Civil Code of Homyland


Section 1: Expectations of the Citizens
A. Citizens are expected to pay their annual taxes based on their income of the year.
· a1. Citizens are not expected to lie on their incomes.
B. The State expects citizens to comply with all the laws passed.
C. Citizens have to comply, too, with all the codes when doing activities in the respective areas the codes cover.
· c1. Civil Code is always an obligation for the citizens.
· c2. Economic Code is only an obligation during economic activities.
· c3. Judicial Code is an obligation during judicial activities, such as being a judge or an accused in a trial.
D. Citizens shall comply with every law passed; both laws that have already been passed or laws that will be passed on the future.
· d1. Clause of Clarification: Laws passed in the future shall only be complied when passed.

Section 2: Rights of the Homylanders
A. Every intelligent being in Homylandite territory has the right to free speech.
· a1. Everyone is allowed and encouraged to report to the CPFSR (Committee to Protect the Free Speech Rights) violations of this clause.
B. People that are 18 or more years old and have Homylandite citizenship are allowed to vote in the democratic elections
C. You are allowed to report any violations of the law by anyone, including the government.
D. Protests and manifestations are always allowed as long as they do not include violent acts.
· d1. If the violence was started by government workers and/or officials, the affected or injured citizens will receive medical care and compensations, and the violent officials will be impeached.
E. Any act not marked as illegal by a passed law whenever said act was committed is considered as legal, except for extremely serious crimes as murder or terrorism.

Section 3: Official Law and Organization Committees
A. Declares a "Official Committee" as an organization created by a national law by the government, or related to said government.
B. Declares a "Non-Official Committee" as a committee created only for one or multiple organizations, and not related in any capacity to the government.
C. The list of official committees is:
· c1. Committee to Protect the Free Speech Rights (CPFSR)
· c2. Corruption Watchdog Committee (CWC)
· c3. Police Administrating Committee (PAC)
· c4. Militar Committee for Control and Administration (MCCA)
· c5. Political Administration and Organization Committee (PAOC)
· c6. Domestic Economical Activities Regulation Committee (DEARC)
· c7. Trade Fees and Taxes Regulation Committee (TFTRC)
· c8. Judicial Watchdog and Fairness Committee (JWFC)
D. Non-Official Committees are not related to the government in any way, but have to meet all laws that apply to them.

Section 4: Government Positions and Process to Appoint Them
A. The list of Government Positions is:
· a1. 1 president
· a2. 1 or 2 vice-presidents
· a3. From 30 to 60 ministers
· a4. 1 prime senator
 · a4a. To be chosen between 200 senators
· a5. 1 prime deputy
 · a5a. To be chosen between 300 deputies
B. The processes to appoint the positions are the following ones:
· b1. President: Appointed through general elections
· b2. Vice-President: Appointed through general elections
· b3. Ministers: Appointed through elected government
· b4. Prime Senator: Appointed through debate (government chooses one of the 200)
· b5. Prime Deputy: Appointed through debate (government chooses one of the 300)
· b6. Deputies and Senators: Chosen through general elections
