The Impero Rovigiano of Western Vapia is a gargantuan, cultured nation, ruled by Emperor Ulliveri II with an even hand, and renowned for its smutty television, public floggings, and daily referendums. The hard-nosed, hard-working, humorless, devout population of 15.881 billion Vapians have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The medium-sized, corrupt government is effectively ruled by the Department of Defense, although Industry, Healthcare, and Education are also considered important, while Social Policy and International Aid are ignored.
