Governmental System

Synnadinean Governmental System: In a Nutshell

Since being united, Synnadine's ruling body has gone through many different changes and seen several different means of organization. With that in mind, none have stood as long as the current governing system, which is not unlike a Constitutional Monarchy. While not a true Constitutional Monarchy, there are without a doubt many similarities that make them parallel to each other. Like in all Constitutional Monarchies, Synnadinean royalty does not have absolute power. In reality, royalty is more akin to a symbolic or otherwise ceremonial title to Synnadine. While the nations royalty is still held in extremely high regard and often revered, they do not hold much in the way of political power. In total, Synnadine has six royal families, each one standing to represent the six native nationalities of Synnadine. Biennially (every two years), the title for Head of State rotates between heads of these royal families, with the cycle repeating in the exact same order each time it is completed. The reigning Head of State serves as the symbol of unity for the Synnadinean and the face of her people, putting emphasis on the importance of an ever rotating system, that way no one family begins to be viewed as more important or influential than the other. Ensuring that each family takes turns, being given two years for their family head to represent Synnadinean unification, is strongly believed to help strengthen the bonds between the Nation's people. While the reigning Head of State is often seen by the people as the leader of the Synnadine, this status is little more than symbolic, as the true Head of Government (and de facto leader of the country) is the Archduke. As such, it can be said that while the Royal families reign the Archduke rules. While the government itself very closely follows a Parliamentary System, Synnadine instead refers to it as a Conglomerate. Such terminology enforces that Synnadine is comprised of a unification of separate peoples, each with their own history, who now act as a unified nation. It is believed to support individuality while still enforcing unity. It is also felt that such terminology suits Synnadine better, on account of the nation having multiple different royal families. The Conglomerate consists of a total of 164 members, known as Duke's: Six to represent the six provinces of Synnadine and 158 to represent Synnadine's Colonies (2 from each). Each province and colony holds their own, localized election to determine who among them will represent them for that given term. Terms last for six years, and each Duke is permitted to serve two terms during their lifetime. Any legal citizen of Synnadine that is at least 40 years of age can run for office as a Duke, and all legal citizens at least 21 years of age are allowed to vote. As the six year term reaches its end a new vote is held, each area handling their own election, to determine who shall serve on the Conglomerate for the following six years. Once these elections are complete and the previous Conglomerate is officially disbanded with the new one taking its place, an Archduke is then elected from within the already elected Duke's. Thirteen random Duke's, via number draw, are given the option to put forth a nomination for the title of Archduke (including themselves). If a Duke does not have a nomination on mind, they may be skipped. If at least two nominations are not received a new number will be drawn until two nominations are in. Once the nominations for Archduke are received, those who put forth a nomination do not take part in the vote as they already voted for their chosen candidate de facto, while those who were nominated are barred from taking part in the vote. By the votes end, that terms Archduke will be determined. Assuming that an Archduke has not already served two terms on the Conglomerate, if they are successfully re-elected to serve a second term as a Duke then they will automatically be up for re-election as Archduke as well.

Heads of Government

Synnadine is primarily led by a supreme council of 393 individuals all from different areas of the nation and elected into office by their home area to represent them. While many would call a council of this size too large to be effective, it has successfully led Synnadine's main government body for generations. These councilors meet in the capital building of New Alexandria where they cover all political issues while representing the proper views of everyone in the nation in the process since each one is from a different area and elected into office by said area. Many of these members are from smaller cities and even towns, making sure everyone is taken into consideration. Their terms last for six years though they can be voted out of office at any time by those who voted them in to begin with. After their term is up they can either be reelected to do a second term or a new representative is voted into office. After their second term however, should they have one, they can no longer serve on the council. For more local government systems, such as a town or city, they are led by a mayor who also is elected into office. This government also applies to the colonies though on a much smaller scale and obviously different meeting areas. While Synnadine itself holds the supreme council, Synnadine colonies just have simple councils.

Councils

Each colony is led by a Chancellor, at the head of the council, while Synnadine has the Supreme Chancellor who is officially the Head of Synnadinean Government. Colony Councils are not nearly as large as Synnadine's Council, but they still average around 21 individuals depending on the size of the Colony. Chancellors are voted into their position by the other Councilors, while also taking into consideration the votes of the people as well. They are also voted from abroad, rather than from specific areas, that way all people of Synnadine have choice to vote for not only their respective Councilor but also help put their vote in towards voting for the Chancellor. This applies to the Supreme Chancellor as well. These Chancellors are essentially the head of their respective councils however this is not to say their name carries more weight among them. Decisions are still made by 3-1 majority rule. The only real power a Chancellor has over the other Councilors is that a Chancellor calls for meetings among their council and, for the most part, are the ones who address the people directly. They are also the ones that all issues are brought to before being brought to the council, so they have much more responsibility.

The Supreme Chancellor has this power as well and also has the additional power to call for hologram video conference with all Colonial Councils and the Supreme Council itself. Each Council also appoints an Ambassador, one with quick wits and a silver tongue (100 Speechcraft/Charisma doesn't hurt either XD), to serve as a negotiations representative for that Council on Synnadine's behalf with the more peaceful races that contact is made with. Currently, 8 of Synnadine's 19 Colonial Ambassador's also serve on another council of sorts which is a collection of various alien races from various planets that are trying to maintain peace with the other galactic races of the area. It is on those Councils they represent Synnadine and it's people in the name of peace. Examples of these councils are the Galactic Senate (Star Wars) and the Citadel Council (Mass Effect), both of which hail from galaxies incredibly far away from Immensus. It is to be noted that a Council is only the Head of the Government, and not necessarily Synnadine as a whole. This was done so that no one person was given too much power.

Royal Family

Synnadine does actually have a royal family. Six to be precise. These Families are the most direct, immediate blood relatives of the original Chief Families from each of Synnadine's native nationalities...or Tribes as they were called back in those days. Today, rather than being Chief families, they are royal families and make up the Heads of House, or State as some prefer to call it. These royal families are internally known as a "house" so there's the House of Radisians, House of Calians, House of Veyns, etc. No House is more influential or powerful than the other and all are equals with their own royal colors. Each house is also located in the areas that their Tribes once owned. They follow the same royal titles of a typical royal family, though said titles mean quite less than they normally would since there's a King and Queen for each of the six families. Rather than ruling the government, these families more rule the people, trying to keep their respective peoples happy and content in various ways. They are however still Royal Families, and are held in high regard by all Synnadineans. They are also typically the ones who deal with diplomatic affairs in The Great Chili, rather than an ambassador like in the Colonies. Instead, rather than carrying out foreign like they would in a colony, the Ambassador of Synnadine serves as an adviser to the Houses.

The Cabinet

Ministers serve as a middle ground between the Royal Families and the Councils. The Royal Families can move to appoint a given person to the Cabinet thus making said person a minister, however the Council can veto this decision, and in turn the citizens can veto the Councils veto. All six houses share the same cabinet just like how they share an Ambassador/Adviser, which is done to ensure that they all are forced to get along and cooperate with one another in order to get anything done...versus if they were to each have their own Cabinet, in which case they could get away with much more. Ministers serve for only two years but can be reelected by the people for up to two additional terms if they felt they served well during their time in the Cabinet, making for six years total that a Minister can serve. Current positions of the Cabinet are the Ministers of Defense, Foreign Affairs (known as Delegate), Internal Affairs, Health and Human Services, Finance, Intelligence, Justice, and finally Trade. Each of these three ruling bodies (the Cabinet, the Council, and the Houses) check and balance each other in numerous ways to ensure no one group gets too much power or has too much control. To outsiders, Synnadine's government is honestly very confusing and hard to explain, but to natives it is a way of life and couldn't be simpler. As such I apologize if you don't really understand the description given in this factbook or if you misinterpret it....because as I said, the government is hard to explain to outsiders.
