" ... It is from the legacy of the Saint herself, that we find our destiny.
Written in the books of philosophers, heard the thunder of the Guardsman's arms,
seen in the hopeful gleam our children's eyes, and felt in the loving embrace of our mothers
I speak of the song of a people united, of an imperial idea lost to the sands of time until a day of union arrives.
A day like any other, a day not unlike today ... "

United Vex Imperium

New Imperial Charter
1991 CE

The United Vex Imperium, commonly known as Vexium, the Imperial Republic, the United Imperium, or simply the Imperium, is a sovereign transcontinental state primarily located in Lonica with territories spanning across Amaranthine, notably in northern Malralia. The Aetherlands, located in western Calirea, extends from the Aegic Ocean to the Fodisan Mountains and is considered the “Imperial Core”. The Imperial Periphery is located past these mountains in central Calirea and to the south of the Causaster Sea. The Imperial territories overseas include Heliograd and various military bases. The Imperium consists of a total combined PLACEHOLDER -- INSERT # square miles and 484.4 million people. The capital of the Imperium is Vexium; other major urban centers of commerce, finance, industry, and culture include Almira, Prospero, Adalgard, Rolance, Palira, and Seindria.

The Vex civilization has existed since classical antiquity. Originally comprising rival city-states along the Godsreach and Vetarm rivers in the Aetherlands, ancient Vex civilization coalsenced around the city-state of Vexium. Over centuries of warfare and a process called Vexification, Vexium expanded its influence across the Lonican Aetherlands and Adra. The emergence of the Saint in the first century CE led to the Great Holy Wars and the rise of Aldericism as the dominant faith, with Vexium eventually establishing harmonious control over Lonica by the mid-second century.

By the High Middle Ages the Empire had declined, resulting in Vexium's instability and fragmentation. The Edronican Enlightenment sparked the Aetherlandic Revolutions, in term triggering the political and religious Apostolic Wars. Vex leader Rylance Aubelot played a pivotal role during this period, being named Imperator and leading the reunification campaign of the Aetherlands in 1805, culminating in the formation of the United Vex Imperium—a blend of enlightenment principles and traditional structures.

The 19th century marked the High Imperial Era, characterized by territorial expansion through diplomacy, settlement, and conflict across Lonica. Although the Imperium gained global prominence, economic decline preceding the First Great War led to neutrality under the Varligeus administration. The election of Ademar Massif revived the economy and prompted participation in the Second Great War. Following this, the Imperium enjoyed post-war prosperity, but the mid-1960s brought the Blooding Years—characterized by discrimination, political unrest, and violence. The era culminated in an all-out Insurrection and proxy wars outside the Imperial Core, escalating the Cold Wars. To end this tumultuous period, the 1991 Sanguinala Agreement and New Imperial Charter introduced moderate reforms, reinstated civil liberties, empowered the Presidium, integrated the Periphery, and granted independence to colonial subjects.

The United Vex Imperium is a federal electocratic semi-directorial republic. Its head of state, the Augustus, is Callus Elryn, and the head of government is collectively the Imperial Presidium, which is chaired by the Princeps Praesidii Dorothea Gallowfield. The unicameral legislature is the Senate and exists in a dominant two party system with three minor parties that are often involved in government due to coalitions.

The Imperial economy is very strong and is dominated by corporate giants in a variety of industries such as information technology, general manufacturing, and retail. Vexium holds high scores on the HDI and GINI indexes. The nation is at the forefront of scientific advancements with massive investments going into the sciences, research, and education. It ranks high in international measures of quality of life.

Vexium holds a historical status as a global center of culture, science, and philosophy that has roots in the Adronican Enlightenment and pre-medieval age history. The Imperial Guard is one of the world’s leading military powers. The United Vex Imperium is a world power and is active across the globe in spreading its influence through proxy conflicts, regime changes, heavy-handed political leveraging, and nation-building.

Etymology

The name Vexium originates from the legend of the brothers Tiberius and Perseus from Imperial Alderic mythology. Vexium comes from the brothers’ place in the as the bearers of the vexillum, the standard of the Holy Legions of Imperial history, specifically the Babel. The name Vexium therefore literally means “the realm of the banner”. Originally Vexium merely referred to the city-state Vexium but came to encompass the Imperial Core of the growing Vex Empire and then eventually a term to refer to the entirety of Vex territory.

The term of the United Imperium or the United Vex Imperium came about in the late 18th century during the Adronican Enlightenment from various philosophers who posited the reformation of the Vex Empire into a new state. Upon Rylance Aubelot’s rise to power in Vexium and reunification of the Aetherlands, he adopted the name for the reformed Vex state. The United Vex Imperium is often referred to by its short form "Vexium", “United Imperium”, or more commonly, just the “Imperium”. In reference to the state itself as a political body or governing framework, the term Imperial Republic is also often used.

The standard way to refer to a citizen of the Imperial as a whole is as an “Imperial Vex", “Vex”, or simply an “Imperial”. The term “Corelander'' is used to refer to those from the Imperial Core / Vexium area. Similarly, Peripherite and Outlander are used to refer to those from Imperial Periphery or Colonial Territories, though the terms are less commonly used.

History

Vex civilization existed in the region since classical antiquity originally in the form of rival city-states located along the Aethish Godsreach and in the Vetarm. The most prominent of these classical civilizations was the ancient city-state of Vexium, a legendary city said to have been founded by the brothers Tiberius and Perseus. Vexium slowly grew in power and size across the centuries, expanding throughout the Lonican Aetherlands and even into Adra. At the beginning of the first century CE, the Saint had emerged and led the Great Holy Wars, leading to Aldericism becoming the dominant faith in the Aetherlands. By the mid second century, Vexium held its total control over Lonica as a harmonious confederation between the Imperial Crown and its vassals.

However the Empire would experience a slow and partial collapse in the coming century, with Vexium reduced to a rump state and its former territories shattered between warring feudal states by the High Middle Ages. The Edronican Enlightenment led to the Aethish Revolutions, a widespread revolutionary wave that gave rise to the Apostolic Wars, a series of political and religious conflicts centered on human-nonhuman relations. During this period, Vex leader Rylance Aubelot came to prominence, being named Imperator of the Vex and leading a campaign to reunite the Aetherlands. Upon reunification in 1805, Aubelot declared the formation of the United Vex Imperium, a hybrid state of enlightenment ideals and elements of the old regime.

Shortly after founding, the Imperium began an agenda of territorial and influence expansion across Lonica during the 19th century through means of diplomacy, settlement, and war. This period, known as the High Imperial Era, was one characterized by prosperity and a surge in power. By the latter half of the 19th century, the United Imperium had established itself as a world power and actively intervened in world affairs. In the lead up to the First Great War, the Imperium fell into a period of stagnation and economic decline. The Varligeus administration’s careful policy of neutrality and isolationism prevented official Imperial participation in the First Great War. The election of the Imperial Progressive Party’s Ademar Massif as Augustus revived the economy and led to Imperial participation in the Second Great War. PLACEHOLDER — INSERT WW2.

The post-war era was very prosperous for the Imperium but by the mid-1950s, an increase in racial discrimination, political division, corruption, and violence culminated in the Blooding Years. During this time, political action and demonstrations were common, alongside widespread increases in criminal activity. In 1966, the Insurrection occurred in territories outside the Aethish Imperial Core, with radical elements of various political organizations escalating to all-out guerrilla conflicts and armed rebellions. These uprisings quickly became proxy conflicts in the emerging Cold War. Heightened military action, escalation of warfare, and the threat of nation-wide revolution led to massive investments in the Imperial military, Imperial security apparatus, and a tightening of civil liberties. The end of the Blooding Years came about in 1991 with the Sanguinala Agreement and the New Imperial Charter, which introduced moderate reforms to the Imperium that guaranteed full civil liberties, empowered the Presidium, integrated the Periphery, and released its remaining colonial subjects.

Per the Writ of Union, the official religious policy of the Imperium respects a separation of church and state in order to have a secular public. However, in practice, much of Imperial culture and public life finds its roots in the Alderic principles and culture, to the point of near discrimination against non-Alderic cultural practices. Intervening in policymaking by religious groups is seen as taboo and is largely illegal, especially for those that are non-Alderic. Some religious groups can be and are regarded as cults with the potential for dangerous activity. These groups are targeted by the Imperial government and do not enjoy the same strict separation enjoyed by other legally recognized religious organizations.

Government and politics

The United Vex Imperium is an asymmetric federation and semi-directorial republic in the structure of multi-party representative electocracy. The Imperial Republic is composed of five premier Commonwealths of the Core, three Commonwealths of the Periphery, a single Imperial Territory, and several uninhabited territories. The supreme legal document of the United Vex Imperium is the Writ of Union. It organizes the Imperium as a federation under the permanent collective presidency of the five Core Commonwealths, the most principal Commonwealths of the Imperium. The Imperial central government is regulated through a system of checks and balances that separates the government into three branches:

The Universal Declaration of the Rights of Sentient Beings is an international document that enshrines the rights and freedoms of all human beings. The Imperial Bill of Rights details additional individual and collective rights and freedoms held by the citizens of the Imperium. Both were adopted as the second and third articles of the Writ of Union and whose contents were recognized as the fundamental list of rights for all Imperials.

The Imperial Senate has 736 Senators which represent a senatorial district. Senate seats are apportioned among Commonwealth by population and status. Each senator represents their district for a five-year term. The Imperial Presidium is composed of nine elected Hierarchs from each Commonwealth and Imperial Territory. Elections for Hierarchs occur every five years; half of the Presidium faces election each cycle. From these Hierarchs, the chairing Princeps Praesidii is chosen by the Augustus and confirmed by both Presidium and Senate. The Princeps is often chosen from the governing party or coalition and acts as de-facto leader of the coalition.

Since the Blooding Years, the current multi-party system in the Imperium has been dominated by the big tent United Imperial Party, and the right-leaning, conservative Republican Union Party. Other political parties commonly represented in the Senate are the Federalist Party, the All Freedom Party, Citizens Party, Proletarian Communist Party. These parties are considerably smaller than the two dominant parties and hold much less political capital, but a few have seen success by means of coalition governments.

The current Augustus of the Imperium is Callus Elryn of the Republican Union Party. The Presidium is composed of five Hierarchs of the Republican Union Party, three Hierarchs of the United Imperial Party, and a single Hierarch from the Federalist Party current Princeps Praesidii is Dorothea Gallowfield, both of the Republican Union Party. The Senate is currently controlled by the United Imperial Party.

Political Divisions

The Imperial Commonwealths are the principal political divisions of the United Vex Imperium, the whole of which is referred to as the “Union of the Imperial Republic”. Each commonwealth holds jurisdiction over a defined geographic territory. The commonwealths are subdivided into counties or county equivalents and further divided into municipalities. The Imperial Republic is organized as an asymmetric federation underneath the permanent presidency of the Five Commonwealths of the Core, the premier commonwealths. These Core Commonwealths are the ascendant states of the Imperium, possessing massive influence, political capital, and the charge of leadership over the Imperium. They are Vexium, Ostesse, Adrestia, Rosmerta, and Segovia. The Commonwealths of the Periphery are semi-autonomous polities "equal to the Commonwealths of the Core but subordinate to the central Imperial government and the presidency of the premier commonwealths". They are Mistreyl, Usitoll, and Kyve. Heliograd is an Imperial Territory which gives it a high degree of internal autonomy at the expense of less representation in the Imperial government. The central Imperial government is directly involved in each Commonwealth, to a greater extent for the Core compared to the Periphery. It maintains vast custodial powers in each Commonwealth and reserves the rights "to be consulted, to encourage, to warn" and when given appropriate mandate by the Senate, “the right to intervene".

Military

The Augustus of the Imperium acts as the commander-in-chief of the Imperial Guard. The Augustus, at the advice of the Presidium, appoints the High Command of the armed forces, the minister of defense, and the United Imperial Security Council. Armed forces administered under the Ministry of Defense are organized into four professional service branches: the Grand Army, the Shocktrooper Corps, the Aerospace Force, and the Grand Navy, and three independent arms of service: Strategic Special Warfare Command, Strategic Support Forces, and Strategic Air Command. The Imperial Guard reported PLACEHOLDER -- INSERT # total personnel in 2019. The Reserves and the Commonwealth Defense Forces brought the total number to PLACEHOLDER -- INSERT #. Culture

The United Vex Imperium is a culturally rich nation, regarded as a melting pot of a variety of ethnic groups, traditions, and values. It is home to a wide variety of different peoples and cultures that are the product of a centuries-long history of conquest and immigration that has homogenized with local cultures and ethnicities. Mainstream Imperial culture is a synthesis of cultural legacies from the Vex people and those conquered, which have homogenized together. The heritage of immigration and conquest has profoundly impacted Vexium culturally, resulting in a cultural mix that has been described as a homogenizing melting pot, with immigrants contributing to, and often assimilating into, mainstream Imperial culture. The Imperium is often called a nation “equally of the conquerors, the conquered, and the seekers of a new home”.

A popular understanding of Imperial culture is the “Imperial Way” and the “Imperial Dream". The “Imperial Way” is a creed that characterizes Imperial culture, identifying strong work ethic, competitiveness, individual freedom, homogeneity in diversity, and social equality as cornerstones of average life. According to this creed, the ideals of liberty and equality are cornerstones of Imperial political life. The “Imperial Dream” is perceived as a nation of high social mobility, economic prosperity, and diverse peoples, which plays a key role in attracting immigrants. Mainstream culture holds that the Imperium is a single-class society due to the large number of self-identified members of the middle class, which is a matter of debate among scholars.
