Political Parties:

There are two official political parties, one controlled by Hfhbsd. It is the Alnobian Social Democrats Front (ASDF).
The second is the Alnobian Sokalist Society or the ASS, founded by Sulavia.
However, political parties are largely irrelevant. Alnobia is the result of the merging of Greater Catopia and Seblaria, and the former members of these regions still often vote together.

Government Officials:

Among government officials, responsibilities are fluid and overlapping. A brief and simplified overview is listed below.

WA delegate: The WA delegate votes in the interests of Alnobia in the WA. They also appoint government officials, and can rename them as provided for here.

President: The president is in charge of leading the region. They work on the RP and generally just help the region function smoothly.

Vice president: The vice president assists the president and helps the region.

Minister of the Interior: The minister of the interior is responsible for the security of the region. They also keep the World Factbook Entry (WFE) and dispatches up to date..

Minister of the Exterior: The minister of the exterior is responsible for keeping Alnobia safe from raiders.

Minister of Culture: The minister of culture is responsible for helping with the roleplay (RP). They also provide memes of the day and brighten Alnobians' days.

Pollster: The pollster posts polls to capture the beliefs on Alnobians, on topics important and trivial.

Minister of Foreign Affairs: The minister of foreign affairs establishes embassies between Alnobia and other regions.

Speaker of the Opposition: The speaker of the opposition makes sure the government listens to the rank-and-file Alnobians and does not disregard their interests.

Regional Cat: This is a position completely devoid of responsibilities.

Succession Procedure
If the President is removed from office, the VP takes power. When an officer is promoted by emergency circumstances, they are considered to be removed from office for the position they leave empty. If the VP is removed from power, the Minister of the Interior takes the position. If the Minister of the Interior is removed from power, the Pollster takes the position. If the Minister of the Exterior is removed from power, the Minister of Foreign Affairs takes the position. If any of the following officers are removed from power (Pollster, Culture, Minister of Foreign Affairs), a emergency election takes place.

Order of Hierarchy
This describes which officials are more powerful, in case of dispute. It goes as following, from highest to lowest: President, VP, Minister of the Interior/Minister of the Exterior (Equal power, if dispute is on Appearance, Comms or Polls, Interior is higher, if it is on Border Control or Embassies Exterior is higher.), Minister of Culture, Pollster/Minister of Foreign Affairs (Equal power, if dispute is on Appearance, Comms or Polls, Pollster is higher, if it is on Border Control or Embassies Foreign Affairs is higher.), Regional Cat. Whenever a disagreement occurs, the higher officer wins (This is not about court cases, but inter-government disputes).

Changes to the current government:
This law will remove the Speaker of the Opposition (All laws governing their power will still affect them, in hierarchy they are above regional cat, but below all others), and this will take effect next election. The Minister of Foreign Affairs will get Border Control Authority. The Regional Cat will be appointed by the President.

On Appearance
Appearance power governs the WFE, tags and pinned dispatches. It is held by the President, VP, Minister of the Interior, Minister of the Exterior, Minister of Culture and the Pollster. All of the officials may use these powers, but if they are misused (Messing with the WFE organization, mistagging, pinning non-important dispatches etc.), a trial should be held to either temporarily suspend them from office, or permanently suspend them from office, if they are found guilty.

On Border Control
Border Control governs the regional password and ejections/bans. It is held by The President, Vice President, Minister of the Interior, Minister of the Exterior and the Minister of Foreign Affairs. The password will only be enforced on N-Day and Z-Day (Or April Fool's Day), or in event of an invasion. It will be displayed to residents in the former 3, but not the latter. Ejections should occur under court order or in a raid. Violation of any of these rules is a serious offense.

On Communication
All officers have Communications authority, which governs suppression and telegrams. The welcome telegram will be run by Minister of the Interior, with advice from other positions. Region-wide telegrams may only be used for non-partisan official government news. Suppressing posts should only occur when a post is illegal (Needs to be clarified in further law, in the meantime, breaking site rules).

On Embassies
Embassies allows an officer to create/close embassies with other regions. It is held by The President, Vice President, Minister of the Exterior and the Minister of Foreign Affairs. Embassies may only be proposed to regions who are not raiders/fascists and should respect the foreign regions embassy policy (ie. If it says on the WFE no, do not propose embassies.)

On Polls
Polling authority is held by the President, VP, Minister of the Interior, Minister of Culture, Pollster and the Regional Cat. Polling authority allows an officer to post a poll, in Alnobia or elsewhere. Polling authority is governed by the Polling Reform Act.

Removing/Adding Positions
There should be at most 3 elected positions per 5 (active WA members, active being logging in every 7 days, new citizenship law would clarify this) citizens of Alnobia. In order to remove/add a position, a referendum is created by the usual way with the specific intent to remove/add a position (The only exception is this law). All changes take effect next election.

Conclusion
This law should be approved by a 5 day long referendum only open to Alnobian WA members. There should be 3 options on the poll: yes, no and abstain (If the poll is created in a puppet region, a fourth should be added for non-alnobians). This law may be repealed/amended by a law in the same format. This law takes effect immediately after passing.

Accountable Democracy Act

Article 2: Rules for Candidates
Realizing that voters must be informed about candidates,
Also nothing that excessively high standards are a threat to democracy;
Sets minimum standards for candidates to be eligible to run for office:
Requiring that each candidate must, in addition to voting in the primary poll, post 1 message on the Alnobian RMB stating which office they are running for;
Further requiring that if an candidate drops out of any race, they must make another post on the RMB stating that they have dropped out of a certain election.

Article 3: Accountability
Realizing that without accountability towards actions, rules will not be followed,
Creates ways to enforce the rules:
In the event of a minor rules violation, the President, Pollster, Minister of the Interior, or the Vice President are authorized, in this order, to telegram the rulebreaker and warn them on the RMB;
In case of major rules violation or election fraud, the affected elections(s) shall be put on hold, while referenda are held about said rules violation, consisting of whether the rulebreaker is truly guilty, and any punishments.

Article 4: Votes of No Confidence
Noting that incompetent officers are a liablity,
Herby creates methods to remove them without criminal offences:
In the event that an officer is failing their duty;
Setting there to be a special poll created to determine if said officer should be removed, lasting 5 days, open to resident WA members, containing the options "Remove", "Don't remove" and "Abstain"(with the exception if said poll is in a polling region; it shall then be open to all WA members, and contain the added option of "I'm not an Alnobian"
Requiring that if 3/4 of all votes (not including abstain and "I'm not an Alnobian", (if applicable)) are "remove", said officer shall be dismissed, and a special election held for an replacement.

Article 5: Special Elections
Realizing that officers will cease to exist or be dismissed in the middle of their terms,
Knowing that unfilled offices are inefficient;
Noting that it is of the utmost importance to get them filled as soon as possible,
Creates procedures for filling offices in between elections:
Setting that the difference in the primary election shall be that said primary will be 3 days long, subject to standard poll requirements, with options of "I'm running", "I'm not running/I'm ineligible" and "Abstain", with "I'm not an Alnobian", if held in a polling region;
Further setting that the election shall be 5 days long, also subject to standard poll requirements, with the options of each of the candidates, and "Abstain", with "I'm not an Alnobian", if held in a polling region.

Article 6: Passage and Amendments
Noting the need for democratic passage of this law;
Setting that a referendum shall be held, subject to standard poll restrictions, lasting 5 days, with the options of "For", "Against", and "Abstain", with the added option of "I'm not an Alnobian" if said poll is held in a polling region;
Requires this law to take effect at the first election after passage.

Alnobian Citizenship Act

Currently, Alnobian citizenship is not defined. This Act is proposed to remedy the situation.

Immediate Effects

When this Act is enacted, all WA members in Alnobia will automatically become citizens.

Requirements for Full Citizenship

To be an Alnobian citizen, you must:

• be a WA member

• be a resident of Alnobia

• have resided in Alnobia for at least two weeks OR have resided in Alnobia for at least one week and have partial citizenship
  

If a citizen telegrams the Minister of the Interior with a valid reason for their absence from Alnobia (e.g. defender activity), they retain full citizenship for up to two weeks of residence in a foreign region.

Requirements for Active Citizenship

Citizens are encouraged to maintain their status as active citizens.

An active citizen:

• has endorsed 3/4 or more of the region's WA member nations (rounding up to the nearest whole nation)

• has endorsed the WA delegate

• has posted on the RMB or voted in a regional poll at least once in the last seven days

Partial Citizenship

Alnobia acknowledges residents' dual citizenship in other regions.

To gain partial citizenship in Alnobia, you must:

• be a WA member nation

• reside in a region with an embassy in Alnobia

• telegram the Minister of the Exterior expressing your desire for citizenship

• have a puppet that resides in Alnobia

As a non-resident of Alnobia, it is impossible for you to:

• be an active citizen and gain the rights exclusive to active citizens

• vote in government polls that take place in Alnobia, including the Presidential election

Rights of Residents

Residents have the rights to vote in polls without government content (also known as "joke polls"). They also have the right to promote their favorite candidates and policies on the RMB and in telegrams.

Rights of Full Citizens

Citizens have all the rights of residents. Additionally, they have the right to vote in polls that contain government-related content, the right to hold office, and the right to propose legislation as detailed in the Polling Reform Act. They cannot vote in polls that began before they had citizenship.

Rights of Active Citizens

Active citizens have all the rights of residents and citizens, as well as the right to run for office.

Submissions by Citizens
A citizen can submit referendums by writing a referendum, then publicly posting on the WFE for public commenting. Officials and other citizens may suggest edits, and are encouraged to, but the writer does not have to include them. In order to begin voting, an elected official must approve it and put it into a poll. No official is required to approve legislation, but once one official approves and put it into a poll, it cannot be disapproved (unless it is found to be illegal). If no elected official approves, the writer can ask for signatures from citizens. If 33% of the citizens approve, the law is approved and an official must put it into a poll.

Submissions by Officers
An officer may also propose laws. If they have polling powers, they can put it into a new poll themselves. They are heavily advised to put the legislation into the RMB for potential editing purposes, but this is not required. Then they can create a poll. If the officer does not having polling powers, they must propose laws the same way as citizens, except that all laws proposed are automatically approved.

The Power of Laws
A law, after it is passed, supersedes all executive orders (Except Emergency Orders. All Emergency Orders are temporary, and can may only be ordered if they are necessary for the safety of the region) and direct referendums. Laws may be overruled by the Constitution (If one is written). In order to repeal a law, a law must be written which explicitly repeals the law, and only repeals the law.

Polling Regions
Legally, a poll may be posted in any Alnobian region. This includes Alnobia, Seblaria, Greater Catopia, Seblaria Minor and Lesser Catopia. A poll may also be posted in a specifically-created polling region. Any official with polling powers can create one. The polling region is for the creator's polls, and they do not have to give other officer's puppets positions (Though they can). The polling region may be created by either a puppet or the officer. It is allowed to be password-protected (For raiding defense). A officer may create as many of these regions as they want. However, polls in them are only legally valid if they are in an active officer with polling power's region. These regions are completely disposable, and may be destroyed/created at the officer's discretion.

Legislation Polls
A poll to put in place legislation must be in the following form: It must have a title, describing the poll (eg. Should the [insert bill] be made a law?). The title must be descriptive enough for people to understand what it means. The description must include the link to the dispatch with the bill, and can also include other information (must be serious, related information). The poll must have 3 options, yes, no and abstain. If the poll is not in Alnobia, a 4th should be added "I'm not an Alnobian" -or a similar text. Only votes from Alnobians count. The poll must last 5 days, and be open to WA nations (Add resident in Alnobia). If a poll does not follow these rules, it is not official and should be taken down/ignored. A bill must receive at least 51% of the yes/no vote to pass.

Fun/Joke Polls
A poll which does not have a legal purpose has different constraints. Generally, these polls should be made in polling regions, specifically for these kinds of polls. However, if Alnobia's poll space is open, an officer is free to put up one of these polls. These polls are to be regulated by the Minister of Culture and Pollster. These polls must be in the following form: Open to all nations, Duration of 3 days and have multiple fun options. These polls, if in Alnobia, may be taken down at any point.

Election Polls
This bill does not regulate election polls. However, they are more important than any of the above polls. They are regulated by the Accoutable Democracy Act

Conclusion

Becoming the WA Delegate
Anyone can become the WA delegate, assuming they are not a raider. They must immediately announce on the RMB within 24 hours, and telegram the president. They also must publicly accept these rules. If they do not it is a major rule violation. The former delegate must send them this dispatch in a telegram.

Rule Violation
There are two types of rule violations the delegate can commit, major and minor. Major rule violations should result in immediate expulsion from the delegacy. Minor should result in a warning, then after a second warning within 3 months, expulsion. A trial should be held after expulsion for a major, and before a warning for minor.

Appointments
Immediately after elections end and they log on (They must log on within 24 hours after the completion of the election, or it is a minor rule violation, if it has been 48 hours, a major rule violation), the delegate must put in power the new government. Failure to do so in 12 hours should result in a major rule violation. If a mistake is made, it is a minor rule violation and must be corrected within 24 hours of when it is brought to the delegate's attention (Through the RMB and a Telegram) or it is a major rule violation. All appointed officers must be appointed under their official name (Or a recognizable substitute with the appointed nation's approval).

Misuse of Appointments
A delegate is not allowed to appoint a non-elected official or add/remove powers to an elected official. If either occurs it is a major rule violation. However, if this occurs within 24 hours of an election it is considered a mistake (See section above). A delegate is not allowed to appoint them self to a position (unless they are elected), even if they do not use the power or give themself little power. This includes changing the authority of the delegate. If this occurs it is a major rule violation.

Emergency Powers
If Alnobia is raided (or a different emergency of this magnitude), the delgate may take executive action to banject the raiders (or fix the problem if it is not as above). They may not: banject random Alnobians, refuse to give up power, dismiss elected officials (unless the problem is an elected official and there is a reason), or other misuse of power. Once the problem is solved they must immediately remove the powers they took. If a delegate misuses this power or declares an emergency when their is no danger, it is a major rule violation. After the emergency, a trial must take place (Even if the delegate follows all the rules) to ensure the power was not misused. The delegate does not have to declare emergency powers, even if their are raiders. It is the elected governments duty, however if an elected official declares an emergency, the delegate must comply (unless it is illegal, such as a official asking the delegate to help them lead a coup). The delegate should avoid taking emergency powers unless Alnobia will fall.

World Assembly Power
The delegate has real responsibilities as the representative of Alnobia in the WA. However, they may enforce their own policies for how to vote in the WA. But, they must be active at voting and approving proposals. They are highly encouraged to check the WA at least once a day, unless they have submitted an absence request. They are encouraged to vote with Alnobia, but it is not a requirement. They must vote on all WA proposals unless they have submitted an absence request. Failure will result in a minor rule violation. If the government put up a poll about a WA proposal, the delegate must comply with the result.

Absences as Delegate
The delegate at any time may submit an absence request for up to 3 weeks. They may do this for any reason. There position as WA delegate is not secure while absent, but it is not a rule violation to be absent. A delegate may do this by announcing on the RMB, and if they want proof for legal reasons (Helpful in a trial) they may write a factbook saying they will be absent. They may not be absent during an official election season, or it is a major rule violation. If a delegate can not help this, they must step down.

Conclusion

As WA delegate of Alnobia, I ask all Alnobians to endorse the WA delegate (Currently me). There are many reasons why this is a good idea, and it is useful as a whole. In this dispatch I will explain why you should endorse me, and the basics of endorsements.

The WA

First of all, the WA is the World Assembly, which is a lot like the United Nations. Not every nation is a member. In order to become a member, you need to have an email address, go to the World Assembly page, and click the join button. An email will be sent to the email address provided, and then you can join. You may only have 1 WA nation. The main reasons why you should join are:
1.) You can vote in the WA and are affected by it's legislation
2.) You can vote in Alnobian elections and run for office (Could change in the future)
3.) You can endorse other nations, and they can endorse you.

Endorsements

What is an endorsement? An endorsement is essentially a vote for who should be WA delegate. It also increase the endorsed nation's influence and every endorsement the delegate receives gives them an additional vote. The delegate is the nation that has the most endorsements. In addition to additional votes, they may approve proposals to the WA and (in some regions, including Alnobia) may appoint regional officers.

Endorsing the Delegate
The main reasons why you should endorse the delegate are:
1.) Increased voting power (1 additional vote per endorsement)
2.) Defense from raiders (Every endorsement makes it harder for raiders to seize control of Alnobia's government
3.) In general the delegate should have endorsed you, and you should return the favor (If you have been here for under a day, they may not have gotten to endorsing you. They definitely will after you endorse them.)
4.) The Alnobian government would like everyone to endorse everyone

Afterword
I hope you endorse the current WA delegate. One think you may notice is certain people will try to become WA delegate through intimidation, by unendorsing you until you endorse them. This tactic is not nice, but is used. They usually will endorse you, if you endorse them, but you never have to endorse them. If you don't like the tactic, don't endorse them. If you have any questions, telegram me, the delegate, or the president of Alnobia.

Alnobia became a signatory to the Amethyst Accord.

The founder was a nation whose password was shared among the governmental officials. One day, tragedy struck. The founder was hijacked, and the region destroyed. A member was accused, but there was not strong enough evidence, and they were acquitted. Alnobia was refounded.

In less than 24 hours, the shared founder was hijacked again. An evacuation was again called for. A transition region was created. It was New Alnobia.
After the nations regrouped, it was decided that the founder would no longer be shared. Hfhbsd was elected to be a founder, but the founder was to be non-executive.
The moderators became involved, deleting the nation they said was responsible, as well as all its puppets. The player made a new nation and was not prosecuted by the Alnobians.

Two members of Alnobia joined a raiding faction, and rose in the ranks to high office. They safeguarded Alnobia by removing it from the list of possible targets, and returned victorious.
