International Assembly of Nation States

Charter

Article (1) Member nations may present a proposal to first denounce (even a non-member nation state), and then secondly condemn a nation (even a non-member nation state) which:

(a) Uses nuclear weapons in a conflict, is developing nuclear weapons, or is trading nuclear weapons to a non-nuclear weapon state.
(b) Commits genocide.
(c) Is an Apartheid state.
(d) Expels ethnic groups.
(e) Massacres civilian populations.
(f) Attacking people involved in humanitarian non-combat operations.

Article (2) A 'Condemned Nation' can be the target of an international intervention - allowing member states to militarily and economically intervene should a 'Condemned Nation' be in violation of the above provisions of condemnation.

Article (3) As the international community needs to form agreement, each nation is afforded a single vote. The vote includes Aye, Nay, or an Abstention, with this, nations use their singular vote on a proposal, whereby if a proposal receives 66% support - it will pass as a resolution of the International Assembly of Nation States. All voting will take place over a forty-eight (48) hour period.

Article (4) At least 51% of the nations must vote to reach quorum - whereby, if 66% of attending nations support a proposal, it will pass as a resolution of the International Assembly, without this quorum, a proposal is considered to have failed.

Article (5) A nations entry or exit into the International Assembly does not require a vote by the members, the International Assembly is to represent all nations openly.

Article (6) A Secretary General will be elected by members of the International Assembly of Nation States to hold term for 3 months. Their role will be to assure members vote when a proposal is presented to this Assembly, to tally votes, to interpret and call for a draft-resolution/proposals clauses to undergo split voting, and to review proposals to assure quality.

Article (7) The International Assembly of Nation states will maintain a peacekeeping force which will be voluntarily provided by member states and will perform peacekeeping missions as necessitated by Resolutions passed by the International Assembly.

As this organisation must have proper proposals presented, each proposal will be vetted by the RP team. If a nation Ceases to Exist (CTE), or leaves the region, they will be automatically removed from the list and not counted for quorum.
