The Republic of Urial17 is a massive, efficient nation, renowned for its barren, inhospitable landscape, free-roaming dinosaurs, and absence of drug laws. The hard-nosed, humorless, devout population of 4.828 billion Urial17ians are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

The enormous, corrupt, socially-minded government juggles the competing demands of Industry, Law & Order, and Administration. The average income tax rate is 92.3%, and even higher for the wealthy.

The frighteningly efficient Urial17ian economy, worth 906 trillion guilders a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched, fairly diversified black market in Basket Weaving, Arms Manufacturing, Furniture Restoration, and Soda Sales. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 187,857 guilders, and evenly distributed, with the richest citizens earning only 2.0 times as much as the poorest.

Childhood friends of Leader are living it large abroad at the taxpayers' expense, the most popular stadium acts are one-off performances, spoiler warnings are now given out before political speeches, and the government is seen to favor traditionalist religions. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Urial17's national animal is the penguin, which is also the nation's favorite main course.
