We like playing NationStates, and we like playing it together. Here is how we envision this going forward:[/size]

[size=115]We pledge not to engage in direct hostility. Instead, we’ll try to have each other’s six. We’ll do what we reasonably can when trouble knocks at each other’s door, and we’ll be ready to rumble.[/size] 

[size=115]Whenever one of us has to pass the baton to the next Delegate, we’ll do our part to assist in a smooth transition of power whenever it is safe to do so.[/size] 

[size=115]Sometimes raiding and defending make for awkward encounters. We won’t hold it against each other.[/size]

[size=115]We realized we like hanging out together, and we want to keep bringing digital strangers together to be digital friends. We also really like crab raves. We pledge to hold an annual festival celebrating this Accord, and each region will take turns hosting it.[/size]  

[size=115]We will collaborate with our card programs and have friendly competition with everyone (except [b][nation=noflag]Giovanniland[/nation][/b] with whom most of us can never compete). It is a party foul to heist, so we prohibit that among our region members. But pull events and inter-regional card contests are encouraged![/size] 

[size=115]As part of the party, TCB will do its best to share its bot Ink Cloud for our enjoyment. In case someone misuses the bot, TCB will not be held responsible. TCB will be in charge of maintenance though. Member regions can also ask Ink Cloud to return home if needed or desired.[/size]

[size=115]In the realm of World Assembly gameplay, we’ll talk openly and freely with each other. We will do our best to support each other’s authored proposals too while also being real that sometimes our interests will diverge. We won’t target each other, and we won’t vote for or against any legislation that will harm any member of this agreement.[/size]

[size=115]Once our relevant governing authorities ratify this accord, it takes effect. If the sun sets, any member can decide to back out provided that they give appropriate and prompt notice to the rest of this group. We can mutually agree to amend any stipulation to make it better or more fun.[/size]

[size=115]Whereas member regions [b][region]The Communist Bloc[/region][/b] (herein TCB), [b][region]The Leftist Assembly[/region][/b] (herein TLA) and [b][region]The West Pacific[/region][/b] (herein TWP) have sought out closer regional ties, in recognition of successful diplomatic relations, and with the assent of the legitimate governments of those regions, the above regions agree to the following;[/size]

[*][size=115]TCB, TLA and TWP shall not engage in any direct hostilities towards other member regions;[/size]
[list=i][*][size=115]Participation on opposing sides of a military engagement does not constitute hostilities.[/size][/list]
[*][size=115]TCB, TLA and TWP shall share information regarding any known direct or indirect threat to member regions;[/size]
[*][size=115]Should a member region request it, TCB, TLA and TWP will assist in any World Assembly Delegate transfers which are permitted by the legal government of that region[/size]
[list=i][*][size=115]Member regions may be considered exempt from this if they believe doing so may add to an existing threat. Member regions are expected to advise the requesting nation of this.[/size][/list][/list]

[list=a][*][size=115]TCB, TLA and TWP shall commit to annual Cultural Festivals in celebration of the Laika Accord;[/size]
[list=i][*][size=115]These festivals shall be hosted on rotation, with the next host agreed by the governments of the member regions at the end of a festival.[/size]
[*][size=115]Where a member region is no longer able to host, effort must be made to inform all parties as soon as possible.[/size][/list]
[*][size=115]The Card Programs of member regions shall, where possible, agree to cooperation included but not limited to:[/size]
[list=i][*][size=115]The banning of heisting member regions programs.[/size]
[*][size=115]Shared Pull Events.[/size]
[*][size=115]Inter-regional competitions.[/size][/list]
[*][size=115]TCB shall, where able, offer the services of the Bot 'Ink Cloud' to member regions.[/size]
[list=i][*][size=115]Should technical problems occur, TCB will make attempts to repair the Bot, and give an estimate of how long service will be offline or altered.[/size]
[*][size=115]TCB will not be held responsible for any misuse of the Bot by nations within member regions.[/size]
[*][size=115]Member regions may request Ink Cloud be disabled within their regions at any point.[/size][/list][/list]

[list=a][*][size=115]TCB, TLA and TWP shall commit to free conversation regarding World Assembly Resolutions, and are encouraged to support each other when putting forward resolutions. Nations of a Member region must not be punished for discussion of a resolution within any official channel of communication, except where this presents a clear violation of laws.[/size] 
[*][size=115]Member regions are not mandated to vote For or Against as a voting bloc. [/size] 
[list=i][*][size=115]Except where the passage of such a resolution would present a risk to the security of one of the member regions.[/size] [/list]
[*][size=115]Member regions may not pass any resolutions targeting another member region without express permission of the legitimate government of that region.[/size] [/list]
