Government of Carrico

The governing political system of the Communist Proletarian Union of Carrico is a Marxist-Leninist system, which is characterized by soviet-style democracy. The organizational structure of the Carrico government is heavily inspired by the former USSR, socialist Cuba, the People’s Republic of China, and the DPRK.


The national legislature of Carrico is unicameral. The Supreme Workers Assembly is the publicly elected general legislative body of the Carrico government. Assembly Members (AM's) are regionally elected by popular vote, with the only legal party affiliation being the Communist Party of Carrico. Sectarianism within the body is forbidden. AM's must reside in the district they represent. Each district represents a different region of a given Communist Republic. Along with the election of Assembly Members to the SWA, citizens also elect thousands of delegates to represent them in regional and neighborhood "People's Councils". These People's Councils are how the Communist Party of Carrico organizes the masses in every local community in Carrico, bringing representation to all communities of the nation.

The Communist Party of Carrico Politburo is the highest decision-making body within the Communist Party of Carrico, and thus, the Communist Proletarian Union of Carrico. Two representatives from each Communist Republic are elected by the SWA members of the given republic, and then approved by the Chairman of the Communist Party of Carrico as a member of the Communist Party of Carrico Politburo (PM's). The Politburo is effectively a national leadership council; coordinating government operations between the various state departments, organizations, and unions. The Politburo is largely in charge of economic planning, leading in the creation of the nation's 'Five Year Economic Plan's. The Politburo sometimes acts as an "upper house" of the legislature, while sometimes working in tandem with the executive branch. The Politburo has been dubbed the "bridge between the legislative and executive branches".

The Chairman of the Communist Party of Carrico is the highest-ranking executive in the government of Carrico and is thus Carrico's Head of State. The Chairman is also the Commander-in-chief of the Revolutionary Peoples Armed Forces. The Chairman may issue official guidance opinions, but the Chairman has no direct vote on legislation. The Chairman also hold no veto power over legislation passed by the SWA. The Vice-Chair is the second in command of the Carrico state, being selected by the Chairman and Politburo. The Vice-Chair often acts as an extension of the Chairman, representing the government on many official occasions. If the Chairman is ever incapacitated, or outside the country, then the Vice-Chair is to take on the duties of the head of state.

The General-Secretary of the Communist Party of Carrico Politburo is the head of the Politburo, and is elected by the other Politburo members. The head of the Supreme Workers Assembly is the Speaker of the Supreme Workers Assembly. They are similarly elected by the other members of the Supreme Workers Assembly. The General-Secretary and Speaker are the 3rd & 4th in the line of succession for head of state, following the Vice-Chair. The People's Commissars are executive department heads appointed directly by the Chairman of the Communist Party of Carrico. Each People's Commissar directly oversees a given Communist Party of Carrico Commissariat, which is an official government department.

All SWA seats are up for election bi-annually, and any citizen over the age of sixteen can vote in their elections. The Chairman of the Communist Party of Carrico must be reconfirmed by the Supreme Workers Assembly bi-annually in a ‘vote of confidence’. A vote of 'no confidence' would result in a new party chairmanship election. When a vacancy in the position of Chairman arises, the Chairman is elected by official members of the Communist Party of Carrico. Members of the Communist Party of Carrico who are elected to public office, or who hold other leadership positions, receive extra weight to their votes in the electoral process for the chairmanship.

The People's Supreme Court is the highest governing judicial body in the Communist Proletarian Union of Carrico. The court body is accountable to the Supreme Workers Assembly. The justices of the court are elected by the Supreme Workers Assembly, while it's Chief Justices are elected by the Politburo. Normally, the People's Supreme Court serves as the highest appellate court in Carrico, but in certain legal cases it is the court of first instance. Trials of foreigners are always held in the People's Supreme Court. A probable reason for this is to decide such cases quickly. Cases which receive significant publicity are also often heard by the court. The court's decisions can be appealed, but the court does have the power to refuse to take up the appeals case. Justices in the People’s Court must face a ‘vote of confidence’ bi-annually.

On the local level, each city and town is represented by a Municipal Committee of the Communist Party of Carrico. Each body has a presiding party officer, known as the Party Secretary. For example, High Rock City is represented by the High Rock City Municipal Committee of the Communist Party of Carrico. The leader of which being the High Rock City Party Secretary. Each Communist Republic of Carrico is similarly represented at the regional level by a Regional Committee of the Communist Party of Carrico. The leader of which being the Party Secretary. For example, the Communist Republic of Chiraq is represented by the Chiraq Regional Committee of the Communist Party of Carrico. The leader of which being the Chiraq Party Secretary.
