"To hold a position on the Supreme Council, you must have a World Assembly nation here in St Abbaddon with citizenship. If that current occupant does not, they will have 48 hours to fix the deficiencies. The Monarch may also grant exemptions, but the Supreme Council may overturn those exemptions with 2/3 vote in favor to overturn it."

-A.K.A- Ordinance on Citizenship and Immigration Policies of St Abbaddon

1. The primary Person in Charge of handling citizenship applications is the Council Elder of Internal Affairs. At a base level, only the Council Elder and the Monarch are permitted to approve or reject citizenship applications. However the Ministry of Internal Affairs may authorize certain Elders or Outer Councillors to conduct this work. Only the Monarch, Ministry of Internal Affairs and designated officers may have access to, and edit the Citizenship Register.

2. The Ministry of Internal Affairs does not possess sole authority to rescind citizenship on the following basis, and must instead gain said authority from the Monarch directly:
-Bad Behaviour
-When evidence has emerged that a Citizen is in fact an alias of a dangerous individual in the NS Community.
-Natives

The Ministry of Internal Affairs possesses authority to rescind citizenship for the following reasons:
-Acts of Treason, including but not limited to defection, leaking internal documents, sabotaging internal anti-raider controls.

3. Citizens of the region who have been members of the region in or prior to 2016 are eligible for Native status. Natives are automatically eligible for government service. The Native title may not be stripped for any reason except treason or special circumstances decided by the Monarch.

4. Citizens who have done great service to the region but are no longer active in St Abbaddon or NationStates due to real world circumstances may be granted the title of Honorary Citizen, and are considered full citizens of St Abbaddon.

If you become a Diplomat in the Ambassador Corps: The Department of Foreign Affairs maintains interregional relations by communicating with other regions. Each embassy of St Abbaddon is either a treaty-ally or potentially-ally of St Abbaddon, and we maintain our foreign affairs abroad by establishing embassies in other regions. Each embassy is run by its own ambassador, and by joining the Diplomatic Corps you can also become one. As an ambassador, you will be a diplomat representing St Abbaddon abroad.

You will be expected to deliver any materials provided to you by the Elder of Foreign Affairs, Chief Elder, and Delegate, and keep an eye out for anything in your assigned region that may be of interest to St Abbaddon. Of course, you will need to conduct yourself in a manner appropriate to a diplomat at all times. Being an Ambassador is a great way to get exposure to different regional cultures, meet new people, and make a name for yourself inter-regionally.

The Minister of Foreign Affairs works closely with the rest of the government and community of St Abbaddon to swifty communicate information to the rest of the NationStates World. It falls on the shoulders of these brave men and women to decypher strange foreign dialects, interact with new types of peoples, and to express the will of St Abbaddon onto them. You will be taught these skills and more. Not for the faint hearted.

St Abbaddon Embassy Act

St Abbaddon is a region that has a friendly embassy. This policy is aimed to establish embassies that benefit our region, and the requesting region. Below are the requirements to have an embassy, other responsibilities of Foreign Affairs Committee.

Embassy Requirements

• They have a RMB post from that at least 10 days ago.

• They must have at least 35 nations or at least showing signs that they are recruiting. They also need 5 World Assembly Endorsements.

• Future Embassies after this bill is passed must state the reason why they want an embassy.

• They cannot have any embassies with Fascist or Totalitarian regions.

• They can be either raider or defender as long as they keep our region neutral in any issues with theirs.

• Must have a stable environment and government.

• Must be able to provide an ambassador.

• Must not be a puppet or storage region unless it's a defender or regional restoration organization.

• If we close an embassy, that closing embassy has the right to appeal the closure to the Chief Elder, Elder of Foreign Affairs, or our Lord Reaper.

• Once you meet the requirements we will happily accept your request!

• The Chief Elder, and The Elder of Foreign Affairs must review the embassies every 3 months.

• The Supreme Council reserves the right to update, or make changes to meet the standards for the region.

• The Requesting Region Must not have a Fascist tag.

Additional Duties of The Foreign Affairs Committee

• The Foreign Affairs Committee is made up of 5 members. (Lord Reaper, Chief Elder, Elder of Foreign Affairs, Deputy of Foreign Affairs, and any Citizen nominated by the Chief Elder.)

• The Foreign Affairs Committee may grant asylum to a nation who seeks it. That said nation must have been persecuted, or kicked out of their home region illegally. That said nation can’t apply for asylum if they committed a severe crime.

• The Foreign Affairs Committee may deem any region or nation persona non grata if they are problem in Nationstates, or a threat to St Abbaddon with a simple majority vote.

• The Foreign Affairs Committee reserves the right to subpoena any ambassador to or for St Abbaddon.

• All diplomats, current, or future, will be required to apply for a passport visa, that will be kept on file.

• The Elder of Foreign Affairs is the main contact for Foreign Policy.

• The Foreign Affairs Committee will hold all diplomats accountable to follow all regional laws, rules, and customs. This isn’t excluded to St Abbaddon Constitution, Supreme Council Resolutions, Lord Reaper Decree’s, or Chief Elder Executive Mandates.

• Diplomats may keep nations in the region, join the World Assembly as long as they apply for a diplomatic visa. They may also become citizens if they wish to with consent from their main region they represent.

Desirable Traits:

• Having the "anti-fascist" tag.

• Having an active policy of not tolerating Nazi/Fascist nations within your region.

Supreme Council Resolution 010-20 “St Abbaddon Criminal Codex”

St Abbaddon Criminal Codex

The region of St Abbaddon has a clear guidance for our judicial process thanks to our Constitution. This Security Council Resolution will provide better security measures for our Security Council, and Lord Reaper in the areas of World Assembly Laws, Security Laws, and setting a course going forward for our region. In each of these categories will lay out a clear, and precise plan. The Criminal Codex will be added onto Article V of the High Court in our regional Constitution.

Note: Some sections apply to regional ambassadors, and guests from other regions.

World Assembly Security

Being a member of the World Assembly here in the region of St Abbaddon is a major role, and responsibility to take on. Being in the World Assembly, and endorsing our Elders, and sitting Delegate is mandatory. This regional satisfaction must be met no longer than 3 days of joining the World Assembly or you will face ejection the first time. If this is committed a second time, then that nation shall be banned.

Once that World Assembly nation has endorsed the Delegate, and the Supreme Council of Elders, it is their responsibility to ensure they aren’t breaking the World Assembly Endorsement Cap determined by the sitting World Assembly Delegate, and Chief Elder. If that nation violates it by accident or one time, they will be asked to correct themselves by either resigning from the World Assembly, and rejoining. Second option is to have members un endorse them. If they refuse to do so, or break the rules again they shall face a possible ejection, or ban from the region.
Note:This does not apply to the Supreme Council of Elders as their role is ensure the safety, and guardianship of the region.

If any nation wants to hold a position on the Supreme Council, or Outer Council, they must be in the World Assembly endorsing the sitting WA Delegate, and the Supreme Council. This can be waived by the current WA Delegate, or Supreme Council if they are a Defender, or serving as a World Assembly Delegate of anther region. Holding a position in St Abbaddon is a commitment an individual must make for the region.

Spamming the RMB or Discord

Roleplaying on the Regional Message Board, or discord are totally acceptable. Having polite conversations on both is acceptable. Spamming, and spreading filth on the Dream World, or St Abbaddon property will not be tolerated. Below are some examples;

•Making back to back small post more than 3 times.
•Threatening harm to another player, or to self.
•Threatening to over throw the rightful government of St Abbaddon.
•Forcing beliefs, or flaming up another player.
•Demanding to be appointed to a government role upon arrival.

There are more examples, and the government of St Abbaddon is charged with handling all Inter Character, and out of Character incidents. You can be ejected, and banned for breaking our peaceful regional rules on the RMB, Telegram, or Discord.

Equal Opportunity

Every rule breaker in St Abbaddon shall have the opportunity to present their side of the story as long as they are respectful to the Supreme Council, and the World Assembly Delegate. Each punishment shall be discussed between the Delegate, and the Supreme Council most of the time. There are exceptions to this rule as it is discussed in the next section.

Emergency Authority

The World Assembly Delegate, and the sitting Supreme Council of Elders may use this power at any given time for several cases. This is the eject, and ban authority in these kind of cases.

•Possible Raiders in the Region.
•Nations intending to overthrow the government, or new nations are constantly demanding a government position without proving their worth.
•Any OOC incident that harms the regions, or discord’s communities. This includes St Abbaddon, and Dream World.
•Anything that destroys the peace, and tranquility of our region.

Right to Pardon, or Grant Clemency

The current World Assembly Delegate, or any current Supreme Council of Elders may issue a pardon, or grant clemency to an individual with a Council vote approving the matter. That does not mean if you get banned, or punished that you should beg one these members for a pardon. It will be ignored, and noted.

In Conclusion

The regions of St Abbaddon, and Dream World are peaceful regions, and communities. Being in this region is a commitment, and a privilege. Each member will have full protections mentioned in our constitution, and follow all the regional laws. It should never have to come to these measures as mentioned above, but sometimes it happens. The World Assembly Delegate, and The Supreme Council of Elders are tasked with protecting, preserving, and governing our region we call home. Each member takes their respective positions seriously, and serve to make a good, and memorable chapter in regional history. So be nice!

Part 1: The Outer Council shall be a 3 member Council who will elect a Speaker to oversee the functions. The Council shall still answer to the Supreme Council.

“The Treaty of Trident 🔱”

The Treaty of Trident was a treaty signed between Thalassia, and St Abbaddon! The treaty is listed after this statement.


The Treaty of The Trident 🔱

• A proposed Treaty between Thalassia, and St Abbaddon

• Know ye all personnel by these presents that this document establishes a TREATY of FRIENDSHIP between the regions of Thalassia and St Abbaddon.

• This Treaty makes explicit sign of Friendship between these two regions and signals to all other NationStates regions the solidarity, respect and friendly relations that exist between Thalassia and St Abbaddon.

• This Treaty implies and requires no military involvement or obligation in defending or collaborating on military ventures between the two named regions.

• The parties to this Treaty pledge each other fraternity and respect.

• This Treaty makes explicit the understanding that neither signatory to this Treaty shall engage in any acts of belligerence or aggression toward the other, or toward any of each regions Provinces, Territories, Colonies or Allies.

Acts of Implementation

• Upon ratification of this Treaty by the Government and Ruler of each region, each region must formally accept the treaty by sending an Accredited Diplomat with his/her full confidence they will represent their region with confidence, respect, and professionalism to the other region they will be the ambassador to.

• Such Diplomatic Representative shall present Credentials by posting a statement on the Civil Headquarters/Regional Message Board stating its diplomatic nature, the name of the region it represents, and the fact a Treaty of Friendship exists between Thalassia, and St Abbaddon.

• Both parties to this Treaty may make it optional to provide a Consulate or an Embassy for their counterpart on their Regional Forum. If so, the Diplomatic Representative shall present his/her Credentials by posting in whichever Forum is dictated by that region’s Government, Culture or Traditions.

• The only other material act necessary to activate and keep this Treaty in force shall be that each region shall list the other region by name in a World Fact Book/Dispatch, or in a World Fact Book entry link that indicates, in whatever language each region shall choose, the ties between the two regions.

• The Diplomatic Nations sent to the regions of the signatories to this Treaty may remain in the region and post messages as it deems appropriate, and will be granted all privileges and rights of the residents of the regions of the signatories to this Treaty, except that such Diplomatic Nations may not seek any public, vote in elections, or propose laws unless they become citizens of that said region.

• Once these steps have been taken and are completed, this Friendship Treaty will be in effect.

Additional Benefits of Diplomacy

• It is contemplated that entering the Friendship Treaty shall be the first diplomatic step leading to closer relations between our regions.

• Each region may establish an Embassy, Diplomatic Office, or Consular Office in the regional forum of the other region.

• The WA Delegates of each respective region are encouraged to communicate with each other in an effort to work together on WA matters when they need to on an optional basis.

• As friendly regions, the parties to this treaty should feel free to seek cooperation on other matters.

Supreme Council Resolution 002-21
“The Outer Council Extension Act

The Outer Council Extension Act is to give the Outer Council more responsibility, and sense of direction.

The Outer Council Extension Act

The Outer Council is already defined in The St Abbaddon Charter. This extension act will go further to help better define the Outer Council, and its responsibilities. Some of the common guidances are;

  • The Outer Council will be a 5 member council with that goal to be complete by January 1, 2023.(Supreme Council may extend that deadline at anytime.)

  • The Outer Council will be elected seasonally or every 3 months. (January 10: Winter Term, April 10: Spring Term, July 10: Summer Term, October 10: Fall Term)

  • The Outer Council will elect a chamber representative or a Prolocutor who is tasked with representing the Outer Council.

  • The Supreme Council may still dismiss any member who, commits a crime against the region, is inactive for more than 14 days, or isn’t capable of holding that role.

  • The Outer Council shall be considered the citizens chamber as they will be the lowest house and the Supreme Council will serve as the upper house.

  • The Outer Council will consist of;
    1. Prolocutor: Leads the Outer Council
    2. Head of Media Relations/Gameplay Ambassador
    3. Player Engagement Officer
    4. Cultural Affairs Officer
    5. Record Keeping Officer

  • The Outer Council may make a procedure operation guide as long as it follows all St Abbaddon governing policies.

  • The Chief Elder or any Elder maybe invited to address both chambers at anytime.

  • The Outer Council isn’t the law making body. But they may be tasked with certain duties as defined in the charter. The Outer Council may write Supreme Council Resolution’s and send them to an Elder for consideration.

  • The Outer Council will represent the citizens in the joint chambers, and may meet with the Supreme Council at anytime. This act will modified overtime as this idea continues to grow.

“The St Abby Roleplaying Codex Act

The St Abbaddon RMB roleplay is a more character-leaning roleplay. For separation of the St Abbaddon Discord Roleplay (which we will call the Legacy Roleplay), we will be calling the RMB (Regional Message Board) roleplay on St Abbaddon: Expanded Universe.

Rules can be added on as time goes by:

1. Under NO circumstance are you to act or speak on behalf of any other nation or character that belongs to someone else, UNLESS you are given direct permission from the owner.

2. To mark you are being OOC (Out-Of-Character), it is recommended you add OOC to your post, that way we know you are not intending to roleplay. Saying “Out-Of-Roleplay” is also allowed as well.

3. Nothing considered OP is allowed! If multiple people consider a certain thing OP it will either be retconned or balanced out in other ways if it needs to be.

4. It is recommended that if you wish to argue in OOC. That you utilze other messaging systems like telegrams, Discord, and other PM’s.

5. No adding background to other people's characters without consulting them.. it is a form of editorial/narrative god-moding.

6. The existence of nations must be roleplayed to be canon. That way other people may be able to roleplay in these nations. It is recommended some detail and lore be added to these nations, that way other roleplayers and nations may be able to interact with these countries.
