Legislative Bill 130722-C : Counter-Terrorism Act

Bill 130722-C
Brief: This bill is to amend the increasing threat of a terrorist or an otherwise unprovoked attack by individuals or groups upon the Republic. For the purposes of this bill, a terrorist defined as an individual or an organisation committing acts of treason and/or acts which cause (or aim to cause) mass civil unrest and/or numerous casualties to other person(s). This bill shall enforce the following acts:
I) The establishment of the Republic Security Department, tasked with working with and alongside existing law enforcement agencies, as well as gathering intelligence on suspected terrorist or other person(s) whom are at risk of committing illegal activities. This task force is expected to fulfill the following:
- i. Development of surveillance tactics as well as databases on and only on individuals suspected of being a terrorist or a criminal beyond reasonable doubt.
- ii. Sharing the said collected data with other existing law enforcement employed by the Government of Trelatche, and/or other organisations if authorized.
- ii. Development of stricter firearms and import and production regulations on weapons with the ability to shoot multiple rounds per second, as well as the requirement for an approved government licence permitting the ownership of a firearm.
II) The development of the inter-state communications line, which acts to serve as a rapid means of communication for not only local leaders, but on a federal level.
III) Develop and compile information with trusted neighboring allies, and understand that the Republic is not under the protection of the World Assembly or its Security Council.
IV) An external audit by an independent source as well as a government source on the current techniques and tactics which are employed by law enforcement agencies and recommend adjustments if necessary. Recommendations are to be reviewed immediately, and if authorized, implemented after said recommendation has proven to yield improved results.
