The Federal Republic of Hakurei is a gargantuan, efficient nation, ruled by Reimu Hakurei with an iron fist, and notable for its museums and concert halls, public floggings, and unlimited-speed roads. The hard-nosed, cynical, devout population of 21.084 billion Hakureians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.
