League of Vandals Constitution
ARTICLE I - THE EXECUTIVE- Section I: Grand Vandal
- A) The Grand Vandal is the Head of the Executive, Chair of the Cabinet, Chief Diplomat of the League, and Rīkaz of the Armed Forces. The Grand Vandal is elected every Saturday in a general election which shall begin at 10 am and will last until 10 pm, or until all members have voted.
- B) The Grand Vandal's term ends at 10 pm on Saturday, or until all members have voted.
- C) The Grand Vandal can have an unlimited number of terms, but no more than two consecutive terms.
- D) The Grand Vandal is empowered to introduce legislation to the Senate.
- Section II: The Cabinet
- A) The Cabinet shall be the principal body of the Government consisting of advisers to the Grand Vandal.
- B) The Cabinet is responsible for being an advisory body to the President.
- C) The Grand Vandal may create Cabinet positions in order to carry out jobs and duties assigned to them, as needed.
- D) The Cabinet positions will end with the Grand Vandal's term, and the Grand Vandal may grant or revoke the Cabinet authority at anytime.
ARTICLE II - LEGISLATURE
- A) The Senate is composed of ALL member states in the League of Vandals.
- B) The Senate is empowered to vote on all legislation introduced by the Grand Vandal.
ARTICLE III - JUDICIAL
- Section I: Deputy Vandal
- A) The Deputy Vandal may prosecute the Grand Vandal and member states for matters pertaining to Constitutional violations and other violations of enacted law.
- B) The Deputy Vandal will be elected every first and third Wednesday of the month in a general election that will begin at 10 am and will last until 10 pm.
- C) The Deputy Vandal's term ends at 10 pm on Wednesday, or until all members have voted.
- D) The Deputy Vandal must record trials so that precedent may be used in future cases.
- E) The Deputy Vandal may be sued, but is only achievable through a simple major Vote of No Confidence.
ARTICLE IV - SUPREMACY AND AMENDMENT
- Section I: Supremacy
- A) This Constitution and any other constitutional law is the supreme legal authority of the League of Vandals, and all laws in conflict herewith are null and void.
- Section II: Amendment
- A) This Constitution may be amended by a two-thirds motion and approval; of all member states in the League of Vandals.
- B) This Constitution will require a two-thirds motion and a three-fourths approval of all member states in the League of Vandals to repeal an amendment.
- Section III: Notification to Receive a Poll
- A) If wishing to start a motion to amend or repeal the Constitution, notify, through telegram, Vlandskie and they will publish a poll on your behalf.
- B) If wishing to start a poll for any other reason, notify Vlandskie and they will use their best judgement to determine whether the poll is beneficiary or not.
AMENDMENT I
- AM-1 Appropriate Behavior Act
- Section I: Appropriate Behavior Act
- A) No member state shall make any comments, posts, legislation, or cabinet positions associated with fascist movements or political parties.
- B) No member state shall make any comments, posts, legislation, or cabinet positions that disparage the Roman Catholic Church, including any of its teachings, doctrines, or ideals. No member state shall make any comments, posts, legislation, or cabinet positions that disparage any other religion.
- C) No member state shall make any comments, posts, legislation, or cabinet positions that insult any existing ethnic or racial groups.
- D) No member state shall make any comments, posts, legislation, or cabinet positions that insult people with physical or intellectual disabilities.
- Section II: Compliance
- A) Any member state found to be in violation of this amendment shall be immediately ejected from the League of Vandals.
AMENDMENT II
- AM-2 Establishing a Regional Flag
- Section I: Enactment
- A) Any legislation that establishes a new League of Vandals regional flag must first be approved by a 2/3 vote of all member states to become enacted with legal authority.
- Section II: Regulation
- A) No flag shall bear any symbol or message associated with fascist movements or political parties.
- B) No flag shall disparage the Roman Catholic Church, including any of its teachings, doctrines, or ideals. No flag shall disparage any other religion.
- C) No flag shall insult any existing ethnic or racial groups.
- D) No flag shall insult people with physical or intellectual disabilities.
- E) The regulations set forth in LV-3 SII(A-E) shall apply to all member states of the League of Vandals.
- Section III: Compliance
- A) Any member state found to be in violation of this amendment shall be immediately ejected from the League of Vandals.
AMENDMENT III
- Am-3: Restoration of Political Freedom
- Section 1: Political Parties
- A) It is hereby decreed that the formation of Political Parties are legal and constitutional.
B) Any member state can create or join a Political Party at their discretion.
C) No Political Party may violate:
- i) AMENDMENT 1
ii) AMENDMENT 2
Section 2: Nomination
- A) Each Political Party may appoint only ONE member in general elections for any Regional Office.
B) In order to nominate a member of a Political Party:
- i) The member state needs to have been the founding member of the political party.
ii) OR the member state needs to have been apart of the political party for at least one day prior to an election.
Section 3:Political Freedom Within a Member State
- A) A member state may NOT deny its citizens political freedom.
- i) Member states may not deny their citizens the freedom to voice an opinion, hold elections or elected office, and may not deny any other Political Freedoms deemed necessary by the Deputy Vandal.
ii) If Political Freedoms are infringed solely on a religious belief, the member state will not be held accountable if the member state has an established religion in their state. This can be determined by the Factbook of the member state.
B) Failure to comply with this section will lead to the prosecution of the member state.
- i) The Deputy Vandal will use their discretion in prosecuting cases of this matter, and the punishment that shall be allotted to the member state.
AMENDMENT IV
- Am-4: Intrastate Commerce Clause
- Section 1: What is constituted as Intrastate Commerce?
- A) Intrastate Commerce is hereby defined as:
- i) The economy of a member state.
ii) Any exchange of money within a single member state.
iii) Any trading of goods or services within a single member state.
iv) Any other economic activity that stays within a single member state.
v) Does NOT constitute any formal or informal trading between member states.
vi) Does NOT constitute economic activity between member states.
Section 2: Rights of Intrastate Commerce
- A) With approval of this amendment, it is hereby declared unlawful for the Grand Vandal to pass any legislation that will infringe on a member state's right to Intrastate Commerce as defined in Section 1:A.
B) Failure of the Grand Vandal to comply with this amendment will result in the immediate removal of the Grand Vandal, and bar them from eligibility in ANY elected office for the duration of one week.
