It’s one of the Government protected industries meaning Roqu’s “Military” guards the ports Roqu is large and in between continents making the best place to stop and refuel especially with its rather large oil reserves(another way they make money). Another huge way Roqu makes money is from selling intelligence to nations around the world and in The Sneaky Foxes. They use these connections for trade deals and more to make money. So that’s how the Small Government of Roqu can still somehow make money in this new landscape.
