Proposal Title: Repeal: “Condemn The Black Hawks”
Category: Repeal
Resolution: SC#52
Proposed By: [nation]Honeydewistania[/nation]
Purpose: A resolution to repeal previously passed legislation.

Our Recommendation

[box]The Ministry hereby recommends that all WA nations vote AGAINST the current Security Council proposal at-vote.[/box]

Rationale & Analysis

While it is indeed true that the writing of many earlier SC resolutions would be considered as being subpar today, the proposed alternative of using declarations in place of commendations and condemnations is sadly misinformed. Naturally, as the World Assembly has evolved, so have its authors and so have the norms of writing proposals to be submitted to it. This proposal does well to observe this fact, however, it ultimately fails to achieve its primary function; which is to succinctly advocate for why repeal is necessary, and, furthermore, seems especially dismissive towards the usage of C&Cs (commendations and condemnations) to express the Security Council’s will.

In addition to being very unspecific and opinionated in its claims for why SC#52 ought to be repealed, it fails to substantiate these claims sufficiently by providing any examples or emphasizing any areas for improvement in the original resolution. While the author makes a noble attempt at refuting counter-arguments before they can be made, the Ministry finds that this sort of reasoning and explanation is better left to the commentary surrounding the proposal than it is being included within the proposal’s text itself.

As such, Ministry leadership has directed [nation]Kethania[/nation] to vote AGAINST Repeal: “Condemn The Black Hawks” and we encourage all WA member nations within the Bloc to do the same.
