The Local Councillor of Melicorium is a massive, efficient nation, ruled by President Stan Melix with a fair hand, and notable for its museums and concert halls, state-planned economy, and punitive income tax rates. The hard-nosed, democratic population of 2.446 billion Melicorians are free to do what they want with their own bodies, and vote for whomever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

The large, corrupt, outspoken government is primarily concerned with Defense, with Administration, Industry, and Education also on the agenda, while Spirituality is ignored. It meets to discuss matters of state in the capital city of New Barcelona. The average income tax rate is 91.0%, and even higher for the wealthy.

The frighteningly efficient Melicorian economy, worth 360 trillion pesos a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized black market in Arms Manufacturing, Information Technology, Beef-Based Agriculture, and Book Publishing. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Skin-tone prom dresses are more unpopular than ever, hand-to-hand combat experience is udderly essential for all dairy ranchers, the government is well known for declaring war on other countries for suspected slights, and sullen teenagers in bright orange 'community payback' onesies can be seen picking litter at the roadside. Crime, especially youth-related, is totally unknown. Melicorium's national animal is the sea lion, which frolics freely in the nation's sparkling oceans.
