Legislative Referendum

Legislation originates from the Citizenry and are voted on via regional poll. Legislation is given a registry number which follows the template: "L" for legislation, and "- (Referendum Number)".

Proclamations of censure

To voice severe disapproval of a(n) action/policy by any branch of the Government. These proclamations use the prefix "CP." followed by the next chronological Censure number.

L-02; N Status Reform

Reform and eliminate the loopholes used by Non-Engaging nations.

This bill seeks to reform and eliminate the loopholes used by Non-Engaging nations. To do so the following will be brought into effect;

    1. No longer in times of war will N nations be permitted to supply military equipment to their E allies. The reason for this being that currently they cannot he stopped and this is regarded as OP. If they do choose to continue supplying military equipment they will be regarded as E until the conflict ends.

    2. While N nations may no longer fully modernize their militaries. The reasoning is that nations have abused this in the past to develop their militaries, and is in fact a cheap loophole. If a native who is N hybridizes the farthest they may develop is WWII in regards to military. A colonist may not develop their military past 2005 if N.

L-03; Land Placement Law

No longer allowing conquered tiles to be moved.

Henceforth Alterra will no longer allow conquered tiles to be moved after the agreement ending a conflict, in which land was conquered, is made.

If land is gained through annexation, or it is gifted to you, you may move it after the fact, but only once.

Rpers may also, without resetting, move all of their land to a new continent once after placement, this excludes all conquered land.

Furthermore, all land if conquered or given to an Rper in a treaty is voidable by said Rper to any degree they please, but can only be voided immediately after receiving the land, this is to say within 5 hours of the deal being made.

All actions in violation of the above conditions will not be subject to this new law, and be considered land gained by gift or annexation. However, all conquered land that is still owned by the conqueror may no longer be moved.

The punishment for violating the code as it stands once will be a warning, twice will be to have a period of being N of one week, and a discord ban for 12 hours. If the action is taken three times the violating Rper will be subject to a ban vote, and if the Rper attempts it a fourth time, the punishment will be a 2 week ban from the region, and a removal from the map, this will effectively void their nation.

L-04; Returning Members Lore Law

A reform pertaining to nations that leave the region.

A reform pertaining to nations that leave the region and return at a later date.

Whereas henceforth a role player that returns to Alterra after some months outside of the region may role play as the remains of their previous role play nation.

Whereas, they will not retain population, technology or a majority of diplomatic ties with other role players.

Therefore, they will be made to select the former original classification of their nation, be it native of colonist in order to prevent instant hybridization.

L-05; Mana Reform

Fix minor issues with the implementation of mana.

In order to fix minor issues with the implementation of mana and its implementation thus far in Alterra. To do so the following will come into effect;

1. Natives will no longer require mana to accomplish magic as magic will be inherent to them. It will however be required for any inventions and vehicles if they wish to progress technologically while not becoming hybrid.

2. Mana will still be required for hybrid-colonists to accomplish magical acts. This being as colonists are not native to Alterra and therefore do not possess inherent magical abilities.

This bill will provide a timeline of technology for natives that wish to hybridize. The timeline is as follows;

    ※Year 1: 1700s Tech Level
    ※Year 2: 1800s Tech Level
    ※Year 3: WWI Tech Level
    ※Year 4: WWII Tech Level
    ※Year 5: 1980s Tech Level

L-07; Ban on OP Sci-Fi Weaponry

An act to ban OP weapons.

ARTICLE I - JUSTIFICATION & INTENTION;

- Acknowledging that some science fiction technologies can be extremely overpowered and that there is a lack of written laws that ban OP sci-fi weaponry.

- Does therefore bans the creation and use of OP sci-fi technology that includes plasma weapons, nanobots, antimatter weaponry, lasguns/laser firearms, gravity altering devices, Black hole weapons and pure fusion weapons, turbolasers, fusion-based firearms and energy shields, mind control, orbital weapons/bombardment.

L-08; Tech Clarification Requirements

Clear up some of the confusion surrounding researched tech.

1) Realizing that much of the tech in nation factbooks is not properly explained, if not completely omitted.
2) Recognizing that for RP to run smoothly and for RPM and DRPMs to do their job properly, it is necessary to have a single factbooks with all the tech, including explanations of what said tech includes.
3) Remembering that tech based on specific IRL systems does not need as much explanation as player-created tech.

I, Nord, the current DRPM of Alterra, propose the following:

All tech*, already approved, currently being approved, or proposed in the future, must have at least a 10 word description or more, dependent on the sophistication of the tech in question. Alterra nations may be requested by any government members to rewrite/expand upon/clarify their tech descriptions, if they are deemed to be insufficient. All of this tech must be in a single dispatch!. This applies both to colonist and native tech. In the case where there is a whole separate dispatch for the tech in question, the nation must provide a link to said dispatch in the description of the tech in the main tech dispatch.

*= The exception being specific IRL stuff, as in, if you ask for a F-15D, we will assume the stats of the IRL F-15D, and no further explanation is necessary.

L-09; Restart Bill

Regulations to giving gifts before resetting.

- Acknowledging that players have been giving out their population, tech and land to other players when restarting.

- Recognizing that this is a cheap way to gain population, tech and land and can easily be exploited.

- Does therefore proposes new regulations to giving out population, tech and land when restarting and defines the definition of restarting.

ARTICLE II
Defines restarting as when someone restarts their nation when not annexed. When an annexed nation restarts, their population and land automatically goes to the annexer. People who quit the RP or leave the region also count as a restarting nation.

Whereas, you can only give out one tech, less than 2% of your population and no land when restarting.

Whereas you can only send these items to one other nation and after 2 restarts, you will be no longer able to give population, tech or land to any other nation.

Whereas, if the restarting nation had any annexed population or land, it will be automatically handed back to its original owner.
