Designation: AB-01-05 (Holidays Act)
Status: In Force
Proposed by: Attancia
Short Description: Creates a set of national holidays for the Republic.
Effective Date: May 26th, 2020

SECTION I- HOLIDAYS
(I) The General Assembly shall not vote or conduct business on these days. Votes that would normally fall on these days are to be moved forward one day. No election for Speaker Pro-Tempore or President shall be held on these days unless the region is in a time of crisis and such election cannot be delayed.

(II) The holidays shall be as follows:
January 31st: Confederation Day, celebrating the creation of the Confederation of Conservative Nations.
The Friday before Easter: Good Friday, commemorating the crucifixion of Jesus Christ.
First Sunday after the Paschal full moon Easter Sunday, celebrating the resurrection of Jesus Christ.
May 2nd: Reformation Day, celebrating the creation of the Republic of Conservative Nations.
May 20th: Constitution Day, celebrating the ratification of the RCN’s Constitution.
July 2nd: Confederacy Day, celebrating the creation of the Confederacy of Conservative Nations.
September 9th: Federation Day, celebrating the creation of the Federation of Conservative Nations.
4th Thursday of November Thanksgiving, a day of celebrating and giving thanks.
December 24th and 25th: Christmas Eve and Christmas Day, celebrating the birth of Jesus Christ.
December 31st and January 1st New Years Eve and New Years Day, celebrating the passage of another calendar year.

Designation: AB-01-07 (Additional Holidays Act)

Short Description: Establishes extra regional holidays.
Effective Date: May 27th, 2020

Seeing how AM-01-05-01 failed as Days of Reflection was too difficult to execute on Discord.

Seeing how members of the GA have expressed certain additional days from the days of reflection to be included as a holiday.

Hereby adds the following to the Holiday Act and those already listed.

Ash Wednesday: First day of Lent
ANZAC Day: 25th of April
Israeli Independence Day: 14th of May
9/11 Memorial Day: 11th of September
Remembrance Day: 11th of Novembe

Designation: AB-01-09 (A New Beginning Part Two: The Electric Boogaloo)
Status: In Force
Proposed by: Attancia
Short Description: Calls for a snap election for the first President of the Republic, to replace (or possibly reaffirm) Interim President Fluvannia.
Effective Date: May 28th, 2020

The General Assembly,

Observing the established Constitution, rules, and decorum of the General Assembly necessary to conceive an election;

Noting That despite Interim President Fluvannia's undoubtable capability and wisdom, a proper Presidential election is in order to establish the readied democracy of the Republic;

Trusting that the population of the RCN shall be ready to vote in an election to establish a new Executive of the Republic;

The General Assembly Hereby;

Begins the first election of the Republic of Conservative Nations, within all constitutional (and other) boundaries established by this body;

Affirms that the election will be subject to legislation that is being voted on (if the aforementioned legislation passes) when it is in the phase of being seconded/waiting for vote.

Assures that the elections will take place 7 days after this bill has passed;

States that all nations running for the Presidential Office must alert the Region of their campaign at least 3 days before the elections begin;

Declares that the interim executive shall retain their powers up until the election, rather than the passage of this Bill (if it passes).

Designation: AB-02-01 (Fluvannia Hall of Fame Act)

Short Description: Adds Fluvannia to a Hall of Fame for his actions.
Effective Date: July 14th, 2020


Recognizing Fluvannia's long service to the Republic, and
Awed at his willingness to give up power, and
Inspired by his commitment to democratic values and civil service, and
Hoping that the name of Fluvannia is to be be a rampart against those who wish to do this region harm, and
Grateful that the Republic has had such a virtuous and honorable leader, therefore be it
Resolved, former President Fluvannia is to be rewarded a place in the Hall of Fame and the Order of the Republic, Standard Class.

Designation: AB-02-12 Anti-corruption Act

Short Description: Law to tackle issues of Corruption
Effective Date: September 19th, 2020

Seeing the need to ensure the RCN remains free of corruption, hearby enacts;
Anti-Corruption Act

Section One: Banning Corrupt Practices
(1) The following practices shall be prohibited within the RCN;
     (a) Bribery,
     (b) Patronage,
     (c) Cronyism,
     (d) Electoral fraud,
     (e) Influence peddling
     (f) Destruction of Important Information
     (g) Political Espionage

Section Two: Defining
(1) Bribery is defined as the giving, receiving or soliciting money or something else of value, to  influence the decisions of an official or someone else in the position of authority, to do something, usually unlawfully you want.
It can be in the form of;
 (a) Items of value include, but may not be limited to;
          (i) Votes or support in RCN elections,
          (ii) Votes or support in the General Assembly,
          (iii) Political favours,
          (iv) Political offices,
          (v) Money and Items of monetary value.
(2) Patronage is defined as favouring certain people, such as political supporters 
by assigning them an important job or position in exchange for their support. 
       (a) Offering Items of value to political supporters may be deemed legitimate if the individual offering the Items of value can prove it wasn't patronage.
(3) Cronyism is in which someone in an official role gives jobs to friends rather than to independent people who have the necessary skills, experience or interest in a role.
    (a) Offering Items of value to friends may be deemed legitimate if the individual offering the Items of value can prove it wasn't cronyism.
(4) Electoral fraud is defined as illegal interference with the process of an election.
     (a) illegal interference includes, but may not be limited to;
          (i) Using puppets to vote,
          (ii) Voter intimidation,
          (iii) Breaking NS and Discord rules in-order to get an advantage.
(5) Influence peddling is defined as an illegal practice of using one's influence in government or connections with persons in authority to obtain favours or preferential treatment for another.
(6) Destruction of Important Information is defined as knowingly deleting public posts, private messages, channels or servers with the intent to remove evidence that the High Court or Prosecutor-General requests to prove innocence or guilt in a legal issue.
(7) Political Espionage is defined as the act of spying on another political party, presidential nominee or other government elected officials, or their campaigns for the pursuit of political gain. 

It will not be deemed political espionage if campaigns or information is obtained by a member posting information in an open channel everyone has access too.

Section Three: Enforcement
(1) Anyone may bring evidence against an individual, suspected of participating in corrupt practices to the Prosecutor-General who shall investigate and report findings to The High Court for further action if deemed necessary.

Designation: AB-04-04 (Mental Wellbeing Act)

Short Description: Safeguarding users expressing harmful behaviours
Effective Date: January 30th, 2021

Understanding: Mental Health and Wellbeing is a delicate topic which needs mature handling.

Understanding: The need to address each case in a sensitive manner, when someone talks of suicide, self-harm, depression affecting their life, or other types of similar discussions.

Wanting: The RCN to be a supportive region where each member of the community can feel safe and protected.

Wanting: People to feel safe and understand they can reach out to members if they need help or just someone to listen.

Hereby calls on the General Assembly to enact the RCN Mental Wellbeing Act.

Section I:

1 We are not professionals. If a user expresses a desire to self-harm, commit suicide or engage in a similar form of life-threatening manner; be open to listen, engage them in conversation and seek the support and guidance from a moderator or another responsible member of the community.

2. Offer assistance where possible, i.e finding a number for lifeline in their area, Suggest a voice call to chat to them one on one. Encourage the member to seek out someone they trust in their life to assist. Keep the person talking and engaged.

3. Use your commonsense and treat what they tell you, in a much as possible confidential manner; unless you need to relay information for a moderator or another member coming to assist.

4 If another user addresses them negatively and you deem it is harmful.

(a) Tag all moderators to alert them to the situation

(b) Ask user to refrain from talking to the other party who has expressed a desire for self-harm etc

(c) If you are awaiting assistance from a moderator or other responsible member. Advise the person who has expressed a desire to harm, to join you in DM's to talk without the offending party making the situation worse.
5. If the member states they need to go, express a desire to follow up later that day or the following day and you are there to listen to them. But ask them to seek immediate help from family or a trusted friend.

Section II:

1 All users who are in the RCN, whether they be citizens, residents, guests, visitors or diplomats shall refrain from mocking, ridiculing, responding in a negative or toxic manner to another user who has expressed a desire to self-harm, commit suicide or similar phrases or actions that could have a detrimental effect on their life.

2. The RCN moderators will administer a zero-tolerance approach towards such behaviour. The behaviour will be classed as 'Disreputable Content', with the offender committing a Class 1 offence, as outlined in the 'Server Rules and Moderation Standardization Act. Resulting in a server ban. Which will then be passed to the High Court for review.

Short Description: A RCN National Anthem
Effective Date:30th January, 2021

Recognizing the lack of a regional anthem,
Knowing that an anthem can inspire unity,
This act passes the following articles,
1. A Regional Anthem shall be selected for the region.
2. Citizens and Residents have 5 days on the passing of this bill, to nominate a hymn or song they find fitting for the national anthem
3. After 5 days a poll shall be conducted on the RMB where the region will vote for the song/hymn they desire. The song with the most votes will be chosen.

Short Description: Bans Quebecshire from the region
Effective Date:April 14, 2021

Recognising that Quebecshire (therein referred to as Quebec) remains in the RCN solely to "cause [censored on NS]" [quote from Legion]

Further recognising that Quebec frequents the RCN to "get [his] quota on self-inflicted reading pain" [quote from Quebecshire]

Noting that numerous requests have been made for Quebecshire to be banned, including from previous friends of his;

Wishing to resolve this issue;

This Assembly HEREBY bans the nation QUEBECSHIRE (and alt accounts) from the Republic of Conservative Nations, and bans his Discord account (Cubic#1608 as of writing) from the RCN Discord server.

Short Description:Amending Error to Server Rules
Effective Date:August 13, 2021

OBSERVING that server rules currently classify the posting of prohibited but non-adult content by non-residents of the region as a Class 2 offense;

CONCERNED that the rules do not classify the posting of such content by a resident as an offense at all; and

DESIRING to correct this oversight;

BE IT HEREBY RESOLVED by the General Assembly of the Republic that the Server Rules be amended as follows:

I. Section III.III shall have a new Clause C added, which shall read: “(C). Posting of prohibited content as defined in Section II.I, apart from that defined as adult content in Section II.I(A), by a resident of the region.”
