Kaustuv Ivanovitch Rio, popularly known as Kaustuv Rio or simply Chairman Rio is a Soviet politician who is serving as the 35th and the current Chairman of the Council of Ministers of the Soviet Union, and the General Secretary of the Communist Party of Soviet Union in office since 2018. He is the both the youngest Chairman of the USR and also the youngest General Secretary of the CPUSR, becoming the General Secretary at the age of 42. He is the first leader of the Soviet Union to be of Ushekan ethnicity and the first non-Russian General Secretary of the Communist Party after almost 30 years.
Rio served in the KGB for some years, before becoming active in politics. This also made him the only Soviet leader in history to have served as in an intelligence agency.
Kaustuv was born in 27th May, 1976, to Ivan Rio and Celena Rio(ne Sibuva) in the city of Bomsuk in Ushekan SSR. Born into a prominent Ushekan family, his father was a notable academician and political theorist and his uncle was a politician. His father served as the Chief Editor of Pravda from 1982 to 1988. According to his official biography, Rio studied in the Bomsuk City School and went on to the capital Moscow to study in the Moscow State University. He was reportedly a bright student, although his teachers claimed that he occasionally clashed with his teachers during to his independent thinking. He passed with flying colours in Political Science, and joined Rio joined the Communist Party in 1996. Two years later he enlisted in the KGB, the intelligence agency of Soviet Union at the age of 22. He served in the KGB for 5 years, before stepping down to enter politics. While in the KGB, he trained in the Ozerbov KGB School in Bomsuk, before being transfered to Moscow to serve in the Chief Directorate. He was later posted to Hungary when the Demonstrations of 2002 began and worked under Dmitry Lukashenko, who was then serving as the top KGB official in Hungary. Lukashenko would later go on to become the Head of ISB under Rio.
Rio first entered the local politics of Ushekan SSR. He had already joined the CPSU before serving in the KGB, but then he hadn't actively played a role in politics. Rio steadily rose through the ranks in Usheka entering the Central Committee of the Communist Party of Ushekan SSR at a mere age of 30. His loyalty towards Viktor Shubalov, the them General Secretary of the CPSU, during the times of instability and crisis helped his career. He was made the
