The Empire of Enki is a colossal, efficient nation, ruled by Elton Nurima with an even hand, and remarkable for its state-planned economy, daily referendums, and soft-spoken computers. The hard-nosed, humorless population of 9.036 billion Enkians are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

The relatively small, corrupt, socially-minded government prioritizes Industry, with Education, Defense, and Administration also on the agenda, while Spirituality and Welfare receive no funds. It meets to discuss matters of state in the capital city of Thessia. The average income tax rate is 35.4%, but much higher for the wealthy.

The frighteningly efficient Enkian economy, worth a remarkable 2,637 trillion Krogens a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, broadly diversified black market in Information Technology, Arms Manufacturing, Book Publishing, and Retail. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an amazing 291,902 Krogens, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Students are known to arrive at school in their pyjamas, couples are discouraged from marrying until they can rank their partner on a scale of one to ten, the delay between passed legislation and real world implementation is often a decade or longer, and politicians that report exaggerated crowd sizes for their speeches are dismissed for being delusional. Crime, especially youth-related, is totally unknown. Enki's national animal is the Praetorian, which teeters on the brink of extinction due to widespread deforestation, and its national religion is Paganism.
