HELLGUARDS CONSTITUTION

Article 1
Basic Human Rights
a) All people within Hellguards territory are free and equal, with the exception of people who are slaves in a Hellguards country, if slavery is legal under the Basic Law of that state.
b) All citizens are free to change countries within the region, but citizens of countries that prohibit emigration cannot leave Hellguards.
c) In any Hellguards member country, citizens are entitled to freedom of the press, speech, and religion, the right to life, and the right to pursue happiness.

Article 2
Obligations of Citizens
a) Every citizen of every Hellguards member country must obey the laws of their country as well as the laws of the Hellguards.
b) In case of non-compliance with the laws, the authorities have every right to place the person in question under supervision or sentence him/her to imprisonment.

Article 3
Leaders and Parliament of Hellguards
a) The Hellguards Supreme Leadership is formed by the permanently appointed leaders of Marzipanisthan and Red Shield Empire who accept or reject bills in the highest manner.
b) The Hellguards Parliament is located in Gettymoça, a city on the border of the two leading countries, half of which is in Marzipanisthan half of which is Red Shield Empire
c) The Hellguards Parliament is always made up of the leaders of the member countries, however the two main leaders cannot vote, and a two-thirds majority is required to submit bills to the Hellguards Supreme Leadership.
d) The Hellguards Parliament can immediately overthrow a leader who behaves dishonestly in parliament or displays any hostile behavior by a simple majority.
e) The leader banned by the Hellguards Parliament must be immediately removed from the leadership of the member state and cannot return to power.

Article 4
The functioning of the Judicial Power
a) In court disputes, the plaintiff can sue at the Court of First Instance, where the proceedings are conducted.
b) IF the Court of First Instance cannot resolve the case, the decision will be passed to the Court of Intermediate Instance, which deals with disputed cases at a higher level.
c) IN THE EVENT that the Court of Intermediate Instance also fails to resolve the case, the decision will be referred to the Supreme Court, the Curia, whose officers serve for life. The Curia must decide immediately, and its decision can only be vetoed by the Hellguards Parliament.
d) In cases of lawsuits against referees who actively cheat in sports, the referee MUST be sentenced to immediate imprisonment.

Article 5
Rights of the Member Countries
a) Each member country can make and enforce its own laws, but the Hellguards can veto them, if it goes against the Laws of the Hellguards.
b) Member countries MUST abide by Hellguards laws, otherwise the Hellguards Parliament MAY DEPRIVE the leader or send the Hellguards Secret Police to the scene to take action.

Article 6
Rights and Obligations of the Hellguards Regional Army
a) The Hellguards Regional Army can have any number of soldiers, but the principle of proportionality must be maintained: the size of the regional army MUST be proportional to the size of the armies of the member countries. So if A country has 10,000 soldiers while B country has 500,000, then country B can contribute five times as many soldiers to the regional army.
b) The Hellguards Regional Army can assist the police and protect the region, but it is FORBIDDEN to act violently against peaceful, unarmed protesters. In the event of a violent attempt to overthrow the regime of a member country, the Hellguards Regional Army can do anything against the revolutionaries, but CANNOT harm civilians.
c) Members of the Hellguards Regional Army are required to wear a coded badge, as if a civilian reports a grievance against them, they must provide the soldier's ID. If this happens, the complaint must be investigated, and if the grievance is deemed legitimate, the soldier must be discharged.
d) The top leadership of the Hellguards Regional Army MUST always include at least one officer from each member nation.

Article 7
Important Regional Rules and Notes
a) The official anthem of the Hellguards is the Hymnus Regionis Hellguards.
-a/1.) The Hymnus Regionis Hellguards MUST always be played at military events, as well as at sporting events where the Global Alliance has authorized the Hellguards unified national team to participate.
-a/2.) The text of the anthem may be reproduced in unlimited quantities, but its intentional destruction without permission is punishable by up to 8 years in prison.
b) Using Family Link, Microsoft Family Safety, and any other screen time limiting or device monitoring apps is illegal in the region, punishable by 5 to 20 years in prison.
-b/1.) In this case, the aggrieved child can file a complaint with the Children's Court.
c) Countries can impose any amount of duty on goods imported from abroad, but the maximum duty that can be imposed on a product imported from another Hellguards country is 5%.
d) Member states are obliged to help each other, they must join forces to create the ideal system, so for example, public transport is in regional hands.
e) Burning, damaging or destroying in any way a former or current regional flag, and with it the flag of any member country, as well as the flags of certain foreign countries, carries a minimum sentence of 30 years in prison.
f) Neurodivergence enjoys equality in the region, offensive, simplistic remarks made against neurodivergent people are punishable with immediate effect by at least 1 year in prison.
g) Brawl Stars account is mandatory for every citizen.
h) Questions about building embassies should generally be accepted.
i) Communism is not to be condemned throughout the region.
j) Regional main sport is ice hockey.
k) Melumistan is a honorary Hellguards country.
l) Plank is forbidden

Article 8
Emergency Law
a) If a war is being waged on the territory of a member country from abroad, the Hellguards Regional Army MUST go out and defend it.
b) In times of natural disaster, member states are OBLIGED to provide assistance to the stricken member state.

Article 9
Faith and Religion
a) Each member state has the right to designate its own religion, the country can even be atheist.
b) However, the religion spread by the major countries MUST be present in every state, so Ickoism must be found in every country.
-b/1.) In the event of an attack, the Hellguards Regional Army MUST defend the Saint Icko Monastery and the holy book of Ickoism, the Life of Naver, within it.

Article 10
Language and Culture
a) Each member state has the right to determine its official language.
b) The official language in the Hellguards Parliament is Hungarian.
c) The culture and traditions of each member state are valid and inviolable.

Article 11
Money
a) Hellguards DOES NOT have its own regionally introduced currency.
b) Each member country has different currencies, the exchange rates of which may vary between them.

Article 12
Drugs and Alcohol Laws
a) Hellguard laws prohibit drugs, but allow member countries to import them from abroad in limited quantities, provided that the drugs do not affect the territory of the Hellguard country, which is against drugs.
b) Alcohol consumption is permitted outside of Hellguard countries that have imposed a ban on alcohol.

Article 13
Foreign Relations
a) All member states are allowed to have foreign relations across the region's borders.
b) It is up to the member states to decide whether they take advantage of the foreign trade opportunity.
c) Since Hellguards can produce everything, foreign trade is not absolutely necessary, but it is worth building good foreign relations.

Article 14
Protected Monuments
a) Damaging any protected species, monument or other object carries a minimum sentence of 6 years in prison.
b) Reducing the stock of any protected item requires parliamentary consent from all Hellguard leaders.

-Regional flags and member countries' flags

Article 15
World Assembly and Endorses
a) WA membership is voluntary, each country has the right to decide whether to join.
b) WA countries in Hellguards HAS to endorse our WA Delegate, but the delegate is not obliged to support all WA member countries.

Article 16
Amending the Hellguards Constitution
a) Any Hellguards member country can propose amendments to the constitution.
b) The amendment can be sent to the Helguards Supreme Leadership by simple majority.
c) IF both members of the Hellguards Supreme Majority agree to the amendment, the amendment will be incorporated into the Constitution as soon as possible.
