This resolution furthers the goals of space education, research, and expansion of sovereign space programs by providing means for the sharing of technology, publishing credible research, and encouraging nations to collaborate for the betterment of space science. STAR enables international cooperation in this domain by establishing protocols for nations to share research, help accelerate development of other nations' space programs, and help prevent international incidents when possible.

Moreover, STAR successfully accomplishes its goals without violating the sovereignty of member states. It respects member nations' own internal procedures by encouraging them to cooperate with the provisions of the resolution in accordance with their own systems and infrastructure, leaving the details of the implementation up to them, and does not have the authority to pass discipline onto any nations.
