The Federation of Xolth is a colossal, environmentally stunning nation, ruled by the Federal Council with an even hand, and renowned for its complete lack of prisons, keen interest in outer space, and frequent executions. The hard-nosed, hard-working population of 6.842 billion Xolthians enjoy some of the most opulent lifestyles in the region, unless they are unemployed or working-class, in which case they are variously starving to death or crippled by easily preventable diseases.

The minute, liberal government, or what there is of one, is dominated by the Department of Defense, although Environment is also considered important, while Spirituality and International Aid aren't funded at all. It meets to discuss matters of state in the capital city of Kyossori. Citizens pay a flat income tax of 3.0%.

The strong Xolthian economy, worth 570 trillion Zollars a year, is driven almost entirely by the private sector, which is broadly diversified and led by the Gambling industry, with major contributions from Tourism, Cheese Exports, and Information Technology. Average income is 83,378 Zollars, but there is a significant disparity between incomes, with the richest 10% of citizens earning 259,140 per year while the poor average 20,637, a ratio of 12.6 to 1.

The country routinely whitewashes uncomfortable parts of its history, tourists from around the world come to visit the country's famous rainforests, the Federal Council has just been declared ruler of Xolth in an international press conference, and an increasing percentage of the population's youth have homosexual parents. Crime, especially youth-related, is pervasive, perhaps because of the country's complete lack of prisons. Xolth's national animal is the Eagle, which soars majestically through the nation's famously clear skies.
