Charter Amendment I: GOVERNMENT OMNIBUS

Citizens' Charter Amendment I: GOVERNMENT OMNIBUS 2021

Short form: Gov Omnibus

Purpose: To better define the structure and role of the Government.

Existing Articles:
Section Three
Definition: The Government is defined as the members of the Domitium and staffers of the various ministries.
Part II
1.
a. If the Government acts improperly, the Assembly may impeach a member of the Domitium.
Part III
2. The Domitium is defined as the Consuls and Augustus.
4.
e. The Ministry of Provinces
i. Provinces is tasked with managing and maintaining provinces of the region.
Part IV: Domitium Elections
3. The Domitium must have at least three members

Part V: Provinces
1. Provinces may be created by the Augustus or Legatus with permission from the Imperator
2. Managing and maintaining provinces is the responsibility of the Consul assigned to the Ministry of Provinces
3. The founder nation of each province must be owned by the Imperator.
4. The Consul of the Ministry of Provinces is responsible for putting forward nominations for Governors of provinces, which are approved by the Augustus and Imperator. Governors have the power to administer a province
a. Governors do not own the founder nation of their province.

1. Members of the Legions must not engage in defensive operations, except for the defence of the provinces or the Legions

Part V: Colonies
1. Colonies may be created by the Augustus or Legatus with permission from the Imperator
2. Managing and maintaining colonies is the responsibility of the Consul assigned to the Ministry of Colonies.
3. The founder nation of each colony must be owned by the Imperator.
4. The Consul of the Ministry of Colonies is responsible for putting forward nominations for a Proconsul of a colony, which are approved by the Augustus and Imperator. Proconsuls have the power to administer a given colony.
a. Proconsuls do not control the founder nation of their assigned colony.
Section Four
Part II:
1. Members of the Legions must not engage in defensive operations, except for the defence of the colonies, allies or the Legions.
If passed, this legislation will better define the role and name of the various government roles.
