Political system

The New Leganes' political system is a kind of federal country. Although sovereignty belongs to Cukishes, the political order is formed by three "states".

The lowest state is the Regional Government, which has the power to rule the regions: islands and cities. Privetia Taurillien is out of this state. It's elected only with the universal, direct and secret vote of the people. Regional Presidents rule their regions in the name of their inhabitants.

The middle state is the Commonwealth Government, formed by five districts: North, South, East, West and the Capital District, Privetia Taurillien. They elect the Commonwealth Senate. One half of the Senate is voted by the Regional Presidents of their District, the other half is elected by universal, direct and secret elections. Obviously, the Regional Presidents cannot vote on the people's election: they would be voting 2 times and it's illegal. The four District Deputies are the representatives of their district, and are elected by the Regional Presidents only. The Mayor of Privetia Taurillien is elected 100% by universal, direct and secret voting of its neighbours. The Deputies and the Mayor dissolve the Senate before a Commonwealth Election.
This state acts as the Head of State.

The highest state is the National Government. It's lead by the Prime Minister of the Cooperative Commonwealth of New Leganes, accompanied by the 12 Ministers. The candidate to be Prime Minister is elected after a Congress of the four District Deputies and the Mayor of Privetia Taurillien. Later this candidate will be approved or disapproved by a citizenship voting. If he or she is disapproved, Cukishes will vote to the political parties they want. The winning party will elect the candidate to Prime Minister if it has more than 50% of the votes. If it does not, there will be a ballot between the first and the second party. The winning party will elect the candidate to Prime Minister. In this case of disapproving the Commonwealth Government's initial candidate, they will be forced to appoint the elected Prime Minister.

The Prime Minister is the Head of Government and rules New Leganes in the name of the Cukishes. He or she represents their interests on the international relationships in the time of 3 years. He also elects the 12 Ministers and their subjects. He can be removed of his or her powers by the Commonwealth Government 1 year and 6 months after his or her election, whenever if there is court order.
The National Government has the executive function.

3 years after the last regional, senatorial, Commonwealth or national election there will be another automatically.

The Commonwealth Senate has the legislative function in the Cukish politics. As it was said before, it's elected with the votes of Regional Presidents and the citizenship, and appointed by the Commonwealth Government. All laws are proposed, voted, approved or disapproved here. If a proposal doesn't reach two favorable thirds of the senators voting, it may be countersigned by referendum with the Commonwealth Government's approval.
The Prime Minister and the Ministers, as all Cukishes do, have the obligation to obey these laws and enforce them.
The senatorial election is always held 1 month after the Regional one.
