Overview
This proposal endeavours to reduce the spread of zoonotic diseases. This is done through the compulsory testing of zoonotic diseases in live animals sold at wet markets, as well as the humans who are handling these live animals in the wet markets. It also requires member nations to test animals for such diseases during import and export processes.

Recommendation
The proposal is well intended, and is a step forward in reducing the spread of zoonotic diseases. We note that there are particular concerns on clause 2d with regards to selected zoonotic diseases and their testing methods, such as the requirement that workers in wet markets remain negative for zoonotic diseases. We find that this potential deficiency is not enough to outweigh the potential benefits of this resolution or regulation of wet markets generally.

For the above reasons, The Ministry of World Assembly Affairs recommends a vote For the General Assembly Resolution at vote, "Limiting Animal Pathogens".
