The Confederation of FENRIS318 is a massive, cultured nation, ruled by Iosef Stalin with an iron fist, and notable for its free-roaming dinosaurs, sprawling nuclear power plants, and punitive income tax rates. The hard-nosed, cynical population of 2.55 billion Fenrisians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The large, corrupt, well-organized government juggles the competing demands of Defense, Administration, and Law & Order. It meets to discuss matters of state in the capital city of Kuala Lumpur. The average income tax rate is 79.9%, and even higher for the wealthy.

The frighteningly efficient Fenrisian economy, worth 298 trillion Ringgits a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized black market in Arms Manufacturing, Trout Farming, Information Technology, and Tourism. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 117,245 Ringgits, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Museums have more touchscreens on display than artifacts, exorbitant spending on icebreakers breaks the ice at every budget meeting, childish pranks are no laughing matter, and Kuala Lumpur is a police state during international summits. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. FENRIS318's national animal is the Impala, which is also the nation's favorite main course, and its national religion is Atheism.
