The Holy Empire of United Catman is a massive, orderly nation, ruled by Catman the X with an iron fist, and renowned for its frequent executions, public floggings, and multi-spousal wedding ceremonies. The hard-nosed, cynical, devout population of 1.458 billion Catmanians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The large, corrupt government juggles the competing demands of Administration, Defense, and Education. It meets to discuss matters of state in the capital city of New Lozorus. Citizens pay a flat income tax of 67.9%.

The strong United Catmanian economy, worth 113 trillion Catman Dollars a year, is led by the Uranium Mining industry, with major contributions from Arms Manufacturing, Book Publishing, and Basket Weaving. Black market activity is extensive. State-owned companies are reasonably common. Average income is 77,835 Catman Dollars, with the richest citizens earning 7.7 times as much as the poorest.

Families are only permitted to have one child, some Catmanians have nicknamed the monarch "Caligula", the government is attempting to impose a new national language on the public, and the Finance Ministry posts hourly updates on where taxpayer money is spent. Crime, especially youth-related, is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. United Catman's national animal is the Peregrine Cat Phoenix, which soars majestically through the nation's famously clear skies, and its national religion is Catisum.

United Catman is ranked 50,005^th in the world and 1^st in Catman Islands for Most Advanced Defense Forces, scoring 5,134.51 on the Total War Preparedness Rating.
