Roma Invicta Political Structure

Roma Invicta has three branches in its political system which begins at the Plebians Assembly level. The Plebian Assembly (concilium plebis) is made up of citizens from the Plebians class, and they can only vote in the interest of the plebs and the republic when a bill from the Senate is passed down to them. The Senate is ruled by the Patrician class, and they write the bills and cast votes, set approval for the Consul's nominations, and create offices for the Tribunal Council.

The two Consuls are elected from the Patrician and Plebian classes and hold office for three months. The first Pro-consul is elected as the World Assembly Delegate of Roma Invicta, and the second Co-consul is elected as Speaker of the Senate and head of the Legion of Roma Invicta. The Senate can appoint a Dictator if a motion is passed in the Senate to declare a state of emergency. The Senate can also temporarily vote in any Patrician or Plebian to be Dictator Consul for up to 6 months.

The Consuls can conduct a census and complete administrative duties such as ensuring class citizens are still WA members, that their WA whereabouts are up to date, and that other government officials are completing their duty to the republic. Government officials are selected by the Consuls themselves but are approved by the Senate. Both Consuls can veto each other decisions, in which a voted decision will be made by the Senate to decide the veto. Should the Senate have a tie vote, then the Plebian Assembly (concilium plebis) will vote on the decision. Should they have a tie, then a revote must cycle through both the Senate and Concilium till a decision has been concluded.

Office of Government

Governors:
Are elected by and within the Senate to govern over a province that is under the protectorate of Roma Invicta. They have the same power as Consul in these provinces but answer to the Senate of Roma Invicta.

Provinces are allowed some autonomy over their affairs so long as they do not conflict with region-wide law or the Constitution of Roma Invicta. They may form their own provincial councils, but the ultimate authority is directed under the provisional governor.

Tribune of the Plebs:
They serve as spokespeople for the plebeians of Roma Invicta, with the purpose of protecting the interests of the plebeians against patrician supremacy.

Senators:
Are representatives in the Senate of Roma Invicta. Usually members of the founding families of the patrician class, former Consuls also serve life membership in the Senate after their term of office. Some of these former Consuls may be plebians elected to Consulship and hold a voice in the Senate chambers, or some have been adopted by a patrician family and are no longer plebs.

Preator:
Is a regional judge in charge of interpretations of the laws in handling court cases. If the Consuls are not present, they handle administration tasks and hold the power to summon the Senate. In times of war, a Praetor may also help command or lead a group of the Legion in an operation. The Preator is essentially the Consul's right hand.

Aedile:
Handles the duties of Cultural Affairs. They act as moderation for role-plays, festivals/holidays, map updates, and other regional cultural activities for the Consuls.

Quaestor:
They handle the task over overseeing
the XP point system for all registered nations that receive such points in Roma Invicta. May be tasked by a Consul to handle diplomatic affairs in priorities of regional alliances and managing ambassadors. The office also may serve as a Governor of a province overseen by Roma Invicta, as well as serve as an officer in the Legion of Roma Invicta if needed by the Co-consul.

The Consuls:
Can be elected from both classes and can call on the Senate for a session and set the agenda for that session. Both Consuls hold military control over the Legion but need Senate approval for a declaration of war. In this case the Pro-consul must remain in the region as WAD, and the Co-consul leads the Legion into battle. If needed, and no other regional officers are available, then the Pro-consul may ask for the Senate to declare a specific state of emergency and have the Founder lock the WAD and lead the Legion themselves for an out-of-region mission. Consuls serve as Head of State with a three-month term. They can select any citizen to the positions in the Tribune Council to assist them in the day-to-day activities of the republic during their administration.

The Founder (Emperor):
The account acts independently from the rest of the region. The Founder account is used only for factbook administration and the last line of defense for regional security from barbarian raiders. The founder account can not run for office, or declare war or peace without permission from the Senate.



Social Culture and Speech

Culturally and socially, Roma Invicta is open to all people of all backgrounds who wish to live a peaceful life amongst friends and Latin culture. Roma Invicta welcome all from many different political and roleplay backgrounds, so long as they obey the rule and laws of Roma Invicta.



Families & Classes of Roma Invicta

Central to the citizen system of the region is the Families & Classes of Roma Invicta, a group of Patrician families which made up of the descendants of the founding citizens of Roma Invicta. This class holds great political power and rights under Roma law and has privileges from voting to running for office. Citizen nations that reside in Roma Invicta hold citizenship through proof of their membership in the World Assembly. Plebian citizens also have some rights and voting power but are restricted from running for office in the Senate. However, they can run for the Plebian Assembly and vote for a citizen of their choosing, as well as run for the office of Consul and serve in an administrative position if selected by a Consul for a task.



Foreign Affairs

Roma Invicta aims to forge relations with philosophical and cultural-minded communities and work towards a dominant NationStates community of friendship and respect. We hope to achieve this through our dedicated Delegation Assembly, representative means to carry out the will and interest of the Republic through our embassy and foreign policy. When suitable we do encourage formal treaties and exchanges, however, remain flexible enough to work with regions of many backgrounds and their respective procedures. As such, Roma Invicta encourages all regions of similar mindsets to reach out and establish relations regardless of level or immediate impact.



Legion of Roma Invicta

Roma Invicta's military is known as the Legion of Roma Invicta (LRI). The Legion is laid out directly in the Constitution as an armed force to serve the Senate of the Republic. The objective of the Legion is to defend the honor of the republic, safeguard the interests of the senate, and protect Roma Invicta democracy, independence, and peace of the region from foreign aggression by barbarians.

A subdivision of the Legion specifically for internal defense is the Praetorian Guards. They are the first line of defense, the first to enact the directives and orders of the Consuls and Senate. The Praetorian Guards are tasked with ensuring the continued security of the appointed WA Delegate through endorsements, moderation of official Roma Invicta communications such as the Regional Message Board and any official chat rooms that the Republic runs, endorsing any official endorsees and promoting cross-endorsing, and being the vanguard force of the region through promotion of information, reporting of counter-intelligence activities, and other tasks found to be substantially beneficial to the wellbeing of Roma Invicta and it's people.
