Initially, Ralf was not supposed to succeed as President since Maksimilian wanted his other son, David, to succeed. David, however, turned down the role of President and offered it to Ralf. Ralf's initial rule throughout 1990 to 1992 was characterised by stable relation building with other nations. However, in May 1993, Ralf's wife filed for divorce after she alleged that he cheated on her. This projected Ralf into a scandal.
Further scandals would persist throughout his rule during 1994 and 1995.

By the middle of 1999, the effects of the Pax van Grun had mostly worn off. The remainder of 1999 was characterised by stability for his presidency.
