History of Libertatem

Beginnings
Libertatem was founded on August 6th, 2012, by Liberosia (real name Connor) who sought to create a bastion of libertarianism in a game that he saw as being increasingly dominated by statist forces such as the fascists and the communists. The region's very purpose, in fact, was to wage a 'War on Communism' through military means. The war was immortalized in the 'War Speech' that became a part of Article VIII of the Constitution: "There still exists nations dedicated to government power, and although the game of NationStates does not allow them to progress to their natural state of totalitarianism, we know from history that this ideology is the cause of much suffering and death. In this light, The Confederacy of Liberosia hereby declares war on communism. Liberosia notes that we will be shunned by even capitalist regions/nations. It could encounter hostility from a variety of different regions. It is doubtful that our region will grow at the same rate as other more neutral regions. We will most probably remain stagnate. We will encounter ridicule, and mockery. However, we will shoulder all of these. To any nation reading this, if you are anti-communist, if you believe in free people and free markets, if you don't want to see the communists take power now or ever, you have a home in Libertatem."

The Constitution was ratified on January 18th 2013 by Liberosia, Snabagag, Conservative Idealism, Coolidgestein, Independent States of America, RedBadge, Einsiev and Rotgeheim. Early in the days of the First Republic - a term, by the way, which was applied retroactively - the Board was consisted of five members appointed by the Founder and the position of Delegate (an office later renamed as President) was up for grabs at all times. The Constitution could only be amended if it got approved by two of three means: approval of the Founder, approval of the entire government or approval of one third of the region's population (the House of Representatives). This would create trouble down the line for the young region. The political system was rigid and disorganised, but for a while, it prospered. In the first half of 2013, the population reached a high of 80 nations. Discourse and activity flourished. The government passed several laws that engaged nations of all stripes. However, looking back, many were of a somewhat authoritarian nature. The PATRIOT Act allowed the arbitrary investigation and banjection of nations suspected of having excessively socialist economic policies. The DERP Act (7/29/2013) forcefully shut down the Right Party for alleged ties to fascism. The NATION Act mandated background checks on all incoming nations.

The most infamous of all, however, was the IMPERIAL Act.

Age of Empires

Liberosia authored the IMPERIAL Act in early 2013 in order to start the Libertatem Empire. The purpose of it, he said, was to unite like-minded capitalist regions under the same banner to fight Communism. It was a sort of confederacy of regions led by Libertatem whose militaries would work together to fight socialism across NationStates. The idea was widely supported at first, and the Empire even showed signs of success. By April 6th of the same year, 2 months into Emperor Liberosia's reign, he reported that the Empire's population numbered 140 nations, from Libertatem, Atlantic Docks, Imperial Democratic States, The United Corporate States, The Alliance of Central Europe, The United Confederation of 9, Mid Pacific, Kingdoms of Prussia and Territorian Republican Armed Forces. Each of these regions sent a representative to Empire Congress, which was chaired by both the Emperor and a 'Supreme Allied Commander'. Under Manager of Military Affairs The new sea territory, five Communist regions were annexed by the Empire.

However, it soon dawned that the idea of an empire conflicted with the libertarian spirit of the region and alienated Libertatem from potential allies. People asked an important question: how can a region dedicated to liberty, constitutionalism and republicanism justify having an empire? It couldn't. And nevertheless, the empire itself was growing stagnant and unused. Military operations under NST had largely ceased. Maintaining the empire became impractical. Pevvania, Board member and leader of the Christian Libertarian Party, called for the repeal of the IMPERIAL Act in the party platform in June. Soon, others joined him, and in July of that year Conservative Idealism successfully pushed for the repeal of the IMPERIAL Act in the House. The Empire was over.

Today, not one of its 8 colonies stands. All either ceased to exist or are under the control of foreign powers. However, the Libertatem Empire did give the region its first taste in international alliances.

Decline
After the dissolution of the Empire, the Snabagag Administration and Manager of State The Free States of Bavaria pursued the Interregional Defense Alliance (IDA) Treaty, which was ratified in Cashnatchee by the following regions:
- Libertatem
- Federation of Free States
- New Republica
- Central Pacific Empire
- The Commonwealth of Crowns
- Wolfmania

Bavaria was instrumental in its ratification, but shortly after Libertatem began to fall into crisis. The population began to decline and so did activity. Military operations had ground to a halt and many active nations began to leave. In a matter of months, the number of nations fell from 90 to 50. Conservative Idealism (or 'Condealism' as he was later known) left to refound our old ally the International Republican Union, and took several nations, including The Constitutional Land of Freedom and The Neo-Confederate States of America, with him. By October, much of the Board and Cabinet had either left the region or ceased to exist. "A chasm has opened," Liberosia said, "that threatens to push Libertatem into the abyss forever."

A group of reformers, however, were intent on kickstarting a recovery. Led by Pevvania, and Condealism until he left, the Reaganist Libertarian Party had a five point platform that emphasized heavy recruitment, cuts to the number of embassies, constitutional reform, and a military build-up to refocus the region's efforts at fighting the War on Communism. In the short term, constitutional reform was the most important, since passing an amendment required two of three things: full government support, support of the Board and 2/3 of all of the House of Representatives.

The President at the time, Snabagag of the Libertarian Party, was a conservative in terms of the region's traditions, and opposed constitutional reform. Without his support, the vote fell to the House, drawing from the body of the region as a whole, but most were inactive so the vote failed, despite a clear majority of citizens supporting the amendment.

The region declined further, until the reformers decided it was time for action. On October 31st, 2013, Military Manager Pevvania launched a bid for the presidency on a five-point platform: recruitment, reshuffling of government positions, restoration of the military, repair of diplomatic relations abroad and reform of the Constitution. "Let's make Libertatem great again," he promised.

Snabagag, then in office for over a year, pledged to stand his ground and touted his achievements in bringing the region forward. However, several key supporters swung their support behind Pevvania's promises for reform and military greatness. Overnight, the majority of endorsements shifted from Snabagag to Pevvania, and he was inaugurated as President on November 1st, 2013.

The Golden Age
The new administration had set itself an array of difficult tasks: jumpstart a stagnant economy, reform a broken constitutional amendment system, replace a dysfunctional government and rebuild the military. Nevertheless, a series of legislative and constitutional measures were introduced to confront these problems.

Reform
The 'House of Representatives Reform' and 'Restoration and Reform' amendments were passed, the latter of which clarified that 2/3 of all voting representatives were needed as one of the prerequisites to pass an amendment. The ELECT Amendment turned the Board into an elected body, the Presidents' Amendment redefined the delegate as the President, a position for which fixed triannual elections were introduced, the VEEP Amendment created the office of the vice president and the Impeachment Amendment created a removal mechanism for public servants. The reforms under the Pevvania Administration fundamentally transformed Libertatem from an executive-dominated parliamentary system into a democratic republic. Almost every major constitutional reform during the Pev Era served as the basis for the Second Constitution, which was enacted in 2016.

Recovery
In the final weeks of the Snabagag Administration, the population sputtered upwards slightly from the early 50s to 78 nations, although Snabagag was not active enough to drive this further, and the population plateaued. Once Pevvania was inaugurated, he set the rule that every Board member was required to recruit for the region to maintain their position. Every major administration official, too, undertook a concerted effort to expand Libertatem's population and produce economic recovery. With the added pressure, the population soon expanded, almost doubling to 131 nations within months of Pevvania's inauguration.

Reshuffling
An acute problem had resulted from the chronic inactivity of the months previous. More than half of those officially on the Board or in the cabinet had either emigrated or ceased to exist. The government was immediately reshuffled by President Pev. Independent states of america was appointed as Manager of Internal Affairs, Blahbania as Manager of Military Affairs, and Lack there of to Manager of State. The Board was promptly replaced, with Humpheria becoming its Chairman.

Repair
Warm relations with the outside region had grown cold since the region's most prolific diplomat, Conservative idealism, had emigrated to refound the International Republican Union. He eventually returned to serve as Manager of State during Pev's second and third terms, but before then Lack There Of took the lead on reestablishing connections with many old friends, such as the Federation of Free States and Right to Life. During his term, the Cold War with The Federal Islands ended, and the region became a military ally and REATO member. Overall, there were 275 embassy changes under the Pevvania Presidency, including 160 openings and 115 closures, all of which broke records.

By the end of 2013, it was universally recognised that Libertatem had made a comeback. The population was large and growing, the military had been rebuilt and the region democratised. No other candidates ran for the presidency in December, so a traditional election was not held. As such, Pevvania is known to have been 'unanimously reelected'. Ahead of the April 2014 Presidential Election, he faced a primary challenge from Board Member Ronald reagan and rick grimes for the RLP nomination. Grimes openly disliked Pevvania, seeing him as ineffectual and corrupt, campaigning against his war policies and appealing to the populist vote. Pevvania won the primary with 8 votes to 1; Grimes endorsed Pevvania for re-election. In the general election, Pevvania faced Hallo Island of the Libertarian Objectivist Party, a populist that opposed the RLP's political domination and campaigned on ending the war. Pevvania won in a landslide of 24 votes to 4.

The period from the election of Pevvania to the end of the First War during the Roads Administration is known as the Golden Age of Libertatem.

The War Accelerates
Under the Pevvania Administration, the War on Communism was escalated to heights never seen before in regional, and perhaps NationStates, history. The REAGAN Treaty Organization, a right-wing military alliance founded by Pevvania, became instrumental in the fight against Communism. The military was reorganised and operations began against the interregional left. REATO became known not just for its effectiveness in conventional warfare and tag raids, but also for a tactic almost never used before: infiltration. The Libertatem Armed Forces (LAF) and REATO undertook several operations to infiltrate and destroy key Communist regions. Juche Union was an early example of this. A strike force led by Pevvania took the delegacy and held it for over a year, infiltrating Antifa to gain key intelligence, before destroying and refounding the region. Exact numbers from this period are scarce, but by April 2014 over 110 communist and socialist regions had fallen victim to the War. Instrumental in the renewed effort to fight socialism was Republic of minerva, the Manager of Military Affairs. He and President Pev led the region to numerous military victories during the first year of the war.

Peacetime and Decay
By late 2015, the REATO-Antifa War, or the First War on Communism, had reached somewhat of a stalemate. Morale was wavering in REATO regions due to incessant attacks and tag raids against libertarian and conservative targets. Realistically speaking, these accomplished nothing of practical value except grind down the resolve of the Freedom Fighters. Nevertheless, the wave of spam, hateful telegrams and personal insults from the Communist side - the losing side - grew wearisome for Libertatem. The fact was that most footsoldiers in REATO held jobs and lives, while the vast majority of Communists were either long-term unemployed or living with their parents, meaning that the Reds had a strong time advantage to plan and execute operations.

Still, the Reds eventually conceded that REATO had won a decisive tactical victory. The downfall of CAPS crushed further inter-left cooperation, the Juche Union infiltration had destroyed one of the game's largest Communist regions (and a Red Fleet cell), the raid on International Socialists took out a quarter of The Red Fleet and tag raids on Das Kommune and UCR were effectively the killing blows in those regions. All of these regions eventually fell into Red hands, but the damage had been done, and they were powerless to resurrect the destroyed communities. REATO declared victory, and shortly afterwards both the LAF and The Red Fleet retired their offensive operations.

Afterwards, the region fell into an extended period of decay and inactivity. With no cause to unify the region behind, regional veterans such as Condealism, Humpheria, Pevvania, Muh Roads and many more either ceased to exist or retired from the game.

Dawn of the Second Republic
With the region festering in the stench of inactivity, and many familiar faces disappearing and ceasing to exist, the remaining veterans and newcomers of the region alike decided the time had come to replace the first Constitution. The number of laws became so voluminous that it was difficult to do or pass anything of value. Two proposals emerged, one by Miencraft and another by Humpheria, although by the time the two were voted on in the first of two referendums on the subject, Humpheria had retired from the game. Miencraft's new constitution passed a referendum against Humpheria's proposal on June 6th after a week-long vote by 7 nations to 0, and the final document was ratified on June 18th. The new constitution was similar in most aspects to the original, except it replaced the Board with the Senate, abolished the House of Representatives, expunged almost all legal references to the founder and delegate and, perhaps most crucially of all, did not have a constitutional declaration of war on communism.

Once the Second Republic was in order, another presidential election was held and Miencraft won again, becoming the first president of the Second Republic.

However, a new system of government was not enough to raise the region out of the doldrums. The Second Great Decline continued, and was far worse than the Long Autumn in several measures, including population, which sunk to an all-time low of 37 nations on March 10th, 2017.

The Reform Crisis
When the region finally recovered from its inactivity and new residents began to come into Libertatem once again, drama also returned to the region.

One newcomer, a nation called Yakian, immediately decided to declare his intentions to "impeach hyderberg", with the charges being "being a bad president". Shortly afterwards, he started a new political party, called "Anti-Hyderbourg-Miencraft", and ran in the special election to fill the newly-created Fourth Senate Seat in May 2017. He received a grand total of one vote. He reappeared and ran again for Seat 1 the next month, under his "AHM" party. Once the poll was underway and he received close to no support yet again, he began threatening to kill people who didn't support him. Supting commended Yakian "for his candor", but this commendation ended up meaning very little, as Yakian was deleted by the Nationstates Moderators partway through the election. The same day, the Moderators made a statement that "Yakain and at least one of his supporters are puppets of [Hyderbourg]", and that Hyderbourg had been banned from regional message boards and telegrams for a week.

There was immediate uproar among other newcomers, including one nation called Pax Enigmata, who, along with a few others, insisted that a statement by the moderators was in and of itself sufficient evidence for a conviction, and called for Hyderbourg's impeachment. Regional Justice Miencraft, Vice-President Humpheria, and others attempted to defuse the situation, but the calls continued until the President issued a statement through VenomRingo. The statement clarified that Hyderbourg played Nationstates from a dormitory computer, and named other nations that he knew to be controlled by people at the same school. He allowed Humpheria to take over temporarily, and business resumed as usual, including the remaining Senate elections and discussion with the Confederacy of Free Nations regarding the establishment of a "Sister Region" charter.

On June 6, 2017, Hyderbourg officially resigned from his position as President and Humpheria officially replaced him, using a member of the Confederacy of Free Nations to make a statement on his behalf. Soon after assuming control, Humpheria issued a statement wherein he pardoned the former President for any potential crimes.

Another newcomer, Auxorii, decided to get involved in regional politics at the same time, and ended up on the Senate, having won an election against the infamous Supting. As an Independent on a Senate full of members of the Free Libertatem Coalition - a group of political parties initially formed as a coalition between the Reaganist-Libertarian Party and the Alt-Centrist Alliance, that ended up having most Libertatem parties under its banner - Auxorii claimed that he would be a champion of the people and present an outsider opinion on the Senate. Shortly after Auxorii's tenure on the Senate started, President Humpheria nominated him for the position of Chancellor of State following the disappearance of Condealism, though the Senate did not confirm this nomination. Immediately after being rejected for Chancellor of State, Auxorii began a motion in the Senate to overturn Executive Order 1, which pardoned President Hyderbourg. He believed this action to be unconstitutional, though Humpheria cited the Constitution allowing for executive orders - and the vagueness of this permission at the time - as the reason he was able to issue a pardon. The Senate ended up overturning the order, and from that point Auxorii began presenting himself as a major figure in the opposition to the FLC.

Senator Auxorii next argued against the Sister Region Charter between the Confederacy of Free Nations and Libertatem, declaring that a free movement clause was useless, and a clause requiring each region to defend the other in times of crisis was illogical, since he believed anyone holding World Assembly Delegate power does so legitimately, regardless of regional laws. He argued that the treaty was "an attack on our sovereignty" and "full of arbitrariness and globalism". The debate over the Sister Region Charter also drew the attention of now-General Hyderbourg, who declared that the treaty would be in the best interests of Libertatem - and was even weighted in Libertatem's favor. After the treaty passed, Hyderbourg was confirmed as Chancellor of State. After that point, Auxorii stayed quiet in the Senate, except to vote for one iteration of the ultimately-failed merger treaty with the Central Pacific Emprie.

His quietness in the Senate didn't mean he was quiet elsewhere - in fact, Auxorii was busy stirring up trouble, having founded the Reformation Party as an organized opposition party. He recruited new faces, like LibIceland, Forius, and Hexvia, regional veterans like Hyderbourg, and even Vista Major, a Minister in the Confederacy of Free Nations. The start of the Reform Crisis is unclear, as it was slowly built up over a long time, but one of the first major occurrences of the Crisis was the appearance of several mysterious polling nations that sent out polls to citizens. The scramble to uncover the identities of the polling nations caused a good deal of controversy when the Libertatem Polling Service appeared on Discord, and ended up in a heated discussion with Auxorii and LibIceland, but things cooled down for a few days after that.

Auxorii then heated up again, this time bringing LibIceland along with him - both of them heavily criticized Libertatem military policy, with LibIceland demanding transparency of the military. Auxorii became incredibly hostile at this point, accusing the military of invading regions based on ideology, and questioning the validity of liberation missions to restore the legitimate native government, believing that regional laws have no bearing on legitimacy of a ruler so long as the World Assembly Delegate has executive power. LibIceland also criticized military policy on the grounds that Libertatem is immune to attack, due to having a non-executive World Assembly Delegate.

This argument occurred on June 28, 2017. On this day, Auxorii posted classified military information in a public space - an action which he claimed was justified as whistleblowing. In response, President Humpheria discharged Auxorii from the Libertatem Armed Forces and appointed VenomRingo as Special Prosecutor. Auxorii continued to accuse the regional government of "nepotism and needless decorum" (at one point, the Reform Party tried to bring Regional Justice Miencraft into their party; the Justice had already established the Minarchist Compact, a party with no chairmanship position, and when he refused the Reform Party began accusing him of partisanship), and even blamed his failures in the Senate on Hyderbourg. The aggressiveness continued all day, with Auxorii and LibIceland lashing out at anyone who disagreed with them. The next day, Auxorii entered into a plea bargain and was banished for one month on a plea of no contest.

The banishment was not the end of the Crisis, however. The following day, LibIceland spoke on the regional message board on Auxorii's behalf, prompting an official warning from the Regional Justice that any further attempts at evasion would result in Auxorii's permanent banishment. Another day passed, and information from the Reform Party's own Discord server proved that Auxorii remained in command of the Reform Party and continued to issue orders to those under him. His ban was therefore upgraded to permanent, and his privilege of appeal was revoked. The same day, LibIceland and Hyderbourg were brought up on charges of Contempt of Court and Circumvention of Banishment. On July 7, 2017, the case of The Second Republic of Libertatem v. LibIceland and Hyderbourg went to trial, and a massive amount of evidence against the Reform Party, collected from their own internal discussions by independent spies, was brought against them. Ultimately, on July 12, a jury found LibIceland and Hyderbourg guilty on all charges.

The following day, the nation of Kohalo, which had been in Libertatem for several days, was discovered to be a puppet controlled by Auxorii, and it was banned. After this, the Reformation Party dispersed. Its final chairman, Vista Major, abandoned the party and all of its members abandoned Libertatem entirely, thus ending the Reform Crisis. The Reformation Party was later branded as a terrorist organization by then-Chancellor VenomRingo.

Treaties and Treachery

Following the Reform Crisis, the region entered a period of relative quiet. With the threat of the Reformers gone, the Humpheria administration could focus on more pressing matters, such as the Central Pacific Empire merger. During the buildup to the Reform Crisis, in late May of 2017, the Senate ratified a document that entered the region into the Interregional Cooperation Treaty Organization. Membership in this treaty was the result of a planned merger with one of the member regions, the Central Pacific Empire. As the Central Pacific Empire was a member of the ICTO, they refused to merge into a non-member region, as that would make all former CPE residents leave the ICTO by default.

There were several complications with the Central Pacific merger, however. A merge treaty was repeatedly ratified by the Libertatem senate and presented to the CPE, who would consistently make extra demands, forcing the Libertatem senate to approve yet another version with yet more concessions. The Senate's patience ran out, however, when the CPE leadership demonstrated a complete lack of any desire to actually carry out the merge - indeed, Central Pacific leadership decided to hold an election midway through merger negotiations, dragging the process out for much longer before finally ending with a leadership completely hostile to the idea of a peaceful merger. One member of the Central Pacific Imperial government even seemed surprised that a fellow government member was frustrated at the fact that a treaty that Libertatem had already ratified was not moving through the CPE government. That same surprised government member also believed that "the CPE is going to continue operating in its existence inside of another region", having failed to understand that a merger agreement means that one region is absorbed completely to become another, and ceases to exist on its own after the merge is complete.

Said government member even went as far as to say that the merger that had been under negotiation wasn't a merger at all. Morale in Libertatem regarding this agreement was low by this point, considering the fact that CPE leadership failed to understand that their government would be dissolved and integrated into Libertatem. Following the banishment of Hyderbourg, the CPE's new administration took it upon itself to eject Libertatem's diplomats and severed all ties with Libertatem, citing "new intelligence" from an anonymous source. It would be revealed soon afterwards that the anonymous source was none other than Hyderbourg, who manipulated CPE leadership into believing that he was banned for being a political dissident - the CPE leadership of course believed this without question and determined that Libertatem was no longer worth negotiations. Hyderbourg was publicly berated by President Humpheria for his "shameful attempt at retribution". Following his sabotage of CPE negotiations, Hyderbourg fled to the Confederacy of Free Nations, which also accepted him - alongside his comrade Auxorii - without question, despite being Sister Region to Libertatem at the time.

Libertatem promptly withdrew from the Interregional Cooperation Treaty and severed all ties with the CPE. Not all ICTO members were as hostile to Libertatem as the Empire, however. Such member regions as the United Empire of Islam came forward to discuss potential alliances following Libertatem's withdrawal from the Organization.

With the Central Pacific Empire and Interregional Cooperation Treaty no longer relevant, Libertatem switched focus to internal development. Pevvania became Fifth President on the first of September - coincidentally, this would not be the first time Pevvania was Fifth President; his first Presidential term in the First Republic marked him as the Fifth President then as well - and he promised to "make Libertatem great again", with an expansion of the military, a greater foreign presence, and, more importantly, a population boom.

Very little actually happened in the next few months, however, aside from some governmental reorganization and the lifting of the ban on LibIceland, now the Neo-Icelandic Commonwealth. The government remained largely inactive and quiet until November. A few laws were passed, including one mandating that the Chancellor of the Interior head recruitment efforts, but the Senate floor remained mostly undisturbed. Activity picked up suddenly in November, however, when Hyderbourg was elected to lead the Confederacy of Free Nations. Appalled by the fact that a convicted traitor and state-recognized terrorist could become leader of a Sister Region - and that a region could place any trust in a nation convicted of treason in its Sister to begin with, President Pevvania called on the Senate to dissolve ties with the Confederacy. The Confederacy responded sooner, however, and cut ties with Libertatem before the Senate had a chance to act.

Following the de facto dissolution of the Sister Region treaty, a new alliance was proposed in late November. A group of regions, called NURight, sought Libertatem's membership in the alliance. The Senate ended up in a heated, several-day-long debate over whether or not to enter into the alliance, concerned with one of the members of NURight, KAISERREICH. Many in Libertatem's government were concerned that the KAISERREICH was potentially a fascist region, and did not feel that association with fascists would reflect well on a region seeking to advance liberty throughout the world. These concerns were assuaged by a diplomat from KAISERREICH, and the NURight treaty got the four votes it required to pass.

Once Libertatem became a member of NURight, though, the government immediately set to work seeking more ways to create bands of freedom-loving regions and establish a global libertarian presence.
