The Empire of Xiomera is a colossal, efficient nation, ruled by Empress Calhualyana with an iron fist, and notable for its digital currency, public floggings, and absence of drug laws. The hard-nosed, hard-working, cynical, humorless population of 5.829 billion Xiomerans are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The large, corrupt, well-organized government juggles the competing demands of Defense, Education, and Administration. It meets to discuss matters of state in the capital city of Tlālacuetztla. The average income tax rate is 79.0%, and even higher for the wealthy.

The frighteningly efficient Xiomeran economy, worth 855 trillion quetzals a year, is led by the Information Technology industry, with major contributions from Arms Manufacturing, Tourism, and Retail. Rural Xiomerans stare in awe at the bright lights of the big cities, religious leaders order congregants to love any neighbour who is just like themselves, heirs who take too long in the bathroom are declared missing and presumed dead, and military chiefs are predicting extra funding in this year's budget. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Xiomera's national animal is the jaguar, which is also the nation's favorite main course, and its national religion is Xiomeran Meritocracy.
