Royal Council Of Ministers of Galimencia(In Pictures!)

Administrative Structure of Galimencia:
The United Kingdom of Galimencia is a constitutional monarchy. But unlike other constitutional monarchies, Galimencia has dual head of states, with both the Prime Minister and the monarch acting as joint head of states. The Prime Minister acts as the Head of Government and selects all the other ministers. The prime minister and their most senior ministers belong to the supreme decision-making committee, known as the Cabinet or the Royal Council of Ministers. The Prime Minister has the authority to dismiss whenever he/she wants and the position of all the Ministers depends on the whims and wishes of the Prime Minister. Unlike several other authorities, the Prime Minister holds the executive authority. The monarch performs the ceremonial function of opening and closing the Parliament sessions and enjoys very little real power. The monarch is nothing but a figurehead.

The Galimencian Parliament has 2 parts:The House of Commons and The House of Lords. Members of both the Houses are elected by the general populace. The peers sit in the House of Lords, while the commoners sit in the House of Commons. The Prime Minister himself is a part of one of these Houses, and is usually the leader of the largest Party(or coalition) in the Parliament. The House of Lords is comprised of hereditary peers who are directly elected by the people in some special constituencies which have been designated as 'Lords Constituency' i.e. only hereditary peers are allowed to contest elections. In the remaining 'Commons Constituencies' only the commoners and the baronets are allowed to contest elections. The HoC has 700 seats, while the HoL has 300 seats. Both the Houses sit together on the last working day of the week and it is during this time that the PMQs are held. Otherwise the Houses sit in separate places. The Joint Session of the Parliament(when both the Houses seat together) is chaired by the Speaker of the House of Commons, who is the ex-officio Speaker of the Joint Session of Parliament by a historic tradition. The House of Lords and the House of Commons together make up what is called the House of Parliament. This makes the Galimencian Parliament a bicameral one.

According to the uncodified Galimencian Constitution, the House of Commone is the lower House, while the House of Lords is the upper house. The person who becomes the Prime Minister of Galimencia has to be a Member of Parliament (i.e. a Member of either of the two Houses which comprise the Houses of Parliament). Both these Houses have almost identical powers to pass bills. Bills can be introduced in either of the two houses, but has to have the support of the majority in both the Houses respectively to pass and become law. Although 275 members of the House of Lords are elected, there are 23 unelected Temporal Lords (Bishops and Archbishops of the realm) and 2 ceremonial lords whose position are hereditary, the Lord Chamberlain and the High Earl Marshal of the Realm.

Royal Council of Ministers
(OOC:The monarch, the heir apparent, or other members of the Royal family are not members of the Council of Ministers, however they may be appointed by the monarch to serve as Ministers, of the Prime Minister deems necessary. In that case, they can either refuse or relinquish their Royal title.)
