The Dominion of Upper Nan is a massive, safe nation, ruled by Leader Oliver Huxley with an iron fist, and notable for its pith helmet sales, suspicion of poets, and devotion to social welfare. The hard-nosed, cynical, humorless population of 4.68 billion Upper Nanians are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The large, corrupt, socially-minded, well-organized government juggles the competing demands of Law & Order, Defense, and Education. It meets to discuss matters of state in the capital city of Nan Central. The average income tax rate is 90.5%, and even higher for the wealthy.

The frighteningly efficient Upper Nanian economy, worth 688 trillion credits a year, is led by the Information Technology industry, with major contributions from Arms Manufacturing, Retail, and Uranium Mining. State-owned companies are common. Average income is an impressive 147,141 credits, and evenly distributed, with the richest citizens earning only 2.1 times as much as the poorest.

Sex offenders find themselves cut off from the ability to repeat their crimes, it's normal to start working life with crippling financial debt, the military recognizes no difference between male and female soldiers, and elementary school students are required to master Bach's Chaconne in D before graduation. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Upper Nan's national animal is the eagle, which teeters on the brink of extinction due to toxic air pollution.
