The People's Republic of Maltoria is a huge, orderly nation, renowned for its barren, inhospitable landscape, compulsory military service, and stringent health and safety legislation. The compassionate, cynical population of 232 million Maltorians are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The enormous, socially-minded, well-organized government juggles the competing demands of Education, Welfare, and Defense. The average income tax rate is 70.5%, and even higher for the wealthy.

Museums have more touchscreens on display than artifacts, popular candidates who don't suffer last-second political scandals tend to get fished out of the Maltoria City River, the nation is designated as a welfare recipient under Skandilundian law, and all work and no play has rendered the nation's children somewhat intelligent but also remarkably dull. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Maltoria's national animal is the Maltorian Viper, which teeters on the brink of extinction due to widespread deforestation.
