The Citadel

The Citadel is the Empire's main incarceration facility.

Located in the unknown regions of District III, The Citadel is a large, barren building made completely of dark, almost lifeless Blackstone brick. There are five pillars surrounding the main, center building with series of long, skinny walls in between.

The Main Building is where the offices of the Warden, Guards quarters, and armory are located. The 5 pillars are each home to 30 floors of circular cell blocks. Each cell is 8 ft x 8 ft with no window to the outside or no bars to see into the cell block. Only a small slit through the door where guards cram the prisoner's daily meal of cabbage soup and bread through.

Each pillar has two sets of showers and toilets and a single laundry room. All kept under guard surveillance 24/7. Prisoners are never allowed out of their cell.

The guard to inmate ratio is 100:1. The Citadel is also surrounded by miles and miles of endless swamp and minefields, with hundreds of yards of electric barb wired fencing around the perimeter. There is only one, unmaintained road in and out of the prison.

No one has ever escaped the Citadel in its 89 years of existence. Various experiments are done on the prisoners and the guards have free rain to call any random cell checks and shakedowns.
