Student Loan Restructuring Act

A bill that creates the following:
1. A one-time, non-compounding origination fee, or financing fee, that student loan borrowers will pay over the life of their student loan.

2. Borrowers will automatically be placed in an income-based repayment plan, where they pay 10% of their earnings, except in times of unforeseen financial hardship.

The AusValia Cares Reformation Act
Prescriptions:
A. Government subsidises for the cost of most medicines for most medical conditions. This allows AusValians a wide range of medicines without paying full price.

B. Quantifiable Safety net option for those who need help paying for prescription costs.

C. Additional funding for Native AusValians.

D. Prescription drugs under this plan are capped at $35.

Healthcare:
A. Two different options: Private and Public.

B. Neither public or private can change, cancel, or deny service for preexisting conditions.

C. Public options are covered 85%. Private options must cover at least 25%. Public options must cover 100% cost of hospital stays as long as a person visits a public hospital. Private hospitals could have an extra cost. The public options will have additional gap protections. Specialist doctors may charge extra that can either be billed through the public option.

D. Government option must have a cost finder tool located online and available over the telephone.

E. Plan would include:
Preventative care
Emergency care
Outpatient care when you are not admitted to the hospital
Hospitalization
Pregnancy and newborn care
Services for mental health and substance use disorders
Rehabilitative services
Pediatric care
Laboratory services
Dental care (braces, fillings, tooth removal)
Eye care (including glasses/contacts)
Elder care

F. A person should apply between October and November, unless one of the following happens:
Loss of a job
Move to a new coverage area
Birth of a child
Loss of existing coverage
Family event, such as marriage, divorce, or death

G. Allows for the negotiations of drug prices

H. One billion in subsidies for the private sector plans.

I. Plans available to all citizens and all permanent residents.

J. Insurance companies must provide free hearing tests to all children 12 years and under.

Amendment:
An amendment to the AusValia Cares Reformation Act that mandates that all private insurers must provide preventive care at no additional cost to the patient. This includes the following-
>Preventative care must be provided once every 12 months.
>Preventative care must be performed by the patient's doctor or physician's assistant.
>Preventative care must include a depression screening, anxiety screening, blood pressure, urine analysis, standard care practices.

Keeping Guns Out of the Wrong Hands Act
This bill expands the categories of persons who are prohibited from shipping, transporting, receiving, or possessing firearms or ammunition.

Specifically, it adds the following new categories of prohibited persons:

>persons convicted of a crime of violence in the most recent 10-year period;

>persons under age 25 who have been adjudicated as having committed an offense that would have been a crime of violence if committed by an adult;

>persons convicted, during a consecutive 3-year period in the most recent 10-year period, of two separate offenses involving drug or alcohol possession or distribution; and

>persons convicted of stalking.

A bill that would mandate federal and local background checks for all gun purchases, preventing gun ownership from those convicted of any violent crimes (local or federal), mandatory license requirements (such as trainings) for all guns (exception handguns such as pistols).

A bill which allows law enforcement to temporarily take a person’s firearms who is experiencing a mental health crisis and is a danger to themselves or others.

Gun Manufacturers Safety Act
A bill that protects firearms manufacturers and dealers from being held liable when crimes have been committed with their products. Both arms manufacturers and dealers can still be held liable for damages resulting from defective products, breach of contract, and criminal misconduct. They may be held liable for negligent entrustment if it is found that they had reason to believe a firearm was intended for use in a crime.

Legislation raising the retirement age to ages 68 and 64 for regular and early retirement.

The Unemployment Act
To receive unemployment a person must meet all the following criteria:
1. A person must be 18 or older and an independent.
2. A person must have worked at a business as at least a part time employee for three full months (90 days).
3. A person can only receive unemployment if they have been fired (exception if the employee committed a crime resulting in termination), laid off, or furloughed.
4. Employees who do not work a full calander year, i.e. education employees, seasonal, and temporary staff do not qualify.
Unemployment Benefits and Rules:
1. To receive unemployment, a person must apply through their territory Treasury Council.
2. A person can only receive 40% of their benefits a week.
3. Within 30 days, a person must begin looking for work and show proof of looking for work.
4. A person must reapply every 365 days.
5. Fraud in any shape or form can: disqualify you from receiving benefits for no less than one year and no more than five years for each case. Penalties can include misdemeanor fines and penalties and result in a person paying no less than 50% of funds back to the territory for each case.

A bill that removes the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits.

A bill which does the following:
* Provides $1 billion in child care support to parents.
* Provides $300 million in marriage incentives for those parents who get married and stay married for three years.
* Requires 38 hours in work requirements to qualify for government financial support.

A bill which caps the number of children in a family to seven for the Child Tax Credit. Children that are 18 and above will not qualify. Children that are in a household of eight or more will not qualify.

A bill which creates the Working Family Support program. The bill allocates $29 billion a year. A person must meet the following conditions:

>Money can only be used for grocery items.

A bill to create a drug classification for all illegal drugs:

Class A- Highest classification of severely dangerous drugs: heroin, LSD, ecstasy, meth. All illegal on a federal level. Not available for recreation. Meth allowed in severe medical cases.

Class B- Dangerous drugs that can be addictive and deadly: Vicodin, cocaine, oxycodone, fentanyl, Adderall, ketamine, and Ritalin. All illegal on a federal level. Not available for recreation. Cocaine and ketamine illegal for medical. Vicodin, oxycodone, fentanyl, Adderall, and Ritalin allowed in medical cases.

Class C- Moderate to low potential for physical and psychological dependence: Tylenol with codeine, steroids, testosterone Xanax, Ambien, Tramadol. Available for medical use only.

A bill that gives the Coast Guard full authority to check any boat/ship in AusValia waters.

Protecting the National Security Through Work Act
A bill which prevents the following employees from being able to strike:
Airline pilots
Air Traffic Control
First Responders
Emergency Care Workers
Educators
Federal Workers

Striking employees can be discharged or otherwise disciplined, unless the strike is called to protest certain kinds of unfair labor practices committed by the employer. It should be noted that not all refusals to work are considered strikes and thus violations of no-strike provisions. A walkout because of conditions abnormally dangerous to health, such as a defective ventilation system in a spray-painting shop, has been held not to violate a no-strike provision. 

Prohibits a labor organization from engaging in a strike, picketing, or other concerted refusal to work at any health care institution without first giving at least 10 days’ notice in writing to the institution and the Federal Mediation Team.

Strikers who engage in serious misconduct in the course of a strike may be refused reinstatement to their former jobs. This applies to both economic strikers and unfair labor practice strikers. Serious misconduct has been held to include, among other things, violence and threats of violence.

Gives the federal government authority to end strikes through transportation and healthcare related services.

A bill which does the following:
>minimum age for employment is 14 years (for non-agricultural jobs)
>Those under 16 cannot work on school days.
>Those under 17 cannot work past 10pm on school nights or earlier than 4pm on school nights.
>Nobody under the age 18 can work at a jobsite with hazardous conditions as decided by CWCS
>Prohibit employment in jobs that are detrimental to their health and safety as decided by CWCS.
>Federal employment laws on safety and health, discrimination, benefits, etc. apply to youth.
