The Kansan Government (Constitution, Article 1)

We, the people of North South North West Kansas, hereby enact the following government, as a complex system designed to protect, maintain, protect and uphold both the rights and liberties of the individual as well the structure, order, and integrity of the nation and society as a whole. The federal government is divided into five branches, each having its own purpose, methods of selection, and the ability to balance the other branches: the Monarchy, the Senatorium, Parliament, the Providential Branch, and the Governorship.

Short version: Monarchy is the face of the government and the voice of the people, as well as "ambassador" to the rest of the world. It is an inherited position. Senatorium members are elected (by the people of provinces and territories) to discuss new legislation. Parliament is randomly selected, and serves partly as an additional legislative branch and as an administrative branch. Providential governments are set up in each province and territory, and the structure and members of these Providential Governments are set up by the people, history and local (city) governments of each province and territory. The Governor is the elected official, who serves as the bridge between the government branches, the local governments, and the people, as well as a bit of a "judiciary" for any outstanding cases of legal or other issues that cannot be decided locally or in any other branch of the federal government.

The Monarchy, which is comprised of a Monarch called a King or a Queen, makes executive decisions and serves as the Head of State and Leader of the country. Their job is to listen to the people and make informed decisions on the issues that affect the nation, acting as the de-facto leader in times of crisis, the ruling body of the nation (balanced by the other branches), and as the "face" of the government and the "voice" of the nation. Traditionally (before North South North West Kansas entered into its period of isolation), the Monarch also served as ambassador to the world, diplomat, and general foreign affairs member, and
The Monarchy has a life-long term. Kansan monarchs are chosen in a very special way: whenever a Kansan dies, their spirit is reborn into a different person in the nation (this is considered to be an "inherited" position, although it shows no favoritism to any particular family). Since the Kansan people are typically very in tune with the spirits, and the Monarch is a particularly strong spirit in itself, it is very easy to tell who the new body is for the spirit. That person will be raised normally in whatever ways the parents see fit, but trained extensively by current government officials as well as advisors and friends of the previous Monarch, until they reach 20 years of age, at which point they will take on their role as Monarch (during the time between the death of one Monarch and the 20th birthday of the next, the other branches will absorb the Monarch's typical duties with a reduced amount of authority, so as not to leave the nation vulnerable during this time). Once they take on this role, they will serve until one of two things happens: either they will serve until they die, or until a "Petitioning Case" is made by the Kansan people that they are unfit to serve (This has only happened twice, and only once successfully, in the entire history of North South North West Kansas). If a petition is approved by at least two members of the senior Providential Government of each of the provinces and territories (currently 12 and 4, respectively, at the time of this Factobook), then a vote will be taken to both Parliament and the Senatorium. If the vote passes Parliament unanimously and passes the Senatorium with a 75 percent majority, then it will be taken to the Governor for approval. If the Governor approves the Petitioning Case, then the Monarch will be dethroned and a new Monarch will be chosen randomly from the people and their soul's future incarnations will continue to serve as Monarchs until the next Petitioning Case is successfully completed. Monarchs are chosen in this way to reflect the Kansan values of equality and diversity. As there is no way to control who the next Monarch will be, all Kansans of all backgrounds will have equal opportunities to become a Monarch, and no bias will ever be able to interfere with that. In fact, historically, the position of the Monarch has been held by the most diverse group of people of any Kansan government position. People from all backgrounds have become Monarchs, regardless of race, economic status, gender, political views, religion, or any other factors. The only possible bias would be that a new Monarch would have to be born In North South North West Kansas shortly after the death of the previous Monarch, though this is accounted for by using other methods to choose the members of the other branches of government.

The Senatorium, the elected body in the Kansan government, is comprised of two elected representatives from each Kansan province, and one elected official from each Kansan territory, and one elected official from the capital city of SKO BUFFS (Currently the Senatorium consists of twenty-nine elected representatives in total). Each official must be elected by a majority vote of the people of their home province or territory. In order to represent a given province or territory, a potential representative must (a) be a citizen of North South North West Kansas in good standing and born in that province or territory which they would represent, or born in a place that belonged to that province or territory at the time of their birth, and (b) not be a Monarch or Governor, and (c) be over 25 years of age and have a thorough knowledge of the Kansan government, policy and history. Additionally, the members of the Senatorium should each belong to one of the main political parties of North South North West Kansas (though this is not required, it is recommended and encouraged that a balanced Senatorium which represents each party equally should be maintained as much as possible, which has mostly been the case throughout the history of the nation). Each seat in the Senatorium will be up for election every two years, with half of the Senatorium being elected each year. Any member may run for re-election so long as they are under the age of 80 and continue to represent their people well. Any Senatorium elections that result in a tie will be decided by Parliament and/or the Providential Government.
The Senatorium meets to discuss matters of state, especially any legislative matters. Any new legislation in North South North West Kansas must be voted on by the Senatorium and receive a simple majority of votes in the Senatorium before it can be passed into law. Once the Senatorium has passed legislation, it also has the power to repeal that legislation by the same means. Recently passed legislation may also be vetoed by Parliament with a 2/3 majority vote, or by both the Monarch and Governor along with at least two members of the senior Providential Government of each province and territory. Any veto can be overridden by a unanimous vote in Senatorium, or a Majority vote in parliament with a petition of the people with at least 1/2 of the population signing; dependent on the way that the legislation was vetoed.
The Senatorium also has the power to vote on Petitioning Cases against the Monarch (see above) as well as being able to vote to impeach the Governor with a unanimous vote of both Parliament and the Senatorium. The Senatorium cannot overrule or otherwise interfere with any local legislation.

Parliament is comprised of randomly selected representatives. For every 10 million people in the nation, one Parliamentarian shall be selected at random from the entire populace. (There are currently 110 members of Parliament at the time of publishing this)
The requirements to be eligible for Parliamentarian are as follows: (a) must be a citizen of North South North West Kansas who was (i)born in North South North West Kansas or was (ii)born in an area that was part of North South North West Kansas at the time of their birth, or (iii) has fully completed the naturalization process including the criminal background check and citizenship test, and is a citizen and permanent resident of North South North West Kansas, and (b) must be between the age of 20 and 80 years old, and (c) have passed a Standard Basic Examination of Kansan Literacy, Civics and History (SBEKLCH). This examination is also mandatory for all students in order to graduate from high school. A high school diploma is not required to be eligible for parliament, only a passing score on the SBEKLCH is required. Parliamentarians are selected at random each year, with 1/3 of Parliament members being replaced each year so that each Parliamentarian is replaced every three years. Because of the entirely random nature of Parliament selection, an eligible person may be selected multiple times (sometimes consecutively, sometimes at various points in their life), while others may not be selected at all. This random selection does create a potential temporary bias towards any particular political party, ethnic group, etc., however these biases will mostly negate each other over time as each selection will tend to shift back towards the average. The Senatorium can remove a member of Parliament if proof is provided of illegal actions, improper conduct, or incompetency, and the Senatorium has a unanimous vote for their removal. If a person is selected for Parliament, they are required to serve unless they have an explicit reason not to serve. Reasons for opting out include (1) religious or moral obligations: the Kansan government respects and celebrates our religious diversity and the right to religious freedom of individuals (so long as it does not infringe on the rights of others), and although the Kansan government does not adopt any particular religious views, selected Parliament members may opt out of service if they can provide proof of religious or moral obligations that prevent them from performing the duties of Parliament. (2)Family: If a person selected for Parliament is a single parent, taking care of a sick or elderly relative, or can provide proof of some other family obligation that prevents them from performing the duties of Parliament, they are allowed to opt out of service at that time. (3)Medical: While we respect diversity and would like to see a higher share of Parliamentarians with disabilities, if a person selected to Parliament has a medical condition or a physical or mental disability that prevents them from performing the duties of Parliament, they may opt out of service. (4)Occupational: Any selected Parliamentarian who is a student may opt out of service, and shall not be barred from any educational opportunities for such actions; any student who chooses not to opt out of service shall not be barred from returning to school once their term ends. Additionally, a Parliamentarian may be a student and serve on Parliament at the same time, so long as their studies do not impede their ability to perform the duties of Parliament. Additionally, any person selected to Parliament who holds an essential role in Kansan society (firefighter, local law enforcement, hospital worker, breakfast maker, etc.) may opt out of serving. Anyone who is serving in the Senatorium will be automatically exempted from serving in Parliament, and may not serve in Parliament until they are no longer serving in the Senatorium. The Monarch is not allowed to ever serve on Parliament, and anyone who has previously served as Governor is also not allowed to ever serve on Parliament (however, Parliament members may later serve as Governor). Anyone serving on local governments shall not serve in Parliament until they are no longer serving in any other capacity. There will be no military excuses since North South North West Kansas does not have a military force, however anyone who is currently serving in the Peace Corps will be automatically exempted from service (unless they specifically request not to be) and anyone who is selected who is not currently but is planning to serve in the Peace Corps at any time during their term may opt out of service.
Parliament serves as an additional legislative body as it has the power to veto legislation passed by the Senatorium with a 2/3 majority, as well as being able to vote on Petition Cases or impeachment of the Governor (see above). They also vote on any and all legislation related to elections or the democratic process, or any other branches of government.
The main purpose of Parliament is as an administrative body. It decides on how best to spend the government budget and where and how to allocate government funds. It woks closely with other departments of government, such as the education department and the department of the interior, as well as with the Monarch, to make budgetary and financial decisions. All financial and budgetary actions by any part of the federal government must be approved by Parliament, and Parliament is allowed to make independent budgetary decisions. Any financial or budgetary decision made by Parliament may be vetoed either by the Senatorium with a 2/3 majority vote, or by both the Monarch and Governor along with at least two members of the senior Providential Government of each province and territory. Any veto can be overridden by a unanimous vote in Senatorium, or a Majority vote in parliament with a petition of the people with at least 1/2 of the population signing; dependent on the way that the budgetary decision was vetoed.

Providential Governments are set up for each province and territory of North South North West Kansas. In the spirit of encouraging a moderate amount of regional autonomy, the federal government does not dictate or regulate local or Providential government structures. Providences and territories may decide to elect their local and Providential governments, randomly select them, pull from a pool of previous Senatorium Members, form a committe from local mayors, even choose not to have a major Providential government, or any number of other structures as they see fit to run their province or territory, so long as all of their legislation abides by all federal legislation, and all local and Providential governments maintain and uphold both the rights of the individual and the structure, order and intgrity of the province or territory and the society as a whole. However, according to Kansan law, each province and territory must have at least three (3) senior members of their government. These senior members of the Providential Governments will work closely with the Governor to coordinate between federal, Providential and local governments, arrange for federal aid in case of emergency, coordinate legislation between the levels of government, and maintain open communication across all parts of the nation.

The Governor shall be elected by popular vote of all the people. The Governor shall be elected every two years, with a term limit of twelve years that can only be overridden by a unanimous vote from both the Senatorium and the Parliament. A Governor may also be impeached by a unanimous vote from both the Senatorium and Parliament, and in the event of an impeachment, a new election shall be held exactly one year after the date of the Governor's removal from office. The Governor will work closely with all other branches of government, acting as a bridge between each of the branches as well as the local governments and the people themselves. The Governor will work with people from all parts of North South North West Kansas to ensure that all voices are heard. The Governor will also work closely with the Monarch as a representative on behalf of the people as a whole.

The Kansan government shall always stand to help the people and ensure both individual liberty as well as the functioning of the society. All systems that are put in place are intended to uphold the values of the nation and no one shall be allowed to abuse these systems. North South North West Kansas shall also be an independent and sovereign nation from this day forward.
