Every citizen of the Conservative League has the following inherent rights, which cannot be denied to him under any circumstances whatsoever.
Article I
1. The right to freely express himself on the Regional Message Board, through telegrams and by the means of other various communication systems available to the citizens, such as off-site chatrooms and forums.
2. The right to an absolute freedom of movement between regions.
3. The right to seek World Assembly endorsements from other nations within the region and, in return, endorse them.
4. The right to form political parties and alliances and participate in regular elections and referendums.
5. The right to represent himself during a trial and file legal appeals through the Ministry of Justice.
6. The right to exercise the freedom of religion.
Article II
Furthermore, the regional government shall not impose any law that dictates how a citizen ought to manage the internal affairs and settings of his nation.
Article III
Although citizens enjoy a great freedom of speech, they are expected to conduct themselves in accordance with site rules, as well as rules of basic human decency and may face prosecution if they fail to do so. Hence, material that is threatening, obscene or otherwise obnoxious shall be suppressed on the RMB.
Article IV
In the process of attaining citizenship, a nation shall not be discriminated on the grounds of its real life characteristics and beliefs.
Article V
No law shall be adopted that establishes a region-wide, compulsory or simply official, religion or way of thought.
Article VI
In the event of any trial, a nation shall not be declared guilty unless the evidence presented in favor of such a decision is considered beyond reasonable doubt.
Article VII
The rights not vested into the the regional government shall belong to the citizens respectively.

Amendment II: Consecutive Presidential Term Limit Amendment

Preamble
In order to limit a past, current, or future presidential candidate from seizing absolute power, we the people of the Conservative League propose this following amendment to our Regional Constitution.
Article I
A presidential candidate shall not hold any more than three consecutive terms in office.
Article II
One term shall be taken between any three consecutive terms in order to preserve the legitimacy and democracy of our executive branch.

Amendment III: Judicial Amendment

Amendment IV: The Electoral Equity Amendment

Preamble
The Electoral Equity Amendment ensures that the preparation and execution of presidential elections in the Conservative League are carried out as productively and fairly as possible.
Article I
The lawfully elected chief justice of the Conservative League has a duty to carry out the presidential election. For this time, he will be referred to as the returning officer, and is prohibited from standing in the presidential election at hand.
Article II
On the third day of every even numbered month (February, April, June, August, October, and December), seven days before the presidential election begins on the tenth day of the month, the returning officer will send a out regional telegram, where he will announce the official proceedings of the election preparation. It is during that telegram that he asks for citizens to declare their candidacy for president.
Article III
On the tenth day of the stated months, the returning officer will publish the official presidential election poll. Candidates will be stated in the order of which they declared their candidacy. The election will last for six days.
Article IV
In the case that there is only a single candidate in the election, the returning officer must create a write-in option in the presidential poll. Any nation who chooses to write a candidate in, must telegram the returning officer after selecting the said option in the poll.
Article V
The president, should he only have one term to his name, is automatically entered into the presidential poll. In the case of the president rejecting his candidacy, and without any citizen announcing their candidacy, the vice president will assume the role as president for the next term.
Article VI
Once the poll is complete, the returning officer will add up each candidates total votes, and will declare the result on the regional message board, stating each candidates amount of citizen votes.
Article VII
The new presidential term will officially begin on the twentieth day of the month.

Amendment V: Amendment on the Requirements of the Presidency:

Preamble
In order to open up the seat of presidency to all, to limit corruption, and to prevent the establishment of a political elite, We the people of the Conservative League add this following amendment to our Regional Constitution:
Article I
Anyone who desires to become the president must have been a citizen of the region for a minimum of 2 consecutive months immediately prior to their campaign announcement.
Article II
Anyone who desires to become the president shall already be a WA member, as the President is also our delegate in the WA.
Article III
Anyone who desires to become the president must have the support of one other citizen of the region to be eligible to run.
