The Holy Empire of Kay Pacha is a huge, cultured nation, notable for its compulsory military service, ban on automobiles, and absence of drug laws. The hard-nosed, cynical, devout population of 289 million Rūnakūna are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The enormous, corrupt, socially-minded, well-organized government juggles the competing demands of Defense, Administration, and Law & Order. It meets to discuss matters of state in the capital city of Çunɥuñuco'oŋ. Citizens pay a flat income tax of 83.8%.

The Rūnamanta economy, worth 19.3 trillion statutory corvées a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, quite specialized black market in Arms Manufacturing, Beef-Based Agriculture, Uranium Mining, and Furniture Restoration. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 66,859 statutory corvées, with the richest citizens earning 9.1 times as much as the poorest.

Corrective labour camps either end political dissent or kill the dissenters, mountain rescue missions can end with more people lost than found, hand-to-hand combat experience is udderly essential for all dairy ranchers, and cigarettes are dead-cheap. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Kay Pacha's national animal is the llama, which frolics freely in the nation's many lush forests.

Kay Pacha is ranked 206,526th in the world and 108th in Ridgefield for Highest Poor Incomes, with 19,999.51 Standard Monetary Units.
