The Rogue Nation of MSN 41 is a colossal, efficient nation, ruled by Highlander with an iron fist, and renowned for its ubiquitous missile silos, avowedly heterosexual populace, and disturbing lack of elderly people. The hard-nosed, cynical, humorless, devout population of 8.229 billion MSN 41ians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The medium-sized, corrupt, moralistic, socially-minded government juggles the competing demands of Law & Order, Defense, and Administration. It meets to discuss matters of state in the capital city of Andrews. The average income tax rate is 43.3%, but much higher for the wealthy.

The frighteningly efficient MSN 41ian economy, worth a remarkable 1,758 trillion francs a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched black market in Arms Manufacturing, Uranium Mining, Woodchip Exports, and Information Technology. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. There has been a rapid increase of noise complaints over the sound of buzzing bees, military spending is on the increase, the family summer vacation has become a thing of the past following the introduction of the year-round school year, and foreign policy is mostly just to smile and hope for the best. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. MSN 41's national animal is the leopard, which teeters on the brink of extinction due to widespread deforestation, and its national religion is Awakening.
