Legislative Inactivity Act of 2018

Section I: Preamble

NOTING the extreme lack of activity in the Assembly,

REALIZING that if the Assembly remains inactive, it could cause problems for our Legislative system,

BELIEVING that steps can be taken through legislation to solve this imminent problem.

Section II: Provisions

HEREBY decrees:

Sub-Section I: Writ of Cessation

  • If either House of the Legislature has been deemed to be inactive and slowing down the legislative process, a Writ of Cessation may be submitted by a citizen to the other House of the Legislature (the House that the Writ of Cessation was not called for).

    • This must be seconded by at least two other citizens.

  • The Supreme Court must second the Writ of Cessation before the other House begins discussion on it.

  • The other House shall discuss and vote on the Writ of Cessation, and if they approve it, the Electorate shall vote on it as well.

    • The Writ of Cessation must pass the other house by a unanimous vote

    • The Writ of Cessation must pass the Electorate by a ⅔ vote

  • If both the other House and the Electorate approve the Writ of Cessation, the House that the Writ of Cessation has been called for will cease to operate as part of the Legislative process until the next election.

    • The other House shall become the only House that votes on bills while the Writ of Cessation is in effect.
