AN ACT TO
Reorganize the Union Bureaucracy so that all archives such as the Law Registry, the Court
Registry and the Executive Registry can be kept up to date as well as any other Government
related activities can be accomplished with ease.

Title I - The Union Secretariat
Section I - Establishment

  1. There shall be a Union Secretariat that shall be responsible for the archive of records and
    to generally keep the information of and about the Parliament and the Supreme Court up
    to date.

  2. The Union Secretariat shall oversee the Government Puppet nation of the
    Union office.

  3. If the Union Secretary believes more puppets may be necessary to accomplish the duties
    of the Secretariat, he may with approval from the Legislative Assembly establish more
    puppets that are under the jurisdiction of the Union.

  4. All laws and matters regarding the judiciary and the legislature shall be archived and
    recorded within this Union Office.

  5. The Union Secretariat shall be an independent institution of the Executive Branch that
    is responsible to certain bodies as specified in the following provisions of this Act.

Section II - The Union Secretary

  1. The Union Secretary is the head of this Secretariat and shall be the Chief Bureaucrat
    subordinate to the President.

  2. The Union Secretary shall be responsible for administering the duties and functions of the
    Union Secretariat.

  3. If it is necessary, the Union Secretary may appoint additional secretaries to assist
    him/her in administering the functions of the Secretariat.

  4. The Union Secretariat shall serve for six months from the date appointed.

  5. Notwithstanding the foregoing provision, the Secretaries of the Union Secretariat shall
    stay in their office until their replacement is appointed. The Secretaries may only serve
    for two consecutive terms, and must wait for a six month period before being eligible to
    be appointed again.

  6. The Union Secretary shall be appointed by a committee made up of the President, the
    Chief Justice and the Speaker of the House of Delegates. The Union Secretary and any
    additional staff in the Secretariat shall serve at the pleasure of this committee.

  7. The Union Secretariat shall execute such other functions as designated to it by the Legislative Assembly, or by joint decrees by both Presiding officers of Parliament.

Section III - Further Provisions regarding the tenure of the Secretariat

  1. Notwithstanding the provisions of Section II of this Title; the tenure of the secretaries of
    the Union Secretariat may be extended three weeks at a time if Parliament deems it
    necessary.

    1. Provided that such a resolution to extend the tenure of said officers of the Union
      Secretariat must originate in the House of Delegates.

  2. Notwithstanding the provisions of Section II of this Title; the President shall have the
    authority to suspend officers of the Union Secretariat from active duty for a three week
    period if he deems it necessary. During such a time when an official in this Secretariat is
    suspended from active duty, the President shall have the authority to appoint an acting
    officer in his place.

  3. Parliament shall reserve the right to revoke such a suspension issued by the President.

Title II - The Office of the Secretary of the Union Executive Council

  1. The Secretary of the Union Executive Council shall be an adviser to the President and shall have the duties to keep all staff of the Union Executive Council informed, to release and handle all public contact to the President shall serve as the spokesperson and representative of the Executive Branch to the people, to any press conferences and any other activity as designated by the President.

  2. The Secretary of the Union Executive Council may also be referred to as the Cabinet Secretary

  3. The Cabinet Secretary shall have the responsibility to oversee a Union Executive Office
    which shall be a government-owned puppet under the jurisdiction of the Executive
    Branch of Government.

  4. The Cabinet Secretary will keep all dispatches in this said office updated and act as security
    for this puppet.

  5. The Cabinet Secretary shall be appointed by the President and serves at the President’s
    behest.

  6. Unless otherwise stated in this Act, the Cabinet Secretary shall act on the orders of the
    President.

Title III - Management of Union Properties

  1. Pursuant to Executive Order EC-006, all of the following entities (i.e puppet nations,
    regions, offsite items) shall be the property of the Government of the Democratic Union
    of Free States;

    1. Union Office (nation)

    2. Union Parliament Assembly Security (nation)

    3. Union Parliament House Security (nation)

    4. Supreme Court Security (nation)

    5. UCWAA Security (nation)

    6. DUFS Supreme Court Chief Justice (nation)

    7. DUFS Union Government (region)

    8. DUFS Parliament Upper House (region)

    9. DUFS Parliament Lower House (region)

    10. DUFS Supreme Court (region)

    11. DUFS Congress of World Assembly Affairs (region)

    12. Discord Server of the Democratic Union of Free States (offsite item)

    13. Discord Server of the Union Executive Hall [ARCHIVED] (offsite item)

  2. A Founding nation is defined as a government puppet that is used to found Government Regions. All founding nations shall be administered by the Founder (Nova blazeville). The Founder shall only use these puppets for security and any other functions requested by the Government or authorized officer.

    1. The items mentioned in I.2, I.3, I.4, I.5 and the nation of Blazeville are recognized as Founding nations.

  3. The item mentioned in I.1 is, as stated before in this act, under the jurisdiction of the Union Secretariat.

  4. The item mentioned in I.6 and I.10 is under the jurisdiction of the Chief Justice of the Supreme Court.

  5. The item mentioned in I.7 is under the jurisdiction of both presiding officers of parliament.

  6. The item mentioned in I.8 is under the jurisdiction of the Chairman of the Legislative Assembly.

  7. The item mentioned in I.9 is under the jurisdiction of the Speaker of the House of Delegates.

  8. The item mentioned in I.11, I.12, I.13 is under the jurisdiction of the Executive Branch.

  9. The Presiding officers of each chamber may create, if they deem necessary, other such
    associated puppets for the respective parliament regions via proclamation.

  10. Both presiding officers of parliament, via joint proclamation, may create additional regions for the Parliament.

  11. The President may place security in the parliament regions if he gains permission from the presiding officer that it concerns.

  12. The President may place security in the Supreme Court and such Judicial regions if he gains permission from the Chief Justice.

  13. The President may establish more puppets under the Jurisdiction of the Presidency at his
    or her behest. Such a puppet established by the President in this said manner may be
    revoked or suspended by the Union Parliament with a ⅔ majority in both houses.

  14. The Chief Justice, may create more puppets (nations and regions) for the Supreme Court as he/she deems necessary.

  15. The Department of Home Affairs shall keep a record of all government-owned regions and such similar puppets.

    1. Provided that he request the Founder to create founding nations, if the Chief Justice orders the creation of a region.

Title IV - Further Provisions

  1. Clause 1, of Title I of the Cabinet (establishment) Act of 2019 shall be repealed.

  2. The provisions of Title III of the Cabinet (establishment) Act of 2019 shall be repealed and rendered null and void.

  3. Title 2, clause 1 of the Cabinet (establishment) Act of2019 shall be amended to state:

    • The Department of Foreign Affairs; established by this legislation, shall be head all diplomatic operations for the Union. The Director of Foreign Affairs shall possess the powers of Embassies and shall be the chief diplomat under the President, can propose constructing Embassies to any region at will or by the Command of the President. The President or the Director shall have the authority to manage any and all diplomatic missions, and open and close any embassies at will. The Legislative Assembly may place a ban on certain foreign actions or debate to demolish embassies with the assent of the President. (The President may withhold his assent from this decision, this can be overruled in the same way as a Presidential veto)

  4. Title 2, clause 2 of the Cabinet (establishment) Act of2019 shall be amended to state:

    • The Department of Home Affairs; established by this Legislation, shall lead functions relating to Home Affairs, such as census polls, recruitment, civil service recruitment and communicating to the citizens on behalf of the Executive Branch or the President. The Director of Home Affairs shall have the authority of communications and polls.

  5. Title 2, clause 3 of the Cabinet (establishment) Act of2019 shall be amended to state:

    • The Department of Union Intelligence and Defence; established by this Legislation, shall lead all Union Intelligence and Defence operations for the security and well being of its citizens and the Union. It shall have the power to administer and secure all Union assets, and to conduct investigations for foreign or internal matters. The Department of Union Intelligence and Defence shall enforce all executive actions and punishments issued by the court or parliament. They shall classify information for the well being of the Union. This Department must declassify information if the Supreme Court orders it to do so (via a court order).

  6. All mentions of the 'Union Council of State' in the Cabinet (establishment) Act of 2019 shall be replaced and interpreted with the mentions of
    the Union Executive Council

  7. Title 1, clause 2 of the Cabinet (establishment) Act of2019 shall be amended to state:

    • Cabinet Staff: Cabinet Staff are officers appointed by the President or any of the Directors to assist, advise and aid them in carrying out functions of their offices, they are civil servants and therefore serve as employees of the government. They shall stay at their posts until they resign
      or are dismissed.

  8. Title 1, clause 4 of the Cabinet (establishment) Act of 2019 shall be amended to state:

    • Lower Agencies: Lower agencies shall be staffed by Cabinet Staff, or other persons appointed by the President or Directors. Lower Agencies, as specified in the constitution may be established by the President via an executive order.

  9. Title 4 [Provisions Regarding Cabinet Staff] of the Cabinet (establishment) Act of 2019 shall be renamed to 'Provisions regarding Eligibility'
