[box][color=#804080][b][align=center]Recommendation:[/align][/b][/color][size=105] The proposed repeal intends to repeal the aforementioned proposal on the grounds that it does not adequately protect the civil liberties of those imprisoned for crimes within member states. The other motivation behind the repeal was that the proposal which is targeted for repeal allowed states to decide on the legality of capital punishment, which therefore prevented the General Assembly from taking further action to be able to criminalize it, the repeal of this will allow legislation to act against capital punishment be enacted, should member states see fit. The WA Office, however, does note that the proposed replacement in regards to prisoner's rights is not finished yet but looks forward to seeing it completed.
