Position Restrictions Act - S.B. 002

Preamble
Recognizing a lack of regulation on the occupation of multiple positions by the same person. With this bill the parliament seeks to create reasonable restrictions to the occupation of government positions, in order to allow for more people to get involved on our regional politics and to prevent any conflicts of interest
Section I: High Court Justices
The Chief Justice and Associate Justices of the High Court may only be allowed to hold their positions as justices. Justices shall therefore be prohibited from occupying other positions in government.
Section II: President and Prime Minister
The President and the Prime Minister may only be allowed to hold their respective positions. The President and the Prime Minister shall therefore be prohibited from occupying other positions in government.
Section III: Ministers
The Ministers of Home Affairs; Foreign Affairs; Justice; Culture;Roleplay and any future ones created, shall only be allowed to hold their position as minister and either the position of Member of Parliament or Senator at the same time. Ministers may not be allowed to occupy 2 ministries or be both a Senator and Member of Parliament at the same time. Ministers shall therefore be prohibited from occupying other positions in government not already listed on this section.
Section IV: Senators and Members of Parliament
Senators and Members of Parliament may only be allowed to hold their respective positions and any other extentions to them (Speaker and Leader of the Opposition for Members of Parliament, Chairman of the Senate and Shadow Chairman for Senators). They shall also be allowed to hold the position of a minister, or either the position of a deputy minister or deputy Prime Minister. Senators and Members of Parliament shall therefore be prohibited from occupying other positions in government not already listed on this section.

As Thaecia grows, it is only natural that the government grows with it, whether it be more ministers or more MP's. That is why I propose adding the position of Secretary-General as a minister within the Thaecian government

ROLES AND DUTIES
The Secretary-General would take away some of the tasks of the President and Prime Minister, leaving them to focus on the big picture. The main role of the Secretary-General would be to create factbooks and bulletins that inform and update citizens of Thaecia on important matters, such as political parties, elections and roleplay. This would be accompanied by managing elections within the region, and writing up an official statement that summarizes each of the candidates positions and promises for their term.

APPOINTMENT AND REQUIREMENTS
The Secretary-General will be appointed by the Prime Minister, and will act their "term" out until they wish to resign or the Prime Minister sees that the nation filling the role of Secretary-General is not living up to expectations or doing their job. The requirements to be appointed as Secretary-General are minimal, merely citizenship in Thaecia. Discord is not a requirement for this position, due to the fact that ALL nations in Thaecia have the ability to use and receive telegrams, but not all citizens have Discord.

S.B. 004 - PETITIONING SYSTEM ACT

1. Preamble
Acnowledging the need for more involvement of private citizens of Thaecia in the political life of the region and for more connection beetwen voters and their Representatives hereby enacting:
2. Requirements for a petition
- It must have a writer who is not a government official
- It must gather at least 10 signatures
- At least 20% of the number of signatures it gathered must be from politically independent nations
3. Organization of the system
The Prime Minister or someone he appoints must create a thread on the region's page (similar to that of the Constitution of Thaecia) which must contain all the proposed petitions (obviously the writer must notify and submitt the petition to the one responsible with the page). Afterwards he (the writer) can use the region's RMB and telegrams to gather the required number of signatures for his petition. After a petition reaches all of the requirements, it must be submitted to the Speaker of the House of Commons and taken down from the page. The use of puppets for gathering signatures it's strictly prohibited and there are recommended harsh punishments for any violation of this rule.
4. Parliamentary procedures
(Just to be clear the MPs can still propose bills of their own ideas and principles) After the bill is submitted to the Speaker of the House of Commons he must put it down to vote during a time limit of one month since he received it. (That way he can prioritise what he thinks is more important)
5. Exceptions from Chapter 4
- Trolling bills which the Speaker can simply reject/dismiss when they are submitted to him, but they must be obviously trolling bills, not RP laws or things that the Speaker disagrees with. Harsh punishment is recommended if the Speaker dismisses a non-trolling petition.
- RP bills that are putted to stand by during the first six months after this bill is passed. After that time limit is achieved, they take the path described in Chapter 4.
6. Enactment
Effective one week after the bill passes so the petition system can be properly organised.
