The Constitution of the Dushinan Empire
Article I.
Section I:
Legislative powers shall be held in a High Parliament of Dushina, comprised of a Grand Parliament and a Royal Parliament.
Section II:
The Grand Parliament will be composed of members chosen in every third year and in the case of the Royal Parliament, every fifth year.
No person who has not achieved the age of majority shall be able to be elected to any position in the Royal Parliament except in time of war or if approved by a monarch.
Section III:
These members of the High Parliament will act as electors to facilitate elections if and or when called upon by the monarch.
A state will receive a number of electors proportional to its population with the total number amounting to one millenary. Territories, federal districts, and protectorates will receive two electors regardless of population after the next election.
Section IV:
The High Parliament shall govern any national election, except in wartime or if prescribed by the reigning monarch.
Section V:
No representative will receive excessive compensation, it mustn't exceed three times more than the average Dushinan makes in a year. Any commuting and housing costs will be provided by the state to the representatives.
Section VI:
All bills regarding the raising of revenue must be passed by the Grand Parliament, but the Royal Parliament may adjust or deny the ruling of the Grand Parliament.
Section VII:
The High Parliament shall have all powers necessary to lay and collect taxes in all forms, to pay federal debts, provide for the common national defense and welfare of Dushina, but all taxes must be uniform throughout the land of these Dushinan States.
The High Parliament has powers including, but not limited to:
Borrowing and repaying money on behalf of the Empire.
Regulating international commerce and trade.
To coin money and monies in fiat or bullion.
Establish highways and post offices.
To create lower courts below the Supreme Court.
To declare war or wars.
To raise armies and support them.
To exercise exclusive federal legislation
Section VIII:
No state or associated entity shall enter into any treaty or alliance without approval of the High Parliament.
No state or associated entity may keep a army or armies in times of peace without approval of the High Parliament.
Article II.
Section I:
The executive Power shall be held in the hands of the Chief President and Grand Prime Minister of the Dushinan Empire. The Chief President shall hold their office for a Term of six years or until resignation or removal, and serve that term with the help of a President who will serve the same term unless removed by death, impeachment or other means.
Each State shall appoint a number of electors in equal number to the number of members of parliament in election years. These electors must take residence in the same state they hold electorship in.
Section II:
The Chief President shall hold the title of Commander in Chief of Army, Navy, Airforce and another branch that may come into existence if bestowed onto him by the monarch.
They should have the power with advice and consent of the Royal Parliament, to make treaties without consent of the monarch (provided a 4/5ths majority).
Section III:
The Chief President and Grand Prime Minister shall be removed from office upon impeachment for, and conviction of, treason against the Dushinan Empire, Bribery or other high crimes.
Article III.
Section I:
The ultimate Judicial Power of the Dushinan Empire shall be held in a supreme court of 9 members. They shall receive a fair compensation that may not be diminished during their term in office.
Section II:
Their judicial power shall extend to all cases of law, except in cases of impeachment.
Section III:
Treason against the Dushinan Empire shall only consist of levying war or giving aid or comfort to their enemies. No person shall be convicted of treason without adequate witnesses or a confession in an open court.
Article IV.
The High Parliament, whenever 3/5ths of the High Parliament deem it necessary shall propose Amendments to this constitution and, may be accepted by majority of states or accepted by the monarch, they will be accepted into law.
Amendments.
Amendment I:
The monarch should have total power to dissolve Parliament and the Office of the Presidency in times of crisis and act as chief lawmaker.
