Many regions of NationStates have had lotteries over the years, where dozens, hundreds, and sometimes a thousand nations are involved. There, the odds of winning a prize are equal to getting struck by lightning while finding an affordable place to live in a coastal city! In Refugia, we pride ourselves on guaranteed card rewards where everyone knows they can walk away with a legendary card, not an ultra-rare or an epic -- a real legend like FDR or Tommy Anders.
My deck contains some of the rarest and most valuable card-based treasures on NationStates. But instead of exploiting the working class, the bounty of this profit was ethically sourced with mechanical exploits and my own lack of a life since December of 2018. All that mindless, soul crushing work developed a deck which presently contains eight hundred seventy five legendary cards. And unlike the corporate executives who will hoard this wealth like a dragon dynasty, I intend to give it to you all, who can surely make better use of it.
This is the very nature of The Lottery of All Things IV, and there's no better time than now.
You see Refugia is undergoing a delegate transition. 
Sylh Alanor is stepping down and at the end of the month, Typica will take up the honourable mantle of being the face of Refugia's powerful World Assembly presence. In order to help the transition and make sure that as many of Sylh Alanor's endorsements carry over as possible, I will be giving away one randomly selected legendary card in my deck for every Member State endorsement that is on Typica during the update of delegate switching. Lottery prizes will be given away the following day.
Entry into the lottery is automatic, since Member State status is automatic. All you have to do is be in the region, endorsing Typica, and our systems will recognise you as a member state after a week. So make sure you have that endorsement up.
If you would like to get your own endorsements up, consider endorsing everyone in the region -- it's the fastest way to get noticed. I made a custom endorsement aid called 
Tart.CalRef, which you can use to get a lot of endorsements out fast.

- Conclusion
After mentally skipping out on remembering that yesterday was supposed to be the day where all the prizes are sent out, we're rescheduling for right now! July! The 2nd! Greatest of all days on the first week of July because that's the one where you get stuff! Thanks to everyone for helping out with the delegate transition. Typica was successfully appointed to the delegate seat, ahead of schedule with no loss to Refugia's regional vote. This is all I could have asked for.
As a thank-you for everyone's alacrity with shifting endorsements, the following legendary cards are awarded to those endorsing the new delegate. The cards were selected by a random shuffle, comprised of every legendary card currently in my deck, with the top 175 cards in the shuffle being awarded to the 175 endorsing nations. It is, by far, the largest legendary card giveaway we have ever done, and it is likely the largest legendary card giveaway on NationStates since Noah.
