Other info: The PLA & CCP had established a rebel government in Peiping that occupied mainland China from the 38th Year of the Republic (C.E. 1949). The PLA & CCP were finally disbanded & outlawed since the Reunification of 104th Year of the Republic (C.E. 2015). PLA units were retrained and absorbed into the regular army (ROC Armed Forces). Some defectors deserted their units upon disbandment of the PLA/CCP to remote areas, occasionally raiding & terrorizing villages. Many senior party officials attempted to escape; some of them fled to Laos, Vietnam, and Russia, while others fled to First World countries and assumed different identities and lived incognito. The National Security Bureau estimates that up to 60% of the funding for the rebel groups originate from ex-party officials outside China, with significant funding and training from the governments of Laos, Vietnam, and Russia.
The National Security Bureau also claims that there is still a significant number of silent Communist sympathizers within the Chinese Republic, since reunification happened only recently, it will take time to reverse the brainwashing in areas formerly occupied by rebels and separatists.

Other info: No major support base in China. SOTEBS was founded by former members of the Mongolian People's Party, which has, like the CCP, been outlawed and disbanded since Reunification. The organization originated as a loosely associated community of ex-members of the disbanded Mongolian People's Party as many of its former members "would rather be a slave to the Russians than to be Chinese" and defected to Russia. Pro-independence ideology and propaganda originating from these individuals later attracted some Pan-Mongols in Buryatia (Russia) and Outer Mongolia (China), creating a right-wing faction. The community was organized into a political organization, under the guidance of Moscow and adopted the current name, a heed to the shamanistic past of this northern Chinese ethnic group. The Russian Federation has actively funded and trained SOTEBS members. in another attempt to split Outer Mongolia from the Chinese Republic.
