Do not have embassies with problematic regions. This includes regions with tags like "invader, fascist" etc.

Be deemed worthy, even if you met those requirements, Europeasia get to make the final decision, if they don't respond to your embassy request within 2 days, send a telegram to Europeasia

Have a person of contact, this could be a Foreign Minister or someone in charge of foreign relations. This can be the Delegate but it is preferable to be someone else
